HANOI (Reuters) – Vietnam braced for typhoon Khanun on Monday after destructive floods battered the country’s north and center last week, killing 72 people, the disaster prevention agency said.

Last week’s floods were the worst in years, the government and state-run Vietnam Television said, with thousands of homes submerged. Another 200 houses collapsed and several towns remain cut off by the floodwater.

The floods also damaged more than 22,000 hectares (54,300 acres) of rice.

Vietnam is the world’s third-largest exporter of rice and the second-biggest producer of coffee, although the floods have not affected the Southeast Asian nation’s coffee belt.

Eighteen people from the hardest-hit province of Hoa Binh in the north were buried by a landslide, but only thirteen bodies have been found, Vietnam’s disaster agency said.

The government has said it is fixing dykes, dams and roads damaged by last week’s flood and is preparing for typhoon Khanun, which is expected to cause heavy rain in northern and central Vietnam from Monday.

It has also warned ships and boats to avoid the approaching typhoon.

Vietnam is prone to destructive storms and flooding due to its long coastline. A typhoon wreaked havoc across central provinces last month.

Floods have also affected nine out of 77 provinces in Thailand, Vietnam’s neighbor to the west. Three people had been killed in flooding since last Tuesday, Thailand’s disaster agency said on Monday.

The Thai capital, Bangkok, was hit by heavy rain at the weekend, with gridlocked traffic bringing parts of the city to a standstill. Bangkok has often been described as the “Venice of the East” because of its many waterways.

However, the floods prompted criticism of Bangkok’s city government, with some social media users accusing authorities of not managing water levels in canals properly.

The city government defended itself, saying it was working closely with the irrigation department. Thailand suffered its worst flood in five decades in 2011, with hundreds of people killed, industrial estates engulfed and key industries crippled.

Vietnam is prone to destructive storms and flooding due to its long coastline. A typhoon wrecked havoc across central provinces just last month.

The floods that hit Vietnam this week starting on Monday are the worst in years, state-run Vietnam Television quoted agriculture minister Nguyen Xuan Cuong as saying.

Nineteen people from four neighboring households in Hoa Binh were buried alive early on Thursday after a landslide struck around midnight on Wednesday, but only nine bodies have been found, the disaster agency said in a report.

Some 317 homes have collapsed in floods and landslides this week, while more than 34,000 other houses have been submerged or damaged.

More than 22,000 hectares (54,300 acres) of rice have also been damaged and around 180,000 animals killed or washed away.

Floods have also affected seven of 77 provinces in Thailand, Vietnam’s neighbor to the west, that country’s Department of Disaster Prevention and Mitigation said on Thursday.

More than 480,000 hectares (1.2 million acres) of agricultural land Thailand have been hit, the department said.

HANOI (Reuters) – Heavy rain in northern and central Vietnam triggered floods and landslides that killed 46 people and 33 people were missing in the worst such disaster in years, the search and rescue committee said on Thursday.

Vietnam often suffers destructive storms and floods due to its long coastline. More than 200 people were killed in storms last year.

“In the past 10 years, we haven’t suffered from such severe and intense floods,” state-run Vietnam Television quoted agriculture minister Nguyen Xuan Cuong as saying.

A typhoon tore a destructive path across central Vietnam just last month, flooding and damaging homes and knocking out power lines.

The latest floods hit Vietnam on Monday.

“Our entire village has had sleepless nights…it’s impossible to fight against this water, it’s the strongest in years,” a resident in northwestern Hoa Binh province was quoted by VTV as saying.

Vietnam’s Central Steering Committee for Natural Disaster Prevention and Control said authorities were discharging water from dams to control water levels.

Some 317 homes had collapsed, while more than 34,000 other houses were submerged or had been damaged.

Earlier reports said more than 8,000 hectares (19,800 acres) of rice had been damaged and around 40,000 animals were killed or washed away.

