Beirut marks year since port blast with demands for justice

BEIRUT (Reuters) – Thousands of Lebanese gathered near the port of Beirut on Wednesday to mark the first anniversary of a catastrophic explosion that devastated the city, demanding justice for the victims.

One year since the disaster, caused by a huge quantity of ammonium nitrate stored unsafely at the port for years, no senior official has been held to account, infuriating many Lebanese as their country also endures financial collapse.

One of the biggest non-nuclear explosions ever recorded, the explosion wounded thousands and was felt in Cyprus, more than 240 km (150 miles) away.

An investigation is stalling with requests denied for immunity to be lifted from senior politicians and former officials. All those sought for questioning by the Lebanese investigators have denied any wrongdoing.

“We will not forget and we will not forgive them ever. And if they can’t bring them to account, we will by our own hands,” said Hiyam al-Bikai, dressed in black and clutching a picture of her son, Ahmad, who was killed when masonry fell on his car.

A huge banner on a building overlooking the port said: “Hostages of a Murderous State.”

French President Emmanuel Macron, who has led Western pressure for reform in Lebanon, said its leaders owed the people the truth and heaped new criticism on the governing elite for failing to deal with the economic crisis.

The damage is still visible across much of Beirut. The port resembles a bomb site, its huge wrecked grain silo unrepaired.

Thousands of people, waving Lebanese flags and holding pictures of the dead, had marched towards the port, where prayers are expected to be held just after 6 p.m. (1500 GMT), coinciding with the time of the blast.

“We want our rights – the rights of the martyrs and victims. Their immunities are not more dear than the blood of the martyrs and victims,” said Hanan Hoteit, whose relative, Tharwat, was killed at the port.

A Human Rights Watch report released this week concluded there was strong evidence to suggest some Lebanese officials knew about and tacitly accepted the lethal risks posed by ammonium nitrate.

Reuters reported last August that Prime Minister Hassan Diab and President Michel Aoun were both warned in July last year that the chemicals posed a security risk and could destroy the capital if they exploded.

Aoun has said he is ready to testify if needed, and that he supports an impartial investigation.

Diab, who quit after the blast, has said his conscience is clear.

The chemicals arrived on a Russian-leased cargo ship that made an unscheduled stop in Beirut in 2013. An FBI report seen by Reuters last week estimated around 552 tonnes of ammonium nitrate exploded, less than the 2,754 tonnes that arrived.

That discrepancy is one of the many questions that remain unanswered. No one ever came forward to claim the shipment.

Leading prayers at a hospital that was badly damaged in the blast, Greek Orthodox Archbishop Elias Audi said the investigation must continue until punishment is meted out to those who deserve it.

Nobody was above the law, he said, and “whoever obstructs justice is a criminal, even if they are highly placed.”

At the time of the explosion, Lebanese were already facing deepening hardship due to the financial crisis caused by decades of state corruption and waste.

The meltdown worsened throughout the last year with the governing elite failing to establish a new cabinet to start tackling the crisis even as poverty has soared and medicines and fuel have run out.

Hosting a donors’ conference for Lebanon, Macron pledged a further 100 million euros ($120 million) in emergency aid and 500,000 doses of COVID-19 vaccines. He is trying to raise more than $350 million.

“Lebanese leaders seem to bet on a stalling strategy, which I regret and I think is a historic and moral failure,” he said.

Pope Francis wished Macron success and said donors should help Lebanon “on a path of resurrection.” He said he had a great desire to visit Lebanon, where many had lost “even the illusion of living.”

The state has taken no steps towards reforms that might ease the economic crisis, with the sectarian elite locked in a power struggle over cabinet posts.

FBI probe shows amount of chemicals in Beirut blast was a fraction of original shipment

(Reuters) – The amount of ammonium nitrate that blew up at Beirut port last year was one fifth of the shipment unloaded there in 2013, the FBI concluded after the blast, adding to suspicions that much of the cargo had gone missing.

As the first anniversary approaches on Aug. 4, major questions remain unanswered, including how a huge quantity of ammonium nitrate – which can be used to make fertilizer or bombs – was left unsafely stored in a capital city for years.

The blast was one of the largest non-nuclear explosions ever recorded, killing more than 200 people, wounding thousands, and devastating swathes of Beirut.

