CATANIA, Italy (Reuters) – An earthquake with a magnitude of 4.8 hit an area north of Catania on the slopes of Mount Etna in Sicily early on Wednesday, damaging buildings and injuring about 30 people, officials said.

It occurred two days after Etna, Europe’s highest and most active volcano, erupted, sending a huge column of ash into the sky and causing the temporary closure of Catania airport on Sicily’s eastern coast.

The earthquake hit at 3:19 a.m. (0219 GMT), prompting many people to run out of their homes and sleep in cars. It was felt strongly because its epicenter was a relatively shallow one kilometer deep, officials said.

Television footage showed damage to older buildings in the towns of Santa Venerina and Zafferana Etnea. Several of the area’s centuries-old churches appeared to suffer the most damage. They were empty at the time of the quake.

About 30 people suffered injuries, mostly from falling masonry as they fled from their homes, officials said. About 10 were taken to hospital by ambulances, the others were taken by friends and family members. None of the injuries were serious.

Canada says safety of Pakistani woman in blasphemy case a ‘priority’

OTTAWA (Reuters) – Canada urged Pakistan on Tuesday to ensure the well-being of a Pakistani Christian woman whose life is in danger after having been acquitted in the South Asian country last month of blasphemy charges against Islam, a ruling that sparked mass protests.

The case of Asia Bibi, who spent eight years on death row in Pakistan before being released, has outraged Christians worldwide. Bibi’s husband, Ashiq Masih, has appealed for help to Britain, Canada, Italy and the United States, and so far, Italy has said it would assist her.

“It’s a very important issue, a central priority for our government,” Canada’s foreign minister, Chrystia Freeland, said of Bibi’s case after meeting her European Union counterpart, Federica Mogherini, in Montreal.

Bibi was convicted of blasphemy in 2010 after neighbors said she made derogatory remarks about Islam when they objected to her drinking water from their glass because she was not Muslim. She is a Protestant and denies committing blasphemy.

“Canada calls on Pakistan to take all measures necessary to ensure the safety and security of Asia Bibi and her family,” Freeland said. “Canada is prepared to do everything we can” and is “extremely engaged in this issue,” Freeland said.

Islamists shut down roads in major cities in Pakistan during three days of demonstrations against Bibi’s acquittal. They have threatened to escalate the protests if she is permitted to leave the country. The government has indicated it will bar her from traveling abroad.

Bibi’s lawyer, Saiful Mulook, fled to the Netherlands earlier this week because of fears for the safety of his family.

Situation at ‘boiling point’ at refugee center on Greek island: U.N.

GENEVA (Reuters) – The United Nations refugee agency urged Greece on Friday to speed up transfers of eligible asylum-seekers from Aegean islands to the mainland, saying conditions at an overcrowded Lesbos reception center were “reaching boiling point”.

Lesbos, not far from Turkey in the northeastern Aegean Sea, was the preferred entry point into the European Union in 2015 for nearly a million Syrians, Afghans, and Iraqis.

Those three groups still comprise more than 70 percent of those arriving in Greece, and typically have high recognition rates for their asylum claims, but the overall flow is far less than in previous years, UNHCR said.

Although 1,350 refugees and asylum seekers were transferred to mainland sites in August, this failed to ease pressure as an average of 114 people arrived daily during the month, it said.

“The situation is reaching boiling point at the Moria reception identification center on Lesbos, where more than 7,000 asylum seekers and migrants are crammed into shelters built to accommodate just 2,000 people,” Charlie Yaxley, spokesman for the U.N. High Commissioner for Refugees (UNHCR), told a Geneva briefing.

Some have been there for over six months and one quarter are children, he said. A reception center on Samos island holds 2,700, nearly four times the number it was designed for, while centers on Chios and Kos are at close to double their capacity.

“We are particularly concerned about woefully inadequate sanitary facilities, fighting amongst frustrated communities, rising levels of sexual harassment and assaults and the increasing need for medical and psycho-social care,” he said.

Yaxley could not confirm aid agency reports of possible suicide attempts among youth at the centers but said:

“There are an increasing number of children who are presenting with mental health issues. The available response and treatment is woefully inadequate at the moment.”

The Greek government has made previous commitments to transfer people to shelters on the mainland, and has received European Union funding for it, Yaxley said.

But other EU countries must help “frontline states” including Greece, Italy and Spain who receive most of the refugees and migrants, he said, adding:

“The people arriving in Europe today is a very manageable situation; it’s a question of political will.”

