Putin says Russia could have sunk UK warship without starting World War Three

MOSCOW (Reuters) -President Vladimir Putin said on Wednesday that Russia could have sunk a British warship that it accused of illegally entering its territorial waters without starting World War Three and accused Washington of a role in the “provocation.”

Tensions between Moscow and London soared last week after Russia challenged the right of HMS Defender to transit waters near Russian-annexed Crimea, something Britain said it had every right to do.

Putin’s comments add menace to earlier Russian warnings that Moscow would bomb British naval vessels in the Black Sea in the event of further provocative actions by the British navy near heavily fortified Crimea.

Russia annexed Crimea from Ukraine in 2014 and Britain and most of the world recognize the Black Sea peninsula as part of Ukraine, not Russia.

In an account of last week’s incident which London said it did not recognize, Russia said it had fired warning shots and dropped bombs in the path of the British warship which was en route from Ukraine to Georgia.

Putin, speaking during his annual question and answer session with voters, signaled his anger over what he called “a provocation” designed to reveal how Russian forces in Crimea reacted to such intrusions.

When asked if the world had stood on the precipice of World War Three during the standoff, Putin said: “Of course not.”

“Even if we had sunk the ship it is hard to imagine that the world would have been on the verge of World War Three because those doing it (the provocation) know that they could not emerge as victors from such a war,” he added.

Putin accused the United States and Britain of planning the episode together, saying a U.S. spy plane had taken off from Greece earlier on the same day to watch how Russia would respond to the British warship.

“It was obvious that the destroyer entered (the waters near Crimea) pursuing, first of all, military goals, trying to use the spy plane to see how our forces would stop such provocations, to see what is activated and where, how things work and where everything is located.”

Putin said Russia had realized what the aim of the exercise was and had responded in a way that would only give the other side the information Moscow deemed necessary.

Putin said he saw a political element to the incident, which took place shortly after he had met U.S. President Joe Biden in Geneva.

“The meeting in Geneva had just happened, so why was this provocation needed, what was its goal? To underscore that those people (the Americans and British) do not respect Crimeans’ choice to join the Russian Federation,” he said.

The Russian leader accused London and Washington of a lack of gratitude, saying he had earlier this year given the order for Russian forces to pull back from near Ukraine’s borders after their build-up had generated concern in the West.

“We did this,” said Putin. “But instead of reacting positively to this and saying ‘OK, we’ve understood your response to our grumbling’ – instead of that, what did they do? They barged across our borders.”

Stranded truckers fume as they wait to leave UK after COVID blockade

DOVER, England (Reuters) – Furious truck drivers stranded at the English port of Dover scuffled with police as Britain sought to get cross-Channel traffic moving after a partial blockade by France to contain a highly infectious coronavirus variant.

Paris and London agreed late on Tuesday that drivers carrying a negative test result could board ferries for Calais from Wednesday after much of the world shut its borders to Britain to contain the new mutated variant.

The British government has drafted in the military to help but there was confusion amongst drivers about how to get tests, and warnings it would take time to clear the backlog of trucks, hammering Britain’s most important trade route for food just days before it leaves the European Union’s orbit.

“Testing has begun as we look to get traffic moving again between the UK and France,” British transport minister Grant Shapps said on Twitter. “However, French border police only acting on agreement from this morning and severe delays continue.”

Huge queues of trucks have been stacked on a motorway towards the Eurotunnel Channel Tunnel and on roads to Dover in the southeast county of Kent, while others have been parked up at the former nearby airport at Manston.

With no sign of traffic to the European mainland resuming and confusion over how to get a coronavirus test, tempers were beginning to flare among drivers, many from Eastern Europe who do not speak English and are angry that they will not be able to get home to their families before Christmas.

Police said there had been disturbances in Dover and Manston “involving individuals hoping to cross the Channel” and one arrest had been made.

“This is not how it should work. We have no information, the people need to be fetching information,” Mekki Coskun from Dortmund in Germany, told Reuters.

Poland’s Prime Minister Mateusz Morawiecki said he had been in touch with Britain’s Boris Johnson and French President Emmanuel Macron about the jam.

“This can be done differently. This whole process could’ve been better organized,” he said.

The Road Haulage Association, which estimated there were up to 10,000 trucks being held up in Kent, said it was chaotic.

