India aims for law that could jail Muslim men who instantly divorce wives

NEW DELHI (Reuters) – India’s lower house of parliament passed a bill on Thursday aimed at prosecuting Muslim men who divorce their wives through the “triple talaq”, or instant divorce.

The bill now moves to the upper house of parliament, where it is likely to be approved.

In August, the Supreme Court ruled as unconstitutional a law which allows Muslim men to divorce their wives simply by uttering the word “talaq”, which means divorce in Arabic, three times.

Muslim women had petitioned the court, arguing the practice of husbands divorcing them through triple talaq not only violated their rights but left many women destitute.

“Only a law can explicitly ban triple talaq, we have to enforce legal procedures to provide for allowances and protect custody of children,” said Law Minister Ravi Shankar Prasad.

The bill would make the practice a non-bailable offense with a possible three-year jail term.

Muslims are the biggest religious minority in Hindu-majority India and relations between the communities have sometimes been strained since Prime Minister Narendra Modi and his Hindu-nationalist Bharatiya Janata Party won a 2014 election.

India is one of the few countries where the practice of instant divorce has survived in law, and while some Muslim groups have said it is wrong, they believe it should be reviewed by the community itself.

Members of the All India Muslim Personal Law Board said the government had no right to outlaw instant triple talaq, as it was directly interfering with Muslim personal law.

India’s civil codes are designed to protect the independence of religious communities. Unlike most Hindu civil laws, which have been codified and reformed, Muslim personal laws have largely been left untouched.

Zakia Soman, founder of a Muslim women’s group, the Bharatiya Muslim Mahila Andolan, said that once triple talaq became a legal offense, victims could approach the police and the legal system to initiate action against offenders.

JAKARTA (Reuters) – Indonesian police appealed on Thursday for tolerance and respect for other people’s religious celebrations after an Islamist group threatened to raid businesses to check for Muslims being forced to wear Santa Claus hats or other Christmas garb.

The hardline Islamic Defenders Front (FPI) said this week it would conduct “sweeping operations” in the world’s biggest Muslim-majority country, and that forcing Muslims to wear Christmas attire was a violation of their human rights.

Indonesia is home to several religious minorities, including Christians, Hindus, Buddhists and people who follow traditional beliefs.

The constitution guarantees freedom of religion in an officially secular state though tension between followers of different faiths can flare.

“There can be no sweeping operations … members of the public should respect other religions that are carrying out celebrations,” national police chief Tito Karnavian told police during a security exercise in the capital, Jakarta.

The FPI said it aimed to enforce a fatwa, or decree, issued by Indonesia’s Islamic Clerical Council in 2016 prohibiting business owners from forcing employees to wear Christmas clothing.

“We will raid businesses in anticipation of them being stubborn about this and we will be accompanied by police,” said Novel Bakmukmin, head of the FPI’s Jakarta chapter.

Employers forcing staff to wear Christmas clothes were violating their rights.

“Businesses should be aware that there should be no forcing,” he said.

The Islamic Clerical Council’s decrees are not legally binding but serve as guidelines for Indonesian Muslims.

Christmas is widely celebrated across Indonesia and holiday decorations are ubiquitous, especially at shops, restaurants and malls where many enthusiastic workers – even Muslims – don Santa hats or elf costumes.

The FPI built its reputation with raids on restaurants and bars serving alcohol during the Muslim fasting month of Ramadan.

In recent years, it has turned its attention to Christian celebrations.

The group has also said it wants the Jakarta city government to stop sponsoring New Year celebrations, which attract many thousands of people.

About 90,000 police officers will be on duty cross the country during the end-of-year holidays, in an operation largely aimed at preventing militant attacks.

Attacks on churches in Jakarta and elsewhere on Christmas Eve in 2000, killed nearly 20 people. Ever since, authorities have stepped up security at churches and tourist spots for the holiday.

Nazareth Christmas celebrations will be held as normal

JERUSALEM (Reuters) – Nazareth, the Israeli Arab city where Jesus is thought to have been raised, will celebrate Christmas as usual, its mayor said, denying the festivities would be curtailed in protest at the U.S. decision to recognize Jerusalem as Israel’s capital.