Anger at Italy bridge operator as hunt for survivors goes on

GENOA, Italy (Reuters) – Italian rescuers searched for survivors among towering slabs of concrete wreckage in Genoa on Wednesday after a bridge collapse killed 39 people and sparked a furious government reaction against the viaduct’s operator.

The 50-year-old bridge, part of a toll motorway linking the port city of Genoa with southern France, collapsed during torrential rain on Tuesday, sending dozens of vehicles crashing onto a riverbed, a railway and two warehouses.

Eye-witness Ivan, 37, evacuated on Tuesday from the nearby building where he works, described the collapse as unbelievable.

“To see a pylon come down like papier-mâché is an incredible thing,” he said. “It’s been a lifetime that we’ve known there were problems. It is in continual maintenance.”

“In the ’90s they added some reinforcements on one part, but also underneath you can see rust.”

As cranes moved in to shift truck-sized chunks of broken concrete, hundreds of firefighters searched for survivors, while public shock and grief turned to anger over the state of the 1.2 km-long bridge, completed in 1967 and overhauled two years ago.

Italian Prime Minister Giuseppe Conte declared a state of emergency for Genoa, one of Italy’s busiest ports, whose mainland corridor with France has effectively been severed.

Italian Transport Minister Danilo Toninelli, visiting the disaster scene, said bridge operator Autostrade per l’Italia would have to contribute to the cost of its reconstruction as well as pay heavy fines.

But Autostrade, a unit of Milan-listed Atlantia group, said it had done regular, sophisticated checks on the structure before the disaster, relying on “companies and institutions which are world leaders in testing and inspections” and that these had provided reassuring results.

“These outcomes have formed the basis for maintenance work approved by the Transport Ministry in accordance with the law and the terms of the concession agreement,” it said.

A source close to the matter said Autostrade per l’Italia would hold an extraordinary board meeting next week following the disaster.

WEIGHT OF TRAFFIC

The bridge’s condition and its ability to sustain large increases in both the intensity and weight of traffic over the years have been a focus of public debate since Tuesday’s collapse when an 80-meter (260-foot) span gave way at lunchtime as cars and trucks streamed across it.

Salvatore Lorefice, 58, a pensioner who lives a few hundred meters (yards) from the bridge, said cement had fallen off the structure as early as the 1980s when he worked at a warehouse directly under the bridge.

He recalled a visit by a team of Japanese technicians who “came to find out how the structure had deteriorated in such a short time”.

Deputy Prime Minister and Interior Minister Matteo Salvini said the private sector manager of the bridge had earned “billions” from tolls but “did not spend the money they were supposed to” and its concession should be revoked.

He was apparently referring to Autostrade.

“Imposing the highest penalties possible and making sure that those responsible for the dead and the injured pay up for any damages and crimes is the very least,” he said.

The Pope offered a prayer for the victims and their loved ones in a public address at St Peter’s Basilica.

Fire brigade spokesman Luca Cari said 400 firefighters were at the site, helped by cranes that cleared away large rubble and created spaces for rescue teams to check for survivors.

In Paris, France’s foreign ministry said four French nationals were among the dead.

Toninelli earlier said he had begun a process to strip Autostrade of its concession and he demanded top managers at the firm resign.

“Autostrade per l’Italia was not able to fulfill its obligations under the contract regulating management of this infrastructure,” Toninelli said on RAI 1 state TV, adding he would seek to levy heavy fines against the company that could reach up to 150 million euros.

Autostrade’s top two officials have no plans to resign, a source familiar with the matter said on Wednesday.

STRUCTURAL INSPECTIONS

The Morandi Bridge, named after the engineer who designed it, forms part of the A10 motorway run by Autostrade. The 55-km (34 mile) stretch of the A10 accounts for around 1.7 percent of total network traffic for Italy’s biggest toll road operator, according to one analyst’s estimate.

Autostrade’s parent, Atlantia, also runs toll-road concessions in Brazil, Chile, India, and Poland.

“The top management of Autostrade per l’Italia must step down first of all,” Toninelli said in a Facebook post.

He also said the government would inspect the structure of aging bridges and tunnels across the country with a view to launching a program of remedial works if required.

Within hours of the disaster, the anti-establishment government that took office in June said the collapse showed Italy needed to spend more on its dilapidated infrastructure, ignoring EU budget constraints if necessary.

Genoa police put the death toll at 39, with 16 injured.