Hoa Binh province in the northwest declared a state of emergency and opened eight gates to discharge water at Hoa Binh dam, Vietnam’s largest hydroelectric dam, the first time it has done so in years, VTV reported.

Prime Minister Nguyen Xuan Phuc visited northern Ninh Binh province where water levels in the Hoang Long river are their highest since 1985.

Rising sea levels are also threatening Vietnam’s more than 3,260 km (2,000 mile) coastline, resulting in increased flooding of low lying coastal regions, erosion and salt water intrusion.

Floods have also affected seven of 77 provinces in Thailand, Vietnam’s neighbor to the west, the Department of Disaster Prevention and Mitigation said on Thursday. More than 480,000 hectares (1.2 million acres) of agricultural land have been hit, the department said.

Thailand is the world’s second-biggest exporter of rice.

“It is still too soon to tell whether there will be damage to rice crops because most of the rice has already been harvested,” Charoen Laothamatas, president of the Thai Rice Exporters Association, told Reuters.

In 2011, Thailand was hit by its worst flooding in half a century. The floods killed hundreds and crippled industry, including the country’s key automotive sector.

China, Vietnam meeting canceled amid South China Sea tensions

MANILA (Reuters) – A scheduled meeting between the foreign ministers of China and Vietnam was canceled on the sidelines of a regional gathering, Chinese embassy officials said, amid growing tension between the two countries over the South China Sea.

Vietnam had held out for language that noted concern about island-building and criticized militarization in South China Sea in the communique on Sunday from foreign ministers of the Association of South East Asian Nations (ASEAN).

Vietnam has emerged as the most vocal opponent of China’s claims in the waterway, where more than $3 trillion in cargo pass every year.

The Chinese embassy officials gave no reason for the cancellation of the meeting scheduled for Monday in Manila between China’s Wang Yi and Vietnam’s Pham Binh Minh.

A Chinese foreign ministry official said they had “already met”. Vietnam’s foreign ministry did not respond immediately to a request for comment.

State media in Vietnam said the ministers had held a “pull aside” meeting and exchanged views. It showed pictures of them shaking hands.

Although the language in the ASEAN communique reflected that in previous years, some countries pursuing deeper business ties with Beijing, such as Cambodia and the Philippines, had argued for dropping it.

Beijing is sensitive to even a veiled reference by ASEAN to its reclamation of seven reefs and its military installations in the South China Sea, which it claims in almost its entirety despite the competing claims of five other countries.

Tension has risen since June, when Vietnam infuriated China by drilling for oil and gas in an offshore block that Beijing disputes. The exploration was suspended after diplomatic protests from China.

After the ASEAN meeting, China’s foreign minister had called out “some countries” who voiced concern over island reclamation.

Wang said that China had not carried out reclamation for two years. “At this time, if you ask who is carrying out reclamation, it is definitely not China – perhaps it is the country that brings up the issue that is doing it,” he added.

Satellite images have shown that Vietnam has carried out reclamation work in two sites in the disputed seas in recent years.

On Tuesday, the state-run China Daily cited unnamed sources as saying Vietnam had tried to hype up the reclamation issue in the communique, pointing out that Vietnam has accelerated its land reclamation in the South China Sea.

“Undoubtedly, what Vietnam has done is the trick of a thief crying ‘stop thief,'” the paper quoted one of the sources as saying.

Australia, Japan and the United States on Monday urged Southeast Asia and China to ensure that a South China Sea code of conduct they have committed to draw up will be legally binding and said they strongly opposed “coercive unilateral actions”.

China has strongly opposed what it calls interference by countries outside the region in the South China Sea issue.

Meeting Japanese Foreign Minister Taro Kono on the sidelines of a regional security forum in Manila on Monday, Wang urged Japan to respect the efforts of China and ASEAN countries and play a more constructive role for regional peace and stability.

“Don’t always make trouble behind the backs of other countries and provoke quarrels,” the ministry cited Wang as saying.