On Wednesday, a city spokesman said there would be some cuts to the celebrations to protest against President Donald Trump’s decision on Jerusalem that angered Palestinians as well as U.S. allies in the Middle East and the rest of the world.

Mayor Ali Salam told Reuters on Saturday that three singers who had been due to perform would not appear. He gave no reason for their absence, but said that the celebrations would proceed as normal.

“I don’t know why people thought that there would be cuts to the celebrations. Everything, except for three singers who will not be coming, will be held as normal. We have already welcomed 60,000 people to the city today,” Salam said.

Nazareth, the largest Arab town in Israel with a population of 76,000 Muslims and Christians, is one of the Holy Land’s focal points of Christmas festivities which begin officially on Saturday evening.

Nazareth’s imposing Basilica of the Annunciation is built on a site that many Christian faithful believe was the childhood home of Jesus’ mother, Mary.

JERUSALEM (Reuters) – Less than an hour after U.S. President Donald Trump recognized Jerusalem as Israel’s capital, Palestinians protested by turning off the lights on the Christmas tree outside Bethlehem’s Church of the Nativity, the traditional birthplace of Jesus.

It was a timely reminder that while headlines focused on Islamist calls for uprisings and Trump’s references to Jewish historical ties, the president’s words also stirred deep feelings among the Palestinians’ small Christian community.

Coming out of the Sunday service in his Assyrian Catholic church in Jerusalem, Fredrick Hazo accused Trump of “dragging all the world into trouble”, and called on the U.S. leader to reverse his decision.

“We are united – Christians, Muslims, we are one,” said the 59-year-old Palestinian musician, standing in an alley in the heart of the Old City, surrounded by shops selling religious trinkets.

He was frustrated by the politics, but confident the delicate balance the three faiths kept in the holy city would prevail. “In this sacred place, God is protecting us all. We are guarded by his angels in Jerusalem,” Hazo added.

Christians make up around just one percent of the Palestinian population in Gaza, the West Bank and East Jerusalem – though they punch above their weight in local and national politics.

Back in July, Hazo protested alongside Muslims against Israel’s installation of security scanners at the nearby al-Aqsa mosque – Islam’s third holiest site – after two Arab-Israeli gunmen shot dead two Israeli police officers at the site.

It removed the metal detectors after days of bloody clashes, scenes that have not been repeated in the city since Trump’s declaration.

UNITED IN PRAYER

The appeals to religious unity inside Jerusalem’s walls stand in contrast to the more divided voices outside.

In the hours running up to Trump’s statement, Pope Francis called for the status quo in the city to be respected. The Episcopal Church of the United States said Trump’s announcement “could have profound ramifications on the peace process and the future of a two-state solution”.

But Trump’s decision found strong backing from another corner of the Christian community – many among his own country’s politically powerful evangelicals who see God’s hand in the modern-day return of Jews to a biblical homeland.

Trump convened a circle of evangelical advisers during his presidential bid, and he was the overwhelming favorite of white evangelical voters in last year’s U.S. election.

“We are all bible-believers and we believe that this is the bible-land and that Jerusalem is the ancient capital of Israel back to the days of King David,” said Dallas-based Mike Evans, part of an evangelical group that met Trump on Monday.

“So for our president to stand up and declare it makes us extremely proud and honored.”

For Palestinian supermarket cashier Mohammed al-Hawa, however, Trump’s words and the logic behind them ignored the more complex reality on the ground.

People of all faith in Jerusalem were united in prayer, the 33-year-old said, even if they were divided over politics.

“Christians, Jews and Muslims live in this city together. There is no problem between them. Only the politics. The governments want to make wars,” he said.

“This is my city – my blood, my life,” added a 70-year-old Palestinian, walking through the pilgrim-packed courtyard of Jerusalem’s Church of the Holy Sepulchre, revered by Christians as the site of Jesus’s tomb.

“I can go to the church, to anywhere in Jerusalem, not Trump nor Netanyahu can stop me,” added the man who identified himself only as a “Jerusalemite”.

EU tells Netanyahu it rejects Trump’s Jerusalem move

BRUSSELS (Reuters) – Prime Minister Benjamin Netanyahu took his case to Europe to ask allies to join the United States in recognizing Jerusalem as Israel’s capital, but was met by a firm rebuff from EU foreign ministers who saw the move as a blow against the peace process.