GENOA, Italy (Reuters) – At least 35 people were killed when a motorway bridge collapsed in torrential rains on Tuesday morning over buildings in the northern Italian port city of Genoa, Italy’s ANSA news agency cited fire brigade sources as saying.

A 50-meter high section of the bridge, including one set of the supports that tower above it, crashed down in the rain onto the roof of a factory and other buildings, crushing vehicles below and plunging huge slabs of reinforced concrete into the nearby riverbed.

“People living in Genoa use this bridge twice a day, we can’t live with infrastructures built in the 1950s and 1960s,” Deputy Transport Minister Edoardo Rixi said on SkyNews24, speaking from Genoa.

Within hours of the disaster, the anti-establishment government which took office in June said it showed Italy needed to spend more to improve its dilapidated infrastructure, ignoring EU budget constraints if necessary.

“We should ask ourselves whether respecting these (budget) limits is more important than the safety of Italian citizens. Obviously, for me it is not,” said Deputy Prime Minister Matteo Salvini, who leads the right-wing League which governs with the 5-Star Movement.

Helicopter footage on social media showed trucks and cars stranded on either side of the 80-meter long collapsed section of the Morandi Bridge, built on the A10 toll motorway in the late 1960s. One truck was shown just meters away from the broken end of the bridge.

Motorist Alessandro Megna told RAI state radio he had been in a traffic jam below the bridge and seen the collapse.

“Suddenly the bridge came down with everything it was carrying. It was really an apocalyptic scene, I couldn’t believe my eyes,” he said.

BRIDGE ‘CONSTANTLY MONITORED’

Transport Minister Danilo Toninelli told Italian state television the disaster pointed to a lack of maintenance, adding that “those responsible will have to pay.”

But Stefano Marigliani, the motorway operator Autostrade’s official responsible for the Genoa area, told Reuters the bridge was “constantly monitored and supervised well beyond what the law required.”

He said there was “no reason to consider the bridge was dangerous.”

Restructuring work was carried out in 2016 on the 1.2 km-long bridge, first completed in 1967. The motorway is a major artery to the Italian Riviera and to France’s southern coast.

Autostrade, a unit of Atlantia, said work to shore up its foundation was being carried out at the time of the collapse.

But the head of the civil protection agency, Angelo Borrelli, said he was not aware that any maintenance work was being done on the bridge.

Borrelli said there were 30-35 vehicles on the bridge when the middle section came down, including three lorries. He said 13 people had been hospitalized, including five in a critical condition.

Some 200 firefighters were on the scene, the fire service said, and Sky Italia television said four people had been pulled from the rubble.

Police footage showed firemen working to clear debris around a crushed truck, while other firemen nearby scaled some of the huge broken slabs of reinforced concrete that had supported the bridge.

The government has pledged to increase public investments and lobby the European Commission to have the extra spending excluded from EU deficit calculations.

“The tragic facts in Genoa remind us of the public investments that we so badly need,” said Claudio Borghi, the League’s economy spokesman.

The office of Prime Minister Giuseppe Conte said he was heading to Genoa in the evening and would remain there on Wednesday. Defense minister Elisabetta Trenta said the army was ready to offer manpower and vehicles to help with the rescue operations.

Train services around Genoa have been halted.

Shares in Atlantia, the toll road operator which runs the motorway, were suspended after falling 6.3 percent.

Fireball near Bologna airport after road crash explosion

ROME (Reuters) – Two trucks collided on a motorway near Bologna airport in northern Italy on Monday, sending a huge ball of fire and billows of black smoke soaring into the sky.

At least one person was killed and around 55 were injured, 14 seriously, according to local media.

Police said they had closed off the road where the crash took place as well as the surrounding area in Borgo Panigale, on the outskirts of Bologna.

Italian media said a truck carrying cars collided on a bridge with another tanker truck containing inflammable materials.

Part of the bridge collapsed and the resulting explosion and fire spread to a carpark below the bridge, where several other vehicles caught fire and exploded.

Firefighters and ambulances headed to the scene.

A video shot from a parked car at the moment of the explosion appeared to show someone being engulfed by flames when the tanker exploded.

Malta detains second charity ship as death toll at sea rises

VALLETTA (Reuters) – For the second time in a week, Malta on Monday detained a humanitarian vessel that normally rescues boat migrants off the coast of Libya, where two shipwrecks have claimed the lives of as many as 200 people in recent days.

