U.S. industry groups, lawmakers press White House to lift travel restrictions

WASHINGTON (Reuters) – A coalition of 24 industry organizations on Wednesday urged the White House to lift restrictions that bar much of the world from traveling to the United States but the Biden administration showed no signs of taking immediate action.

The groups led by U.S. Travel Association and representing airlines, casinos, hotels, airports, airplane manufacturers and others, urged the administration to ease entry restrictions by July 15 that were imposed last year during the pandemic, and to quickly lift entry restrictions on UK travelers.

“We have the knowledge and the tools we need to restart international travel safely, and it is past time that we use them,” U.S. Travel Chief Executive Roger Dow said.

Separately, 75 members of the U.S. House of Representatives called on Biden to reopen the U.S. border with Canada to non-essential travelers.

The lawmakers in a letter cited projections that if the restrictions are not lifted, the United States could “lose 1.1 million jobs and an additional $175 billion by the end of this year.” The White House did not immediately comment.

The Centers for Disease Control and Prevention (CDC) has raised concerns about the Delta variant of COVID-19 in U.S. government meetings, sources said. Industry and U.S. officials told Reuters they do not expect the administration to lift restrictions soon.

The CDC wants airlines to implement international passenger contact tracing as part of any lifting of restrictions, sources told Reuters.

The administration has been holding separate working group calls with Mexico, Canada, the United Kingdom and the European Union typically every two weeks to discuss how to unwind the restrictions.

Airlines and others have pressed the administration to lift restrictions covering most non-U.S. citizens who have recently been in Britain, the 26 Schengen nations in Europe without border controls, Ireland, China, India, South Africa, Iran and Brazil.

The 75 lawmakers called for lifting restrictions that bar most UK travelers and to develop “a risk-based, data-driven roadmap to ease inbound entry restrictions.”

Some in congress have also called on the administration to lift requirements that travelers wear masks in airports, subway stations and on airplanes and trains but is not currently considering lifting those requirements, officials told Reuters.

The Transportation Security Administration in April extended the face mask requirement in transit through Sept. 13.

Last month, the administration extended restrictions barring non-essential travel at Mexican and Canada land borders until July 21.

Israel braces for general strike on Wednesday, government says may be averted

JERUSALEM (Reuters) -Israel’s main public sector union said it would go ahead with a planned general strike on Wednesday that would shut down airports, banks and all government offices, in protest over what it says is state inaction over construction site deaths.

The strike, due to start at 6 a.m. (0400 GMT), is meant to be indefinite, but it is likely to last no more than a day since the courts typically order workers back to work and both sides back to the negotiation table.

“We are witnessing more and more casualties every day, new casualties and serious safety incidents that could have been prevented,” Histadrut chief Avi Nissenkorn said on Tuesday.

“If no solution is found in the coming hours, the economy will be hit by a general strike tomorrow.”

A Histadrut spokesman said its representatives were meeting officials from the Finance Ministry and other ministries in a last-ditch effort to avert a strike.

Asked about the situation, a Finance Ministry spokeswoman said: “We are in negotiations. We believe it will be resolved tonight.”

The Histadrut labor federation has demanded the government adopt European construction standards, beef up safety measures and enforce a law on wearing safety harnesses.

It wants the government to spend an additional 20 million shekels ($5.4 million) on hiring more safety inspectors.

The Finance Ministry says it places a high importance on improving work safety at construction sites and says it is working with the Labour Ministry to implement measures.

Last week the federation threatened strike action if its demands were not met. It said Israeli polling firm Smith had found 66 percent of Israelis supported any strike action.

Among those that would be affected are Tel Aviv’s Ben Gurion Airport and Ovda Airport near Eilat, as well as the Tel Aviv Stock Exchange, Bank of Israel, commercial banks and trains.

The Histadrut says about 40 workers have died on building sites so far in 2018 and 200 others have been seriously injured.

Labour activists say 35 people died in 2017 and the Haaretz newspaper said the number of such deaths in previous years had averaged around 30.

On Tuesday the Histadrut held demonstrations at some 20 main intersections across Israel.