MANILA (Reuters) – A maritime code of conduct between Southeast Asia and China must be legally binding to put a stop to “unilateral actions” in the South China Sea, because a previous commitment to play fair had been ignored, the ASEAN secretary general said on Friday.

The Association of South East Asian Nations had not received any guarantees from China in discussions to create a framework for the code within this year, but ASEAN was hopeful a set of rules could be agreed to ward off disputes and militarization, Le Luong Minh told Reuters.

“For ASEAN, such a framework must have substantial elements, and such a code of conduct must be legally binding,” he said in an interview.

Signing China up to a code that it must abide by, and can be enforced, has long been a goal for ASEAN’s claimant members: Vietnam, the Philippines, Brunei and Malaysia.

China claims sovereignty over almost the entire South China Sea.

China’s recent decision to work with ASEAN to draw up a framework for a code, 15 years after they agreed to one, has been met with a mix of optimism and scepticism, coming at a time when Beijing races ahead with development of its seven artificial islands in the Spratlys.

It has put radar, runways, hangars and missiles on some of those features, causing alarm in the region and concern about its long-term intentions.

The framework, which all sides hope to finish this year, seeks to advance a 2002 Declaration of Conduct (DOC) of Parties in the South China Sea, which commits to following international law, ensuring freedom of navigation and not putting people on uninhabited islands and features.

MILITARIZATION ACTIVITIES

“It’s important … because of the complex developments in the South China Sea, especially the reclamation and militarization activities and all those unilateral actions,” Minh said of the code.

“In that context, the need for an instrument which is legally binding, which is capable of not only preventing but also managing such incidents, is very important.”

Making demands of China is something ASEAN states have long been reluctant to do, wary of their economic dependence on their giant neighbor.

ASEAN leaders are meeting in Manila for a summit this week. Philippine President Rodrigo Duterte said on Thursday it was pointless discussing Beijing’s contentious activities and no one dared to pressure it anyway.

Experts doubt China would tie itself to a set of rules in a waterway central to its geostrategic ambitions and expect it to drag the process out until ASEAN accepts a weaker code than it wants.

Asked if China had made any assurances it would stick to whatever code was agreed, Minh said: “We don’t have any guarantee, we just have to try our best.”

Minh said the code needed to be more comprehensive than the 2002 DOC, which was only a political declaration.

“It was good if all parties were implementing what was agreed, but that’s not what is happening. The COC (code of conduct), we need a legally binding instrument.”

Minh also urged de-escalation of tensions on the Korean peninsula, and said North Korea’s foreign minister had sent a letter to him two weeks ago asking for ASEAN’s support. He did not say what Pyongyang had asked ASEAN to do.

“They expressed concern over what they (perceive) to be the threat to their security,” he said. “They especially mentioned the joint exercises between the U.S. and South Korea.”

Vietnam seeks South Korean support in South China Sea

HANOI (Reuters) – Vietnam’s Prime Minister sought support for the nation’s stance in the South China Sea when he met South Korea’s foreign minister in Hanoi on Monday.

Vietnam is the country most openly at odds with China over the waterway since the Philippines pulled back from confrontation under President Rodrigo Duterte.

“The Prime Minister proposed that South Korea continue its support over the position of Vietnam and Southeast Asia on the South China Sea issue and to help the country improve its law enforcement at the sea”, the government said in a statement on its website after the meeting between Prime Minister Nguyen Xuan Phuc and South Korea’s Foreign Minister Yun Byung-se.

The statement did not say whether South Korea backed Vietnam’s position on the South China Sea.

Yun did affirm his country’s willingness to promote ties despite instability in South Korea after the ousting of President Park Geun-hye over a graft scandal.

South Korea is Vietnam’s biggest foreign investor thanks to companies like Samsung.

South Korea and China are currently in dispute over deployment of the U.S. anti-missile defense system. South Korea on Monday has complained to the World Trade Organization about Chinese retaliation against its companies over the deployment.