The Sea Watch 3 vessel, operated by a German charity, requested to leave port after undergoing maintenance and the port authority refused, a Sea Watch spokeswoman said. The port authorities said only that the vessel’s status was under review.

Another humanitarian ship, Lifeline, was detained last week after Malta for the first time in years opened its port to a large number of migrants, some 230, when Italy refused it safe haven. A new Italian government including the League, a far right anti-immigrant party, took power last month and has shut Italian ports to charity ships carrying migrants.

Lifeline’s captain attended a court hearing in Malta on Monday in which the prosecutor said the ship was not properly registered. The groups operating both ships deny any wrongdoing.

“They are creating the conditions to make it impossible for non-governmental groups to operate at sea,” Sea Watch’s Giorgia Linardi said. “Against this background, people are dying and no one seems to care.”

In two separate incidents, as many as 204 migrants have drowned since Friday after being packed into unsafe vessels by smugglers, the International Organization for Migration (IOM) has said. The incidents raised the toll for this year above 1,000 people lost at sea.

The humanitarian groups say they are being wrongly targeted by governments — Malta and Italy — that are seeking to stem migrant arrivals to Europe, and they say the policy spearheaded by the new Italian government is causing deaths.

Italy’s far-right interior minister says the rescue ships are colluding with Libyan smugglers, a charge never proven in court and denied by the rescuers. Malta said last week it would no longer provide logistical support to the vessels under the suspicion they were acting illegally.

The flow of migrants into Europe has abated since a 2015 peak, with the number attempting the dangerous sea crossing from North Africa to Italy falling to tens of thousands from hundreds of thousands. The other main route, from Turkey to Greece, used by more than a million people in 2015, was shut two years ago.

But the journey by land through the Sahara and then across the Mediterranean remains world’s deadliest migration route, and as polarizing as ever in European politics. In addition to Italy, anti-immigrant parties are now firmly entrenched in the ex-Communist states of central Europe and won seats in the German parliament for the first time since the 1940s last year.

In Germany, the issue threatens to bring down Angela Merkel’s ruling coalition.

SPAIN

A humanitarian boat run by Spanish charity Proactiva Open Arms is heading for Spain carrying 59 migrants after Italy and Malta refused it a port, the third such case in less than a month.

During a hearing on Monday, Malta police inspector Mario Haber questioned whether the Lifeline ship, which says it operates under a Dutch flag, should have been registered as a yacht instead of a commercial vessel.

“The yacht is not registered with the Netherlands. It is registered with a Dutch yacht club but it isn’t the flag state,” Haber said. The court appointed “experts” to board the ship and inspect its contents, including its computers, with the prosecution saying it could not rule out charges.

Magistrate Joe Mifsud set bail at 10,000 euros for Lifeline captain Claus-Peter Reisch, adding that he must stay on his ship and cannot leave the small island state. Another hearing will be held on Thursday.

“What kind of world are we living in when sea rescuers are criminalized?” Reisch said in a statement before the hearing.

Spain’s population grows for second straight year due to immigration

MADRID (Reuters) – Spain’s population rose for the second straight year in 2017, after having fallen between 2012 and 2015 in the midst of an economic downturn, as an increase in foreigners offset a fall in the number of Spaniards, official data showed on Monday.

The figures come as Europe grapples with a rising influx of migrants, mostly from north Africa and war-torn countries such as Syria, after Mediterranean arrivals spiked in 2015. Sixteen EU leaders met for emergency talks in Brussels on Sunday to find a “European solution” to the issue.

The population of Spain increased to 46.66 million to Jan. 1, 2018, a rise of 132,263 people than a year earlier, the highest since Jan. 1 2013, the National Statistics Institute reported.

Spain saw a net increase of migrants arriving in the country of 146,604 people, after the arrival of almost half a million people last year, the largest migrant influx in 10 years, the data showed.

The total number of deaths in Spain in 2017 outpaced the number of births at the fastest pace since records began in 1941, data showed last week as the number of births dropped 4.5 percent while the number of deaths rose 3.2 percent.

The largest increases in migrants came from Venezuela, Colombia, Italy and Morocco, while the largest decreases were from Romania, Britain and Ecuador, INE said.

Israel says to send 16,000 African migrants to Western countries

JERUSALEM (Reuters) – Israel said on Monday it has scrapped a plan to deport African migrants to Africa and reached an agreement with the U.N. refugee agency to send more than 16,000 to Western countries instead.