Haitian civil unrest enters third day despite fuel hike reversal

PORT-AU-PRINCE (Reuters) – Protesters blocked streets in Haiti on Sunday while many damaged or looted stores stayed closed for a third day following anger over steep fuel price increases in the Caribbean nation.

The mostly young protesters used felled trees and large rocks to block roads, as well as piles of tires set on fire, some of which still smoldered on Sunday, sending up thick clouds of black smoke.

Police used tear gas to disperse crowds in some places.

The charred remains of cars could be seen in several spots around the sprawling capital, including in front of the Best Western and Oasis hotels, in the capital’s southern hilltop suburb of Petion-Ville, as well as near the offices of telecommunications company Natcom.

The U.S. embassy warned its citizens to avoid the unrest in the capital Port-au-Prince and reschedule travel plans as several airlines canceled flights.

At the Toussaint Louverture international airport, dozens of stranded travelers camped out waiting for flights to resume, lounging on suitcases.

Prime Minister Jack Guy Lafontant announced the temporary suspension of double-digit government hikes to prices for gasoline, diesel and kerosene on Saturday afternoon – just a day after they were announced – but the unrest continued.

Across the capital, few cars and motorcycles were moving on the rubble-strewn streets on Sunday, while broken windows and damaged buildings were a common sight.

At a shopping center in Petion-Ville, police tried to secure shops, with broken glass and merchandise scattered on the floor.

Both the Canadian and Mexican embassies in Haiti announced that they would be closed on Monday.

The decision to raise fuel prices was part of an agreement with the International Monetary Fund, which requires the impoverished country to enact measures to boost government revenue and services and strengthen the country’s economy.

“Due to continuing demonstrations, roadblocks, and violence across Port-au-Prince, as well as short staffing at the airports, embassy personnel have been instructed to re-book any flights originally scheduled for Sunday,” the U.S. embassy said in a statement.

A spokesman for U.S. carrier American Airlines Group Inc said it had canceled three out of seven round trip flights scheduled to stop in Port-au-Prince on Sunday.

The carrier’s Sunday route to Haiti’s Cap-Haitien airport had not been canceled.

JetBlue Airways Corp also canceled its flights to Haiti on Sunday.

Haiti’s Commerce and Economic ministries Friday said they would lower fuel subsidies in a bid to generate more tax revenue to better fund government services, which translated to a 38 percent jump for gasoline and 47 percent for diesel.

Half-a-million still without power after storm in U.S. Northeast

(Reuters) – Some 500,000 customers remained without power throughout the eastern United States on Sunday evening and New England coastal communities faced more flooding two days after a powerful storm snapped trees, downed wires and killed at least nine people.

The remnants of the storm, known as a nor’easter, lingered on Sunday, with the National Weather Service posting coastal flood advisories in effect until Monday morning in much of the U.S. Northeast even after the storm had passed.

Some half a million customers still lacked power, according to data provided by 10 major utilities in the Middle Atlantic, Midwest and Northeast. At one point, 2 million customers had lost power.

The brunt of the storm hit on Friday, packing hurricane-force winds in excess of 90 miles per hour (145 kph) and sending seawater churning into streets in Boston and nearby shore towns, marking the second time the area had been flooded this year.

Falling trees killed seven people in Connecticut, Maryland, New York, Pennsylvania, Rhode Island and Virginia, according to local media and police. Two others died in the storm, according to media reports, including a 41-year-old man in Andover, New Jersey, who came in contact with power lines.

Private forecasting service AccuWeather said the storm dumped as much as 18 inches (46 cm) of snow on parts of New York state and Pennsylvania. The Massachusetts town of East Bridgewater received nearly 6 inches (15 cm) of rain, the NWS said.

The storm also snarled transportation from the Middle Atlantic into New England, with more than a quarter of flights in and out of New York’s three major airports and Boston’s airport canceled on Friday, tracking service FlightAware.com reported.

The problems carried over into Saturday, with hundreds of flights canceled into and out of New York and Boston, according to the website.