Last week, Vietnam demanded China stop sending cruise ships to the area in response to one of Beijing’s latest moves to bolster its claims to the strategic waterway.

China claims 90 percent of the potentially energy-rich South China Sea. Brunei, Malaysia, the Philippines, Vietnam and Taiwan lay claim to parts of the route, through which about $5 trillion of trade passes each year.

Japan plans to send largest warship to South China Sea

TOKYO (Reuters) – Japan plans to dispatch its largest warship on a three-month tour through the South China Sea beginning in May, three sources said, in its biggest show of naval force in the region since World War Two.

China claims almost all the disputed waters and its growing military presence has fueled concern in Japan and the West, with the United States holding regular air and naval patrols to ensure freedom of navigation.

The Izumo helicopter carrier, commissioned only two years ago, will make stops in Singapore, Indonesia, the Philippines and Sri Lanka before joining the Malabar joint naval exercise with Indian and U.S. naval vessels in the Indian Ocean in July.

It will return to Japan in August, the sources said.

“The aim is to test the capability of the Izumo by sending it out on an extended mission,” said one of the sources who have knowledge of the plan. “It will train with the U.S. Navy in the South China Sea,” he added, asking not to be identified because he is not authorized to talk to the media.

A spokesman for Japan’s Maritime Self Defense Force declined to comment.

Taiwan, Malaysia, Vietnam, the Philippines and Brunei also claim parts of the sea which has rich fishing grounds, oil and gas deposits and through which around $5 trillion of global sea-borne trade passes each year.

Japan does not have any claim to the waters, but has a separate maritime dispute with China in the East China Sea.

Japan wants to invite Philippine President Rodrigo Duterte, who has pushed ties with China in recent months as he has criticized the old alliance with the United States, to visit the Izumo when it visits Subic Bay, about 100 km (62 miles) west of Manila, another of the sources said.

Asked during a news conference about his view on the warship visit, Duterte said, without elaborating, “I have invited all of them.”

He added: “It is international passage, the South China Sea is not our territory, but it is part of our entitlement.”

On whether he would visit the warship at Subic Bay, Duterte said: “If I have time.”

Japan’s flag-flying operation comes as the United States under President Donald Trump appears to be taking a tougher line with China. Washington has criticized China’s construction of man-made islands and a build-up of military facilities that it worries could be used to restrict free movement.

Beijing in January said it had “irrefutable” sovereignty over the disputed islands after the White House vowed to defend “international territories”.

The 249 meter-long (816.93 ft) Izumo is as large as Japan’s World War Two-era carriers and can operate up to nine helicopters. It resembles the amphibious assault carriers used by U.S. Marines, but lacks their well deck for launching landing craft and other vessels.

Japan in recent years, particularly under Prime Minister Shinzo Abe, has been stretching the limits of its post-war, pacifist constitution. It has designated the Izumo as a destroyer because the constitution forbids the acquisition of offensive weapons. The vessel, nonetheless, allows Japan to project military power well beyond its territory.

Based in Yokosuka, near to Tokyo, which is also home to the U.S. Seventh Fleet’s carrier, the Ronald Reagan, the Izumo’s primary mission is anti-submarine warfare.

U.S. ready to confront Beijing on South China Sea: admiral

SYDNEY (Reuters) – The United States is ready to confront China should it continue its overreaching maritime claims in the South China Sea, the head of the U.S. Pacific fleet said on Wednesday, comments that threaten to escalate tensions between the two global rivals.

China claims most of the resource-rich South China Sea through which about $5 trillion in ship-borne trade passes every year. Neighbors Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims.

The United States has called on China to respect the findings of the arbitration court in The Hague earlier this year which invalidated its vast territorial claims in the strategic waterway.

But Beijing continues to act in an “aggressive” manner, to which the United States stands ready to respond, Admiral Harry Harris, head of the U.S. Pacific Command, said in a speech in Sydney.