The FBI’s Oct. 7, 2020 report, which was seen by Reuters this week, estimates around 552 tonnes of ammonium nitrate exploded that day, much less than the 2,754 tonnes that arrived on a Russian-leased cargo ship in 2013.

The FBI report does not give any explanation as to how the discrepancy arose, or where the rest of the shipment may have gone.

In response to a detailed request for comment, an FBI spokesperson referred Reuters to the Lebanese authorities.

FBI investigators came to Beirut after the blast at Lebanon’s request.

A senior Lebanese official who was aware of the FBI report and its findings said the Lebanese authorities agreed with the Bureau on the quantity that exploded.

Many officials in Lebanon have previously said in private they believe a lot of the shipment was stolen.

The ammonium nitrate was going from Georgia to Mozambique on a Russian-leased cargo ship when the captain says he was instructed to make an unscheduled stop in Beirut and take on extra cargo.

The ship arrived in Beirut in November 2013 but never left, becoming tangled in a legal dispute over unpaid port fees and ship defects. No one ever came forward to claim the shipment.

The senior Lebanese official said there were no firm conclusions as to why the quantity that exploded was less than the original shipment. One theory was that part of it was stolen. A second theory was that only part of the shipment detonated, with the rest blown out to sea, the official said.

The FBI report said “an approximate amount reaching around 552 metric tonnes of ammonium nitrate exploded in warehouse 12.”

It noted the warehouse was large enough to house the 2,754 tonne shipment, which was stored in one-tonne bags, but added “it is not logical that all of them were present at the time of the explosion.”

Beirut blast judge to question top politicians, security officials

BEIRUT (Reuters) -The judge in charge of the investigation into the Beirut port blast will seek to question top politicians and security officials, Lebanon’s national news agency said on Friday, almost a year after the explosion that devastated the capital.

The blast in August, blamed on a huge quantity of chemicals left for years in poor storage conditions, deepened a political and economic crisis in the heavily indebted country.

Ordinary Lebanese have grown increasingly angry that no senior officials have been held to account for the explosion that killed hundreds of people, injured thousands and ruined whole neighborhoods in the center of Beirut.

Judge Tarek Bitar, who became the lead investigator into the blast after his predecessor was removed in February, will call in caretaker Prime Minister Hassan Diab and others, the agency said, although it said no dates had yet been set.

He has also written to parliament asking to lift immunity from former Finance Minister Ali Hassan Khalil, former Public Works Minister Ghazi Zeaiter and former Interior Minister Nohad Machnouk as a first step towards charging them.

Zeaiter, a parliamentary deputy from speaker Nabih Berri’s bloc, and Khalil issued a statement later on Friday saying they would cooperate with the investigator to help determine those responsible for the blast, even before permission was issued. Machnouk declined to comment when contacted by Reuters.

The caretaker prime minister and others listed as targets for questioning by the judge could not immediately be reached for comment.

Diab and the same ex-officials were charged last year by judge Fadi Sawan, who previously led the probe, but they refused to be questioned as suspects, accusing him of overstepping his powers.

Judge Bitar also asked for permission from caretaker Interior Minister Mohamed Fahmy to question Lebanon’s security chief Abbas Ibrahim, the agency said.

Fahmy told Reuters he had not been notified yet about the process but would take all legal steps required once he was.

Bitar’s list included another former public works minister, Youssef Finianos, and Tony Saliba, the head of state security.

Sawan was removed from the investigation in February by the court of cassation after a request by Khalil and Zeaiter, a major setback for the families of victims seeking justice.

Sawan accused the three ex-ministers and caretaker prime minister of negligence. The court of cassation cited “legitimate suspicion” over Sawan’s neutrality, partly because his house was damaged in the blast.

One man’s mission offers Beirut neighborhood a vision of hope after blast

BEIRUT (Reuters) -The sheer scale of the destruction in Beirut’s Karantina district after the massive explosion at the port last August made rebuilding a daunting feat. That was where Marc Torbey El Helou, a charity worker, came in.

The low-income neighborhood was one of the closest to the blast that killed 200 people. It stands across from the giant, mutilated grain silo that has become a symbol of the tragedy.

Helou decided a day after the explosion to dedicate himself, and the aid group he runs, to rebuilding the neighborhood.