Making his first ever visit to EU headquarters in Brussels, Netanyahu said President Donald Trump’s move made peace in the Middle East possible “because recognizing reality is the substance of peace, the foundation of peace.”

Trump announced last Wednesday that the United States would recognize Jerusalem as Israel’s capital, breaking with decades of U.S. policy and international consensus that the ancient city’s status must be decided in Israeli-Palestinian talks.

Israel, which annexed East Jerusalem after capturing it in a 1967 war, considers the entire city to be its capital. Palestinians want East Jerusalem as the capital of a future independent state.

The Trump administration says it remains committed to the peace process and its decision does not affect Jerusalem’s future borders or status. It says any credible future peace deal will place the Israeli capital in Jerusalem, and ditching old policies is needed to revive a peace process frozen since 2014.

But even Israel’s closest European allies have rejected that logic and say recognizing Israel’s capital unilaterally risks inflaming violence and further wrecking the chance for peace.

After a breakfast meeting between Netanyahu and EU foreign ministers, Sweden’s top diplomat said no European at the closed-door meeting had voiced support for Trump’s decision, and no country was likely to follow the United States in announcing plans to move its embassy.

“I have a hard time seeing that any other country would do that and I don’t think any other EU country will do it,” Margot Wallstrom told reporters.

Several EU foreign ministers arriving at the meeting reiterated the bloc’s position that lands Israel has occupied since the 1967 war – including East Jerusalem as well as the West Bank and Golan Heights, are not within Israel’s borders.

Israel’s position does appear to have more support from some EU states than others. Last week, the Czech foreign ministry said it would begin considering moving the Czech Embassy from Tel Aviv to Jerusalem, while Hungary blocked a planned EU statement condemning the U.S. move.

But Prague later said it accepted Israel’s sovereignty only over West Jerusalem, and Budapest said its long-term position seeking a two-state solution in the Middle East had not changed.

On Monday, Czech Foreign Minister Lubomir Zaoralek said of Trump’s decision: “I’m afraid it can’t help us.”

“I’m convinced that it is impossible to ease tension with a unilateral solution,” Zaoralek said. “We are talking about an Israeli state but at the same time we have to speak about a Palestinian state.”

VIOLENCE SUBSIDES

Trump’s announcement triggered days of protests across the Muslim world and clashes between Palestinians and Israeli security forces in the West Bank, Gaza and East Jerusalem in which scores of Palestinians were wounded and several killed. By Monday morning, violence appeared to have subsided.

Netanyahu, who has been angered by the EU’s search for closer business ties with Iran, said Europeans should emulate Trump’s move and press the Palestinians to do so too.

“It’s time that the Palestinians recognize the Jewish state and also recognize the fact that it has a capital. It’s called Jerusalem,” he said.

In comments filmed later on his plane, he said he had told the Europeans to “stop pampering the Palestinians”. “I think the Palestinians need a reality check. You have to stop cutting them slack. That’s the only way to move forward towards peace.”

Trump’s announcement last week has triggered a war of words between Netanyahu and Turkey’s President Tayyip Erdogan, straining ties between the two U.S. allies which were restored only last year after a six year breach that followed the Israeli storming of a Turkish aid ship bound for Gaza.

On Sunday, Erdogan called Israel a “terror state”. Netanyahu responded by saying he would accept no moral lectures from Erdogan who he accused of bombing Kurdish villages, jailing opponents and supporting terrorists.

On Monday Erdogan took aim directly at Washington over Trump’s move: “The ones who made Jerusalem a dungeon for Muslims and members of other religions will never be able to clean the blood from their hands,” he said in a speech in Ankara. “With their decision to recognize Jerusalem as Israel’s capital, the United States has become a partner in this bloodshed.”

The decision to recognize Jerusalem could also strain Washington’s ties with its other main Muslim ally in the Middle East, Saudi Arabia, which has sought closer relations with Washington under Trump than under his predecessor Barack Obama.

Saudi Arabia shares U.S. and Israeli concerns about the increasing regional influence of Iran, and was seen as a potential broker for a comprehensive Arab-Israeli peace deal. But Saudis have suggested that unilateral decisions over Jerusalem make any such rapprochement more difficult.