“The border is still closed, the testing regime isn’t happening yet, you’ve got truckers very angry and we’re starting to see a breakdown in law and order in a small way among very frustrated guys who want to get back by Christmas,” Rod McKenzie, managing director of policy for the RHA, said.

Normally between 7,500-8,500 trucks travel via the port every day but volumes have reached more than 10,000 recently.

Getlink, the operator of the Channel Tunnel, said just 45 trucks had reached France between midnight and 1100 GMT.

FURTHER BREXIT DISRUPTION

Some of the extra traffic was a result of Christmas demand, but many were in the country to deliver goods to companies who are stockpiling parts before Britain finally leaves the EU on Dec. 31, a move that is expected to cause further disruption in January when a full customs border comes into force.

The British Retail Consortium, an industry lobby group, warned that until the backlog of trucks was cleared and supply chains returned to normal, there could be issues with the availability of some fresh goods.

Logistics firms have also said that many European drivers had already refused to come to Britain in the new year when they would have to carry customs paperwork, and the need to secure a coronavirus test will further compound the situation, pushing up freight prices.

Drivers will first take a rapid lateral flow test. Anyone who records a positive result will take a more comprehensive PCR test, which takes longer to secure a result, and anyone testing positive again will be given a hotel room to isolate.

Many of the mostly European drivers, many stranded with their trucks and without access to hot food or bathroom facilities, believe they are pawns in a political standoff between Britain and the EU as trade talks reach a climax.

“We don’t have food to eat, we don’t have drink, we don’t have anything, nobody … cares about us,” said Stella Vradzheva a driver from Sterlcha in Bulgaria.

Height of fashion? Clothes mountains build up as recycling breaks down

MADRID/NAIROBI (Reuters) – Clothes recycling is the pressure-release valve of fast fashion, and it’s breaking under COVID-19 curbs.

The multi-billion-dollar trade in second-hand clothing helps prevent the global fashion industry’s growing pile of waste going straight to landfill, while keeping wardrobes clear for next season’s designs. But it’s facing a crisis.

Exporters are struggling, as are traders and customers in often poorer nations from Africa to Eastern Europe and Latin America who rely on a steady supply of used clothes.

The signs are everywhere.

From London to Los Angeles, many thrift shops and clothing banks outside stores and on streets have been deluged with more clothes than could be sold on, leading to mountains of garments building up in sorting warehouses.

Since the COVID-19 pandemic began early this year, textile recyclers and exporters have had to cut their prices to shift stock as lockdown measures restrict movement and business slows in end markets abroad. For many, it’s no longer commercially viable and they can’t afford to move merchandise.

“We are reaching the point where our warehouses are completely full,” Antonio de Carvalho, boss of a textile recycling company in Stourbridge, central England, wrote to a client in June, asking for a price cut for clothes he collects.

De Carvalho pays towns for clothing collected in his containers then sells it on at profit to traders overseas.

Since May, he said, the price he has been able to charge overseas buyers had dropped from 570 pounds ($726) a tonne to 400 pounds, making it hard for his company, Green World Recycling, to cover the costs of collecting and storing items.

Buyers were also asking to increase the credit periods before they had to pay from 15 days to 45-60 days, adding to cash-flow problems, de Carvalho wrote.

“We are losing … a huge amount of money, making a big loss for the operation.”

‘GOING OUT OF BUSINESS’

De Carvalho’s experience is mirrored across the sector, suggesting that, even once the pandemic passes, the battered trade could take a long time to recover.

Recyclers are removing clothes banks from streets, reducing the number of times they are emptied per week and looking at laying off workers to conserve cash, according to Reuters interviews with 16 market players in Britain, the United States, Germany and the Netherlands.

At the same time, in a bleak irony for such firms, donations have mounted as people stuck at home clear out their wardrobes – a boon in normal times.

“This is unlike any other recession in a century,” said Jackie King, executive director of U.S. trade body the Secondary Materials and Recycled Textiles Association (SMART). “I would anticipate there will be companies going out of business.”

The retreat of recyclers is having far-reaching consequences for an industry that has seen an annual average of more than $4 billion of used clothing exported globally over the five years to 2019, according to U.N. trade data.

Exports have shrunk this year.

In Britain, the weight of used clothing exported from March to July was around half what it was for the same period last year, official trade data shows. Exports improved in July – the latest month on record – as merchants rushed to shift stock as countries began to re-open, but were still down around 30%.

In the United States, the value of exports from March to July fell 45% compared with the same period last year, government data shows.