Just removing the rubble required 300 truckloads. Some buildings needed immediate help to stop them collapsing. Helou says the same of Karantina’s residents. “There were children here who would not laugh or play for months.”

The neighborhood is home to Lebanese, Syrian and other residents, a fire brigade and dozens of stores selling everything from car parts to clay pots. All were hit hard.

Helou’s charity, Offre Joie (Joy of Giving), has repaired Lebanese districts hit by war and violence since 1985.

“Unfortunately, it means we have the experience for this,” said Helou, 33, who has used a wheelchair since a diving accident in 2016.

With the Lebanese state hollowed out by decades of corruption and failure, it fell to aid groups and volunteers like Helou to rebuild the city.

Offre Joie took on six blocks in Karantina and nearby. That includes the homes of about 350 families.

More than seven months after the explosion, one of the largest non-nuclear detonations on record, many residents have yet to return. But the streets are bustling with life again, and the buildings never looked so good.

IN THE RUBBLE

“We never dreamed we’d have a neighborhood like this. I have called it the French neighborhood because it looks like the elegant streets in France,” said Vera Yaghelian, 75, pointing from her balcony to facades painted in bright pastel colors.

“Look, there’s nothing more beautiful.”

Born in Karantina, the mother of four never left, even during the massacres of Lebanon’s 1975-1990 civil war.

When she sees Helou with teams of volunteers and engineers, she often sends over coffee.

As Helou roams the streets on his electric wheelchair, construction crews get to work and residents stop to say hello.

One woman asks about government compensation promised but not received. Another asks about the renovation of her kitchen cabinets, and a third about the roof of her patio.

“Without you, we would still be living in the rubble,” she tells him.

Helou said that after the blast, he was determined not to let his spinal cord injury stop him. “I understood that I had a mission now and I’m on it.”

The charity’s budget was trapped in the bank thanks to controls imposed during Lebanon’s financial crisis. But donations poured in from abroad: up to three million dollars in cash, construction material and containers full of food. Thousands of volunteers also came, including engineers and psychologists.

Particularly devastating was the death of a number of young firemen and women who had rushed to put out a fire at the port just before the explosion. Their fire brigade building still needs repairs but is operational again.

Another blow was the destruction of a decades-old local church, which was damaged during the civil war and renovated in the 1990s. The explosion brought down its ceiling and façade.

Volunteers have rebuilt it and worshippers gathered there for mass on Christmas Eve.

Yaghelian, who recalls walking down the staircase to find each one of her neighbors wounded and bloodied last August, said she could not contain her emotions days later when she saw the neighborhood teeming with helpers.

“They were the only ones who asked us: What do you need?”

Interpol red notices issued for ship captain, owner over Beirut blast – Lebanese state media

BEIRUT, (Reuters) – Interpol has issued red notices for the captain and owner of the ship that carried the chemicals which devastated Beirut in an explosion in August, killing 200 people, Lebanon’s state media said.

Five months since one of the biggest non-nuclear blasts on record, big questions remain about the ammonium nitrate that detonated after being stored at the port for years.

The Interpol notices, which are not international arrest warrants, ask authorities worldwide to provisionally detain people pending possible extradition or other legal actions. Interpol issues them at the request of a member country.

State news agency NNA said on Tuesday that Interpol also issued a notice for a Portuguese trader who examined the cargo at Beirut port in 2014, without giving a name or further details.

The Interpol global police coordination agency says it does not confirm or deny red notices that are not publicly available on its website. An Interpol spokesperson said if there was a notice and it was not published online, that meant it was for law enforcement only.

Lebanese officials have faced accusations of negligence, with some port and customs employees detained in connection to the blast, which injured thousands of people. Families of the victims are still waiting for results of the investigation.

Lebanon’s public prosecution asked Interpol in October to issue arrest warrants for two people it had identified as the Russian captain and owner of the Rhosus ship which arrived in Beirut in 2013, security and judicial sources said.

Their names did not appear on the public list of Red Notices on Interpol’s website on Wednesday.

Boris Prokoshev, the captain at the time, has said the chemicals ended up in Beirut after the ship’s owner told him to divert to pick up extra cargo, and that Lebanese authorities had paid little attention to the nitrate.

“I am shocked,” he told Reuters when asked about the report of an Interpol red notice on Tuesday. “I do not understand at all what could be the basis for my arrest.”