Prince Turki al-Faisal, a former Saudi ambassador to the United States and veteran ex-security chief, published a strongly-worded open letter to Trump on Monday denouncing the Jerusalem move.

“Bloodshed and mayhem will definitely follow your opportunistic attempt to make electoral gain,” the prince wrote in a letter published in the Saudi newspaper al-Jazeera.

“Your action has emboldened the most extreme elements in the Israeli society … because they take your action as a license to evict the Palestinians from their lands and subject them to an apartheid state,” he added. “Your action has equally emboldened Iran and its terrorist minions to claim that they are the legitimate defenders of Palestinian rights.”

The Trump administration says it is working on a peace proposal being drawn up by Middle East envoy Jason Greenblatt and Trump’s son-in-law and senior adviser Jared Kushner.

European leaders say the decision on Israel’s capital makes the need for a broader peace move more urgent.

“We’ve been waiting already for several months for the American initiative, and if one is not forthcoming then the European Union will have to take the initiative,” French Foreign Minister Jean-Yves Le Drian said.

JERUSALEM (Reuters) – Thousands of Palestinians protested in a “day of rage” on Friday in the occupied West Bank, Gaza and in East Jerusalem against U.S. President Donald Trump’s recognition of the ancient city as Israel’s capital.

Across the Arab and Muslim worlds, thousands of demonstrators took to the streets on Friday, the Muslim holy day, expressing solidarity with the Palestinians and outrage at the U.S. move.

As Friday prayers ended at the Al Aqsa mosque in Jerusalem, worshippers made their way toward the walled Old City gates, chanting “Jerusalem is ours, Jerusalem is our capital,” and “We don’t need empty words, we need stones and Kalashnikovs”. Some scuffles broke out between protesters and police.

Trump’s decision to reverse decades of U.S. policy and recognize Jerusalem has been met by days of protests, although violence so far has largely been contained.

By midday Friday there had been no reports of deaths in two days of demonstrations in the Palestinian territories. Thirty-one Palestinians were wounded on Thursday.

Clashes began in some spots of the West Bank after Friday prayers, though the unrest appeared less intense than the previous day. In Hebron and Bethlehem dozens of Palestinians threw stones at Israeli soldiers who fired back with tear gas.

In Gaza, calls for worshippers to protest sounded over mosque loudspeakers and dozens of youths burnt tires on the main streets of the enclave, controlled by the Islamist Hamas group, and hundreds rallied toward the border with Israel.

Hamas has called for a new Palestinian uprising like the “intifadas” of 1987-1993 and 2000-2005 that together saw thousands of Palestinians and more than 1,000 Israelis killed.

“Whoever moves his embassy to occupied Jerusalem will become an enemy of the Palestinians and a target of Palestinian factions,” said Hamas leader Fathy Hammad as protesters in Gaza burnt posters of Trump. “We declare an intifada until the liberation of Jerusalem and all of Palestine.”

ENMITY

Trump’s announcement on Wednesday has infuriated the Arab world and upset Western allies. The status of Jerusalem has been one of the biggest obstacles to a peace agreement between Israel and the Palestinians for generations.

Israel considers all of Jerusalem to be its capital. Palestinians want the eastern part of the city as the capital of a future independent state of their own. Most countries consider East Jerusalem, which Israel captured in a 1967 war and annexed, to be occupied territory, including the Old City, home to sites considered holy to Muslims, Jews and Christians alike.

For decades, Washington, like most of the rest of the international community, held back from recognizing Jerusalem as Israel’s capital, arguing that its status should be determined as part of the Palestinian-Israeli peace process. No other country has its embassy there.

The Trump administration argues that the peace process has become moribund, and outdated policies need to be jettisoned for the sides in the conflict to make progress.

In Ramallah, the seat of Palestinian President Mahmoud Abbas’s Palestinian Authority, the leader’s religious affairs adviser said Trump’s stance was an affront to Islam and Christianity alike.

“America has chosen to elect a President that has put it in enmity with all Muslims and Christians,” said the advisor, Mahmoud al-Habbash.

Israeli police increased their presence in Jerusalem but set no extra restrictions on access for worshippers at Al-Aqsa Mosque, saying they had no indication of unrest there, a sign they anticipated confrontation to be limited. Police regularly impose age restrictions at the site, known to Muslims as the Noble Sanctuary and to Jews as the Temple Mount, when they anticipate major unrest.