Up to a third of clothes donated in the United States – the world’s biggest exporter of used clothing – ends up for sale in markets in the developing world.

KENYAN WOES

The consequences of the decline can be seen in countries like Kenya, which imported 176,000 tonnes of second-hand clothing in 2018, equivalent to over 335 million pairs of jeans.

Traders have been hit with a double-whammy of the shrinking supply, exacerbated by the government banning the import of used textiles in March on concerns they could carry the novel coronavirus, and a drop in footfall due to people staying home.

“Before coronavirus came in, I would manage to sell at least 50 (pairs of) trousers a day,” said trader Nicholas Mutisya, who sells jeans and hats. “But now with coronavirus, even selling one a day has become difficult.”

“We cannot buy bales (of clothes) directly, so we buy our stock from those who have already bought them.”

The ban on used textiles imports was lifted in August after pushback from traders in Kenya and industry bodies in Europe and the United States who said second-hand clothes were safe as the virus could not survive the journey to Africa.

Yet the struggle continues for traders like Mutisya and Anthony Kang’ethe, who works as a driver for a shop selling second-hand clothes in bales shipped from Britain. He said the business had been hit hard by the supply crunch.

“Before we used to have five workers in our company,” Kang’ethe said. “We are left with two.”

DARK SIDE OF FASHION

Large-scale commercial trade in second-hand clothing from Europe and the United States to emerging markets took off in a big way in the 1990s due to growing African and Eastern European demand for Western fashion.

Such demand has provided a badly needed release value for a booming fashion market, where clothing production has approximately doubled over the past 15 years, according to sustainability charity the Ellen MacArthur Foundation.

The fashion industry is the second-biggest consumer of water and is responsible for up to 10% of global carbon emissions – more than all international flights and maritime shipping combined, the U.N.’s environment program said in March 2019.

Meanwhile, clothes account for a massive, and growing, pile of waste that ends up in landfills.

In Britain, shoppers buy more clothes per person than any other country in Europe, amounting to some five times more than what they bought in the 1980s, according to a 2019 UK parliamentary report by the Environmental Audit Committee.

About 300,000 tonnes of clothing goes to landfill or incineration per year, the report said.

The United States produces just under 17 million U.S. tons (15.4 tonnes) of textile waste per year, according to the Environmental Protection Agency – equivalent to around 29 billion pairs of jeans. Two-thirds of this ends up in landfills.

Many fashion retailers, including Zara owner Inditex and H&M, encourage shoppers to bring unwanted textiles to their stores for collection and, in the case of H&M, even offer discounts on new purchases in exchange.

Only a small proportion of clothes collected by Inditex end up for sale in international markets, a company spokesman said. H&M said clothing collected in its stores was processed by I:CO, a unit of German textile recycling company Soex.

“The whole problem is just getting bigger,” said Anna Smith, a doctoral researcher at King’s College London looking at a so-called circular economic system, which aims to eliminate waste.

“People are consuming more and more.”

Second UK lockdown? PM says second wave inevitable, new restrictions possible

LONDON (Reuters) – British Prime Minister Boris Johnson said he did not want another national lockdown but that new restrictions may be needed because the country was facing an “inevitable” second wave of COVID-19.

Ministers were on Friday reported to be considering a second national lockdown, after new COVID-19 cases almost doubled to 6,000 per day, hospital admissions rose and infection rates soared across parts of northern England and London.

That rise in cases was part of a second wave that was now unstoppable, the prime minister said.

“We are now seeing a second wave coming in…It is absolutely, I’m afraid, inevitable, that we will see it in this country,” Johnson told UK media.

Asked about whether the whole of the country should brace for a new lockdown, rather than just local restrictions, he said: “I don’t want to get into a second national lockdown at all.”

But he did not rule out further national restrictions being brought in.

“When you look at what is happening, you’ve got to wonder whether we need to go further than the rule of six that we brought in on Monday,” he said, referring to the ban on gatherings of more than six people.

The United Kingdom has reported the fifth largest number of deaths from COVID-19 in the world, after the United States, Brazil, India and Mexico, according to data collected by Johns Hopkins University of Medicine.

The UK’s official number of new positive cases shot up by nearly a thousand on Friday to 4,322, the highest since May 8, after a separate ONS model pointed to about 6,000 new cases a day in England in the week to Sept. 10.

That was up from modelling of 3,200 cases per day in the previous week, with the North West and London seen as hotspots.