One flight landing at Washington’s Dulles International Airport on Friday experienced turbulence so rough that most passengers became sick and the pilots were on the verge of becoming ill, the Federal Aviation Administration said.

Hundreds leave homes near dangerously crumbling Puerto Rico dam

SAN JUAN (Reuters) – Most people living near a crumbling dam in storm-battered Puerto Rico have been moved to safety, Governor Ricardo Rossello said on Monday, as he urged the U.S. Congress to fund an aid package to avert a humanitarian crisis after Hurricane Maria.

Most of the Caribbean island, a U.S. territory with a population of 3.4 million, is still without electricity five days after Maria swept ashore with ferocious winds and torrential rains, the most powerful hurricane to hit Puerto Rico for nearly a century.

There have been growing concerns for some 70,000 people who live in the river valley below the Guajataca Dam in the island’s northwest, where cracks were seen appearing on Friday in the 88-year-old earthen structure.

Rossello said he was working on the assumption that the dam would collapse. “I’d rather be wrong on that front than doing nothing and having that fail and costing people lives,” he said in an interview with CNN.

“Some of the dam has fallen apart and now we’re making sure that we can assess if the other part is going to fall down as well. … Most of the people in the near vicinity have evacuated.”

It was unclear if the governor was saying that most of the 70,000 valley inhabitants had left the area, or only the several hundred people living in the small towns closest to the dam. About 320 people from those towns have moved to safety, according to local media.

The fear of a potentially catastrophic dam break added to the difficulties facing disaster relief authorities after Maria, which was the second major hurricane to strike Caribbean this month and which killed at least 29 people in the region.

At least 10 of those who died were in Puerto Rico, including several people who drowned or were hit by flying debris, and three elderly sisters who died in a mudslide.

Many structures on the island, including hospitals, remain badly damaged and flooded. Clean drinking water is hard to find in some areas. Very few planes have been able to land or take off from damaged airports.

After Maria caused widespread flooding, the National Weather Service warned of further flash floods in some western parts of the island on Monday as thunderstorms moved in.

Rossello said on Monday that before the storms struck he had been embarking on an aggressive fiscal agenda that included more than $1.5 billion in cuts.

“This is a game changer,” the governor told CNN. “This is a completely different set of circumstances. This needs to be taken into consideration otherwise there will be a humanitarian crisis.”

In Washington, U.S. House of Representatives Speaker Paul Ryan said Congress was working with President Donald Trump’s administration to make sure the necessary assistance reaches Puerto Rico.

“Our fellow citizens in Puerto Rico remain in our prayers as we make sure they have what they need,” Ryan said in a statement.

Maria continued to weaken and would likely be downgraded from a hurricane to a tropical storm by Tuesday night, the National Hurricane Center said. As of 11 a.m. ET (1500 GMT) on Monday, it was about 315 miles (505 km) south-southeast of Cape Hatteras, North Carolina, heading slowly north, the center said.

The storm was unlikely to hit the continental United States directly, but a tropical storm warning was in effect for much of the North Carolina coast. Officials issued a mandatory evacuation order for visitors to Ocracoke Island in the Outer Banks, beginning at 5 a.m. ET (0900 GMT) on Monday.

U.S. restricts electronics from 10 airports, mainly in Middle East

WASHINGTON (Reuters) – The Trump administration on Tuesday imposed restrictions on carry-on electronic devices on planes coming to the United States from 10 airports in Muslim-majority countries in the Middle East and North Africa in response to unspecified terrorism threats.

The Department of Homeland Security said passengers traveling from those airports could not bring devices larger than a cellphone, such as tablets, portable DVD players, laptops and cameras, into the main cabin. Instead, they must be in checked baggage.

The new restrictions were prompted by reports that militant groups want to smuggle explosive devices in electronic gadgets, officials told reporters on a conference call on Monday.

They did not provide further details on the threat.

The airports are in Cairo; Istanbul; Kuwait City; Doha, Qatar; Casablanca, Morocco; Amman, Jordan; Riyadh and Jeddah, Saudi Arabia; and Dubai and Abu Dhabi in United Arab Emirates.