Prime Minister Benjamin Netanyahu named Canada, Italy and Germany as some of the nations that will take in the migrants.

Other migrants, many of whom are seeking asylum, will be allowed to remain in Israel, which they entered illegally on foot through the border with Egypt, for at least the next five years.

The fate of some 37,000 Africans in Israel has posed a moral dilemma for a state founded as a haven for Jews from persecution and a national home. The right-wing government has been under pressure from its nationalist voter base to expel the migrants.

But the planned mass deportation led to legal challenges in Israel, drew criticism from the United Nations and rights groups and triggered an emotional public debate among Israelis.

In February, Israeli authorities started handing out notices to 20,000 male African migrants giving them two months to leave for a third country in Africa or risk being put in jail indefinitely.

Teklit Michael, who came to Israel from Eritrea a decade ago, said he was delighted by the new deal.

“I saw in the past few years a lot of people lose their hopes because of that deportation to an unsafe place,” said Michael, 29.

MONEY AND AN AIR TICKET

The Israeli government has offered migrants, most of them from Sudan and Eritrea, $3,500 and a plane ticket to what it says is a safe destination. At immigration hearings, migrants were told they could choose to go to Rwanda or Uganda.

But rights groups advocating on their behalf say that many fled abuse and war and that their expulsion, even to a different country in Africa, would endanger them further.

The groups had challenged the deportation plan in Israel’s High Court, which on March 15 issued a temporary order that froze its implementation.

Netanyahu said the U.N. High Commissioner for Refugees had agreed to organize and fund the new plan that would take five years to implement.

“The joint commitment is that ‘You take out 16,250 and we will leave 16,250 as temporary residents’. That enables the departure of a very large number of people, 6,000 in the first 18 months,” Netanyahu said at a news conference in Jerusalem.

A UNHCR spokeswoman in Tel Aviv confirmed that an agreement had been reached but gave no details.

The U.N.’s refugee agency had urged Israel to reconsider its original plan, saying migrants who have relocated to sub-Saharan Africa in the past few years were unsafe and ended up on the perilous migrant trail to Europe, some suffering abuse, torture and even dying on the way.

The largest community of African migrants, about 15,000, lives in south Tel Aviv, in a poor neighborhood where shops are dotted with signs in Tigrinya and other African languages and abandoned warehouses have been converted into churches for the largely Christian Eritreans.

Pope says Mafiosi ‘carry death’, can’t call themselves Christian

VATICAN CITY (Reuters) – Pope Francis on Wednesday told members of the Mafia in Italy, where many go to Church and worship openly, that they cannot call themselves Christians because they “carry death in their souls”.

Francis’ improvised words before tens of thousands of people at his weekly general audience in St. Peter’s Square was his strongest attack on organized crime in nearly four years.

“So we don’t have to go far, let’s think about what happens right here at home (Italy),” he said while speaking generally about “fake Christians” who are corrupt while pretending to be righteous.

“(What about) the so-called Christian Mafiosi,” he said. “They have nothing at all in them that is Christian. They call themselves Christians but they carry death in their souls and inflict it on others.”

Many members of organized crime groups in Italy, such as Sicily’s Cosa Nostra and Calabria’s ‘Ndrangheta, see themselves as part of a religious, cult-like group.

Particularly in smaller towns and cities in the south, they take part in Catholic sacraments, go to church and in some cases have also found complicity by some churchmen.

The town of Oppido Mamertina in the Calabria region made headlines in 2014 when locals carrying a statute of the Madonna in a traditional religious procession diverted its route to pass by the home of local mob boss who was infirm.

They paused before the boss’ house and tilted the statue slightly as if to kneel in a sign of respect toward the clan boss.

When Pope Francis visited the Calabria region the same year, he accused organized crime members of practising “the adoration of evil” and said Mafiosi excommunicate themselves from the Church by their actions.

At the audience in St. Peter’s Square on Wednesday, Francis asked the faithful for prayers for Mafiosi, “so that the Lord touches their souls”.

In 1993 Pope John Paul sternly warned members of Sicily’s Cosa Nostra that they would “one day face the justice of God”. The crime group responded several months later with bomb attacks against several churches in Rome, including the Basilica of St. John’s, which is a pope’s church in his capacity as bishop of Rome.

In recent years, the Calabria-based ‘Ndrangheta has overtaken Sicily’s Cosa Nostra as the most feared and lucrative Italian crime group, making most of its money from drug trafficking. It has spread throughout the world.