Health Minister Matt Hancock called a second national lockdown a last resort earlier on Friday and when he was asked about it said: “I can’t give you that answer now.”

SPREADING WIDELY ACROSS ALL AGES

The UK said its reproduction “R” number of infections has risen to a range of 1.1-1.4 from last week’s 1.0-1.2.

“We’re seeing clear signs this virus is now spreading widely across all age groups and I am particularly worried by the increase in rates of admission to hospital and intensive care among older people,” said Yvonne Doyle, Medical Director at Public Health England.

“This could be a warning of far worse things to come.”

Britain imposed new COVID regulations on the North West, Midlands and West Yorkshire from Tuesday. More than 10 million people in the United Kingdom are already in local lockdown, and restrictions for millions more could be on the way.

London Mayor Sadiq Khan said later on Friday that it was “increasingly likely” that additional measures would soon be required in Britain’s biggest city. He said he had seen evidence about the spread of the virus in London which was “extremely” concerning.

COVID-19 cases started to rise again in Britain in September, with between 3,000 and 4,000 positive tests recorded daily in the last week. This is still some way behind France, which is seeing more than 10,000 new cases a day.

“COVID-19 infection rates have increased in most regions, particularly the North West and London,” the ONS said.

The ONS said there had been clear evidence of an increase in the number of people testing positive aged 2 to 11 years, 17 to 24 years and 25 to 34 years.

Johnson was criticized by opposition politicians for his initial response to the outbreak and the government has struggled to ensure sufficient testing in recent weeks.

Asked by LBC radio why the testing system was such a “shambles”, Hancock said Dido Harding, who is in charge of the system, had done an “an extraordinary job.”

‘No justice, no peace’: Tens of thousands in London protest the death of Floyd

LONDON (Reuters) – Tens of thousands of people chanting “no justice, no peace, no racist police” and “black lives matter” gathered in central London on Wednesday to protest against racism after the death of George Floyd in Minneapolis.

Floyd died after a white police officer knelt on his neck for nearly nine minutes while he lay handcuffed on the ground in Minneapolis on May 25.

His death drew outrage across a nation that is politically and racially divided five months before a presidential election, reigniting protests that have flared repeatedly in recent years over police killings of black Americans.

Since then anti-racism rallies have been held in cities around the world, from Paris to Nairobi.

In London’s Hyde Park, many of the protesters wore face masks and were dressed in red. They chanted “George Floyd” and “Black lives matter”.

“This has been years in the coming, years and years and years of white supremacy,” 30-year-old project manager Karen Koromah told Reuters.

“We’ve come here with our friends to sound the alarm, to make noise, to dismantle supremacist systems,” Koromah said, cautioning that unless there was action the United Kingdom would face similar problems to those in the United States.

“I don’t want to start crying,” she said of the images from the United States. “It makes my blood boil.”

Some protesters waved banners with slogans such as: “The UK is not innocent: less racist is still racist”, “Racism is a global issue” and “If you aren’t angry you aren’t paying attention”.

‘BLACK LIVES MATTER’

Prime Minister Johnson said on Wednesday that black lives mattered and that he supported the right to protest in a lawful and socially-distanced way.

“Of course, black lives matter and I totally understand the anger, the grief that is felt not just in America but around the world and in our country as well,” he told parliament.

British police chiefs said they were appalled by the way Floyd lost his life and by the violence which followed in U.S. cities but called on potential protesters in the United Kingdom to work with police as coronavirus restrictions remain in place.

But in Hyde Park, near Speakers’ Corner, many cautioned that racism was still a British problem too.

“My mum was a protester in apartheid and that was 30 to 40 years ago – it’s pretty disappointing that we have had to come out today to protest the same thing today they were protesting how many years ago,” Roz Jones, 21, a student from London told Reuters.

Jones came to Britain as a small child with his mother from South Africa.

“It’s a systematic issue all over the world. It’s not like this is just about someone dying, we live our lives made awfully aware of our race. That’s not right, that’s not the natural order,” he said.

The Hyde Park rally is the second major protest in Britain after hundreds gathered in London’s Trafalgar Square on Sunday before marching to the U.S. embassy.

UK puts military on standby as coronavirus shuts down swathes of London

LONDON (Reuters) – The United Kingdom put 20,000 military personnel on standby, closed dozens of underground train stations across London and Queen Elizabeth left the city for Windsor Castle as the coronavirus crisis shut down whole swathes of the economy.