In Iran, which has never recognized Israel and supports anti-Israel militants, demonstrators burned pictures of Trump and Israeli Prime Minister Benjamin Netanyahu while chanting “Death to the Devil”. Opposition to the U.S. move has united Iran’s pragmatist faction, which supports greater openness to the outside world, behind hardliners that oppose it.

In Cairo, capital of Egypt, a U.S. ally which has a peace treaty with Israel, hundreds of protesters who had gathered in Al-Azhar mosque and outside in its courtyard chanted “Jerusalem is Arab! O Trump, you madman, the Arab people are everywhere!”

The imam leading Friday prayer at Al-Azhar said the U.S. plan to move its embassy to Jerusalem was a “terrorist decision” that would add another settlement to those of Israel.

Thousands also took to the streets in Muslim-majority Malaysia and Indonesia, where authorities tightened security around U.S. embassies.

ANKARA (Reuters) – Iranian President Hassan Rouhani urged Muslims on Tuesday to disrupt what he called a plot by unnamed countries in the region to build ties with Israel.

He gave no more details on the states. But an Israeli cabinet minister said last month that his government had covert contacts with Saudi Arabia linked to their common concerns over Tehran.

“Some regional Islamic countries have shamelessly revealed their closeness to the Zionist regime (Israel),” Rouhani said in a speech broadcast live by state TV.

“I am sure that the Muslims around the world will not let this sinister plot bear fruit.”

Both Saudi Arabia and Israel view Iran as the main threat to the Middle East. Increased tension between Tehran and Riyadh has fueled speculation that shared interests may push Saudi Arabia and Israel to work together.

The Saudis have not publicly responded to the reports and Riyadh maintains that any relations with Israel hinge on Israeli withdrawal from Arab lands captured in the 1967 Middle East war – territory Palestinians seek for a future state.

Regional rivalry between Sunni Muslim monarchy Saudi Arabia and Shi’ite Iran has overflowed into conflicts in Syria and Iraq.

A Saudi-led military coalition has also been fighting in the Arabian peninsula’s poorest country, Yemen, on behalf of a government based in the south against the Houthis, a Shi’ite movement backed by Iran.

TORONTO (Reuters) – Two Canadian groups on Tuesday asked a court to overturn a new Quebec law that bans observant Muslim women from wearing a full-face veil when providing or receiving government services.

The National Council for Canadian Muslims, the Canadian Civil Liberties Association and Quebec Muslim resident Marie-Michelle Lacoste asked a provincial court to declare the law invalid, arguing that it discriminates against Muslim women and violates equality and freedom of religion protections in the Canadian and Quebec constitutions.

The provincial Liberal government that backed the law, passed on Oct. 18, has rejected claims that it targets Muslim women. It argues that the ban on all face coverings was necessary for security reasons and to facility communication and identification of people. Debate has focused on the niqab, a veil worn by a small minority of Muslim women that covers the whole face save for the eyes.

Opponents of the law say it targets a visible minority that has been subject to threats and violence in the primarily French-speaking province. Quebec had about 243,000 Muslims as of 2011, according to Statistics Canada.

The government believes the law is constitutional and will defend it in court, Isabelle Marier St-Onge, a spokeswoman for Quebec Justice Minister Stephanie Vallee, said by phone on Tuesday.

The law affects teachers, police officers, hospital employees and daycare workers in government agencies, and users of public services, from school to mass transit systems.

“Such blatant and unjustified violations of freedom of religion, as well as of the equality guarantees of the Quebec and Canadian Charters, have no place in Quebec or Canada,” the groups’ court submission said.

The plaintiffs stand a good chance of success, said political scientist Emmett Macfarlane, who has written extensively about Canada’s constitution and Supreme Court.

“It’s a pretty clear case, where we know who’s being adversely affected and we know it’s a distinct minority,” Macfarlane said.

In January a gunman walked into a Quebec City mosque and shot six people to death. A French-Canadian university student has been charged as the sole suspect.

France, Belgium, the Netherlands, Bulgaria and the German state of Bavaria have imposed restrictions on the wearing of full-face veils in public places. Denmark plans to institute its own ban.