Officials said the decision had nothing to do with President Donald Trump’s efforts to impose a travel ban on six majority-Muslim nations. A DHS spokeswoman said the government “did not target specific nations. We relied upon evaluated intelligence to determine which airports were affected.”

On March 6, Trump signed a revised executive order barring citizens from Iran, Libya, Syria, Somalia, Sudan and Yemen from traveling to the United States for 90 days. Two federal judges have halted parts of the ban, saying it discriminates against Muslims. Trump has vowed to appeal up to the Supreme Court if necessary.

The airports affected by the electronics rules are served by nine airlines that fly directly from those cities to the United States about 50 times a day, senior government officials said.

The carriers – Royal Jordanian Airlines, Egypt Air, Turkish Airlines, Saudi Arabian Airlines, Kuwait Airways [KA.UL], Royal Air Maroc, Qatar Airways, Emirates and Etihad Airways – have until Friday to comply with the new policy, which took effect early on Tuesday and will be in place indefinitely.

However, an Emirates spokeswoman who confirmed the Dubai-based airline was affected by the restrictions said the new security directive would last until Oct. 14.

The policy does not affect any American carriers because none fly directly to the United States from the airports, officials said.

Officials did not explain why the restrictions only apply to travelers arriving in the United States and not for those same flights when they leave the United States.

The rules do apply to U.S. citizens traveling on those flights, but not to crew members on those foreign carriers. Homeland Security will allow passengers to use larger approved medical devices.

The agency said the procedures would “remain in place until the threat changes” and did not rule out expanding them to other airports.

DHS said in a statement it “seeks to balance risk with impacts to the traveling public and has determined that cellphones and smartphones will be allowed in accessible property at this time.”

The government said it is “concerned about terrorists’ ongoing interest in targeting commercial aviation, including transportation hubs over the past two years.”

Reuters reported Monday that the move had been under consideration since the U.S. government learned of a threat several weeks ago.

U.S. officials have told Reuters the information gleaned from a U.S. commando raid in January in Yemen that targeted al Qaeda in the Arabian Peninsula included bombmaking techniques.

AQAP, based in Yemen, has plotted to down U.S. airliners and claimed responsibility for 2015 attack on the office of Charlie Hebdo magazine in Paris.

The group claimed responsibility for a Dec. 25, 2009, failed attempt by a Nigerian Islamist to down an airliner over Detroit. The device, hidden in the underwear of the man, Umar Farouk Abdulmutallab, failed to detonate.

In 2010, security officials in Britain and Dubai intercepted parcel bombs sent from Yemen to the United States.

The Homeland Security Department stepped up security of U.S.-bound flights in July 2014, requiring tougher screening of mobile phones and other electronic devices and requiring them to be powered up before passengers could board flights to the United States.

Al Qaeda Bomb Recipe Causes Airport Security Change

If you will be flying anywhere in the United States over the next few months, prepare for a few extra minutes in the security line.

Al Qaeda published a new “online recipe” for creating bombs that cannot be detected by the current security measures in place at airports.  The result is that the TSA will be conducting random spot checks of carry on baggage at all airports.

Jeh Johnson, head of Homeland Security, met with airline officials to provide them the details of the terrorist thread.  The guidelines from Al Qaeda not only included the bomb mixture but also told bombers where to sit on the planes for maximum damage.

“We have no specific, credible intelligence of an attack of the kind in Paris last week being planned by terrorist organizations in this country,” Johnson said in a statement. “But, the reasons for these measures should be self-evident to the public: the recent attacks in Paris, Ottawa, Sydney, and elsewhere, along with the recent public calls by terrorist organizations for attacks on Western objectives, including aircraft, military personnel, and government installations and civilian personnel.”

“The chief Al-Qaeda bombmaker Ibrahim Al-Asiri is innovative in his designs and isn’t to be underestimated,” security expert Ryan Mauro told FoxNews.com. “For Al Qaeda, it is still somewhat of a victory if they can get an explosive on an airliner or even just inside an airport, regardless of whether the device ignites properly.