As the coronavirus outbreak sweeps across the world, governments, companies and investors are grappling with the biggest public health crisis since the 1918 influenza pandemic, panicked populations and imploding financial markets.

Against a background of panic buying in supermarkets and the biggest fall in sterling for decades, the British government moved to quash rumors that travel in and out of London would be restricted.

“There is zero prospect of any restriction being placed on traveling in or out of London,” Prime Minister Boris Johnson’s spokesman told reporters.

He said police were responsible for maintaining law and order and there were no plans to use the military for this purpose, though the government put military reservists on formal notification.

But dozens of underground train stations across the capital were due to be closed and an industry source said supermarkets were expecting police support amid the fears that London was facing a virtual shutdown.

After ordering the closure of schools across a country that casts itself as a pillar of Western stability, Johnson on Wednesday said the government was ruling nothing out when asked whether he would bring in measures to lock down London.

Johnson has asked the government to come up with plans for a so-called lockdown which would see businesses closed, transport services reduced, gatherings limited and more stringent controls imposed on the city.

Queen Elizabeth on Thursday left the capital for her ancient castle at Windsor. The monarch has also agreed to postpone the planned state visit by Japanese Emperor Naruhito in June.

LONDON CLOSING?

London’s transport authority said it would close up to 40 underground train stations until further notice and reduce other services including buses and trains. The line between Waterloo station and the City of London financial district would be closed.

“People should not be traveling, by any means, unless they really, really have to,” London Mayor Sadiq Khan said.

Britain has so far reported 104 deaths from coronavirus and 2,626 confirmed cases, but UK scientific advisers say more than 50,000 people might have already been infected.

Britain faces a “massive shortage” of ventilators that will be needed to treat critically ill patients suffering from coronavirus, after it failed to invest enough in intensive care equipment, a leading ventilator manufacturer said.

With the world’s fifth largest economy coming to a standstill, the pound on Wednesday plunged to its lowest since March 1985, barring a freak “flash crash” in October 2016. On Thursday the pound was down 0.5% at $1.1570.

British shoppers were queuing around the block early on Thursday morning to buy basic supplies such as bottled water and tinned goods ahead of an expected toughening of measures to contain the coronavirus outbreak.

Supermarkets have been forced to limit purchases after frantic shoppers stripped shelves. Outside one Sainsbury’s supermarket in central London on Thursday, a huge queue had formed ahead of opening, with people standing calmly in the rain.

UK police under fire over children trafficked into drug trade

LONDON (Thomson Reuters Foundation) – Police efforts to crack down on drug gangs that traffic children in Britain are being hampered by a lack of coordination and inconsistent treatment of victims, a watchdog said on Friday.

Thousands of children in Britain are estimated to be used by gangs to carry drugs from cities to rural areas, according to police who consider the crime a growing form of modern slavery.

Yet investigations into the drug trade are disjointed and often “less effective than they should be” due to limited police cooperation and competing priorities, Her Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) said.

The number of suspected British child slaves referred to the government in 2018 for support more than doubled to 1,421 from 676 in 2017, with many feared to be victims of the so-called county lines trade. Such data for last year was not available.

“Our inspection revealed that policing is currently too fragmented to best tackle county lines offending,” Phil Gormley, Her Majesty’s Inspector of Constabulary, said in a statement.

Children caught with drugs who are arrested then released from policy custody often do not have ready access to support services, and in some cases are put on train journeys home unsupervised after their release, according to the report.

Responding to the watchdog, the National Police Chiefs’ Council lead for county lines Graham McNulty said there was room to improve, but the police could not solve the issue alone.

Britain’s interior ministry said it was investing 20 million pounds ($26 million) to tackle the crime, and that a national coordination centre established in 2018 had made at least 2,500 arrests and protected more than 3,000 vulnerable people.

Gangs are luring some children into selling drugs by telling them they will not be punished if they say they were coerced, citing a defence intended for trafficking victims in Britain’s 2015 anti-slavery law, prosecutors told lawmakers last year.

The HMICFRS report said the government should launch a review into the legal defence and establish whether the legislation should be amended, a recommendation supported by Britain’s independent anti-slavery commissioner Sara Thornton.

“It is essential that police and prosecutors recognise county lines offenders who force their victims to carry drugs – often under the threat of extreme violence and intimidation – as perpetrators of modern slavery,” Thornton said in a statement.