Fresh losses in Syria and Iraq push Islamic State ‘caliphate’ to the brink

BEIRUT/ERBIL (Reuters) – Islamic State’s self-proclaimed caliphate was all but reduced on Friday to a pair of border towns at the Iraq-Syria frontier, where thousands of fighters were believed to be holding out after losing nearly all other territory in both countries.

Forces in Syria and Iraq backed by regional states and global powers now appear on the cusp of victory over the group, which proclaimed its authority over all Muslims in 2014 when it held about a third of both countries and ruled over millions.

On the Syrian side, government forces declared victory in Deir al-Zor, the last major city in the country’s eastern desert where the militants still had a presence. On the Iraqi side, pro-government forces said they had captured the last border post with Syria in the Euphrates valley and entered the nearby town of al-Qaim, the group’s last Iraqi bastion.

A U.S.-led international coalition which has been bombing Islamic State and supporting ground allies on both sides of the frontier said the militant group now has a few thousand fighters left, mainly holed up at the border in Iraq’s al-Qaim and its sister town of Albu Kamal on the Syrian side.

“We do expect them now to try to flee, but we are cognisant of that and will do all we can to annihilate IS leaders,” spokesman U.S. Colonel Ryan Dillon said.

He estimated there were 1,500-2,500 fighters left in al-Qaim and 2,000-3,000 in Albu Kamal.

But both the Iraqi and Syrian governments and their international backers say they worry that the fighters will still be able to mount guerrilla attacks once they no longer have territory to defend.

“As IS continues to be hunted into these smallest areas … we see them fleeing into the desert and hiding there in an attempt to devolve back into an insurgent terrorist group,” said Dillon. “The idea of IS and the virtual caliphate, that will not be defeated in the near term. There is still going to be an IS threat.”

Driven this year from its two de facto capitals — Iraq’s Mosul and Syria’s Raqqa — Islamic State is pressed into an ever-shrinking pocket of desert straddling the frontier.

In Iraq, it faces the army and Shi’ite armed groups, backed both by the U.S.-led international coalition and by Iran. In Syria, the coalition supports an alliance of Kurdish and Arab militias in areas north and east of the Euphrates, while Iran and Russia support the government of President Bashar al-Assad.

On the Syrian side, the government victory at Deir al-Zor, on the west bank of the Euphrates, ends a two month battle for control over the city, the center of Syria’s oil production. Islamic State had for years besieged a government enclave there until an army advance relieved it in early September, starting a battle for jihadist-held parts of the city.

“The armed forces, in cooperation with allied forces, liberated the city of Deir al-Zor completely from the clutches of the Daesh terrorist organization,” state media reported, using an Arabic acronym for Islamic State.

Engineering units were searching streets and buildings in Deir al-Zor for mines and booby traps left behind by Islamic State fighters, a Syrian military source told Reuters.

Government forces are still about 40km from the border at Albu Kamal, where they are preparing for a final showdown.

“The defeat of Albu Kamal practically means Daesh will be an organization that will cease to exist as a leadership structure,” the military source said. “It will be tantamount to a group of scattered individuals, it will no longer be an organization with headquarters, with leadership places, with areas it controls.”

 

BESIEGED FROM ALL DIRECTIONS

The source added that he did not believe the final battle at Albu Kamal would involve “fierce resistance”, as many fighters had been surrendering elsewhere.

“Some of them will fight until death, but they will not be able to do anything,” he said. “It is besieged from all directions, there are no supplies, a collapse in morale, and therefore all the organization’s elements of strength are finished.”

In Iraq, the military’s Joint Operations Command said on Friday the army, along with Sunni tribal fighters and Iran-backed Shi’ite paramilitaries known as Popular Mobilisation, had captured the main border crossing on the highway between al-Qaim and Albu Kamal.

They had also entered the town of al-Qaim itself, which is located just inside the border on the south side of the Euphrates. The offensive is aimed at capturing al Qaim and another smaller town further down the Euphrates on the north bank, Rawa.

Iraq has been carrying out its final campaign to crush the Islamic State caliphate while also mounting a military offensive in the north against Kurds who held an independence referendum in September.

Rohingya refugees scoff at Myanmar’s assurances on going home

COX’S BAZAR, Bangladesh (Reuters) – Rohingya Muslims in Bangladesh were skeptical on Tuesday about their chances of ever going home to Myanmar, even though the government there has given an assurance it would accept people verified as refugees.

More than half a million Rohingya have fled from a Myanmar military crackdown in Rakhine State launched in late August that has been denounced by the United Nations as ethnic cleansing.

Myanmar denies ethnic cleansing, saying it is fighting Rohingya terrorists who have claimed attacks on the security forces. The government has said anyone verified as a refugee will be allowed to return under a process set up with Bangladesh in 1993.

Bangladesh and Myanmar agreed on Monday to work on a repatriation plan, and a Myanmar government spokesman confirmed it would go along with it, provided people could verify their status with paperwork.

But many refugees in camps in Bangladesh are scornful.

“Everything was burned, even people were burned,” said a man who identified himself as Abdullah, dismissing the chances that people would have documents to prove a right to stay in Myanmar.

At the root of the problem is the refusal by Buddhist-majority Myanmar to grant citizenship to members of a Muslim minority seen by a mostly unsympathetic, if not hostile, society as interlopers from Bangladesh.

Though Myanmar has not granted Rohingya citizenship, under the 1993 procedure, it agreed to take back people who could prove they had been Myanmar residents.

But a day after Bangladesh and Myanmar announced apparent progress, a Bangladeshi foreign ministry official appeared resigned to a difficult process.

“This is still a long procedure,” said the official, who declined to be identified as he was not authorized to speak to media.

There were already nearly 400,000 Rohingya refugees in Bangladesh before the latest exodus, but Myanmar had said it would only accept, “subject to verification”, those who arrived after October 2016, when a military offensive in response to Rohingya insurgent attacks sent 87,000 Rohingya fleeing to Bangladesh, the Bangladeshi official said.

“We said that many Rohingya refugees have no documents, so this process should be flexible. Myanmar said they will decide who will get involved in the verification,” the official said, adding that Bangladesh wanted international agencies to be involved.

Myanmar’s government spokesman said under the 1993 pact, even a hospital record was enough to prove residency, but it was only Myanmar, not Bangladesh, that could verify citizenship.

“We have a policy for the repatriation process and we will go along with that,” the spokesman, Zaw Htay, told Reuters.

‘BREAK THEIR PROMISE’

But even if refugees have documents, many are wary about returning without an assurance of full citizenship, which they fear could leave them vulnerable to the persecution and curbs they have endured for years.

Amina Katu, 60, laughed at the thought of returning.

“If we go there, we’ll just have to come back here,” she said. “If they give us our rights, we will go, but people did this before and they had to return.”

Last month, Anwar Begum told Reuters she had fled from Myanmar three times. The first time was to escape a 1978 crackdown, and she returned the following year. She fled again in 1991 and returned in 1994.

“I don’t want to go back,” the 55-year-old added. “I don’t believe the government. Every time the government agrees we can go back, then we’re there and they break their promise.”

Investigators appointed by government leader Aung San Suu Kyi and led by former U.N. secretary-general Kofi Annan recommended in August that Myanmar review a 1982 law that links citizenship and ethnicity and leaves most Rohingya stateless.

U.N. High Commissioner for Refugees Filippo Grandi told a meeting in Geneva on Monday that the link between statelessness and displacement was nowhere more evident than with the Rohingya.

“Denial of citizenship is a key aspect of the discrimination and exclusion that have shaped their plight,” he said.

Grandi called for a two-track approach to tackle issues of citizenship and rights and inclusive development to stamp out poverty in Rakhine State.

Separately, the U.N. refugee agency and Bangladesh authorities are working to contain an outbreak of diarrhoeal diseases in the camps, UNHCR spokesman Andrej Mahecic told a briefing in Geneva.

Refugees are still crossing into Bangladesh, though at a slower rate, a spokesman for the International Organisation for Migration said. A Reuters photographer saw smoke plumes on the Myanmar side of the border but it was not clear what was alight.

Rights groups say more than half of more than 400 Rohingya villages in the north of Rakhine State have been torched.

Myanmar officials have said they have attempted to reassure groups of fleeing Rohingya but they could not stop people who were not citizens from leaving.