“We will not allow a shared domain to be closed down unilaterally no matter how many bases are built on artificial features in the South China Sea,” he said. “We will cooperate when we can but we will be ready to confront when we must.”

The comments threaten to stoke tensions between the United States and China, already heightened by President-elect Donald Trump’s decision to accept a telephone call from Taiwan’s president on Dec. 2 that prompted a diplomatic protest from Beijing.

Asked about Harris’s remarks, Chinese Foreign Ministry spokesman Geng Shuang said the situation in the South China Sea was currently stable, thanks to the hard work of China and others in the region.

“We hope the United States can abide by its promises on not taking sides on the sovereignty dispute in the South China Sea, respect the efforts of countries in the region to maintain peace and stability in the South China Sea region and do more to promote peace and stability there,” he told a daily news briefing.

The United States estimates Beijing has added more than 3,200 acres (1,300 hectares) of land on seven features in the South China Sea over the past three years, building runways, ports, aircraft hangars and communications equipment.

In response, the United States has conducted a series of freedom-of-navigation operations in the South China Sea, the latest of which came in October.

The patrols have angered Beijing, with a senior Chinese official in July warning the practice may end in “disaster”.

Harris said it was a decision for the Australian government whether the U.S. ally should undertake its own freedom-of-navigation operations, but said the United States would continue with the practice.

“The U.S. fought its first war following our independence to ensure freedom of navigation,” said Harris. “This is an enduring principle and one of the reasons our forces stand ready to fight tonight.”

SYDNEY/HONG KONG (Reuters) – Vietnam has begun dredging work on a disputed reef in the South China Sea, satellite imagery shows, the latest move by the Communist state to bolster its claims in the strategic waterway.

Activity visible on Ladd Reef in the Spratly Islands could anger Hanoi’s main South China Sea rival, Beijing, which claims sovereignty over the group and most of the resource-rich sea.

Ladd Reef, on the south-western fringe of the Spratlys, is completely submerged at high tide but has a lighthouse and an outpost housing a small contingent of Vietnamese soldiers. The reef is also claimed by Taiwan.

In an image taken on Nov. 30 and provided by U.S.-based satellite firm Planet Labs, several vessels can be seen in a newly dug channel between the lagoon and open sea.

While the purpose of the activity cannot be determined for certain, analysts say similar dredging work has been the precursor to more extensive construction on other reefs.

“We can see that, in this environment, Vietnam’s strategic mistrust is total … and they are rapidly improving their defences,” said Trevor Hollingsbee, a retired naval intelligence analyst with Britain’s defence ministry.

“They’re doing everything they can to fix any vulnerabilities – and that outpost at Ladd Reef does look a vulnerability.”

Reuters reported in August that Vietnam had fortified several islands with mobile rocket artillery launchers capable of striking China’s holdings across the vital trade route.

Vietnam’s foreign ministry did not respond to a request for comment.

The vessels at Ladd Reef cannot be identified in the images, but Vietnam would be extremely unlikely to allow another country to challenge its control of the reef.

Greg Poling, a South China Sea expert at Washington’s Center for Strategic and International Studies (CSIS), said it remained unclear how far the work on Ladd Reef would go. Rather than a reclamation and a base, it could be an attempt to simply boost access for supply ships and fishing boats.

Ladd could also theoretically play a role in helping to defend Vietnam’s nearby holding of Spratly Island, where a runway is being improved and new hangars built, he said.

“Vietnam’s knows it can’t compete with China but it does want to improve its ability to keep an eye on them,” Poling said.

Vietnam has long been fearful of renewed Chinese military action to drive it off its 21 holdings in the Spratlys – worries that have escalated amid Beijing’s build-up and its anger at the recent Philippines legal action challenging its claims.

China occupied its first Spratlys possessions after a sea battle against Vietnam’s then weak navy in 1988. Vietnam said 64 soldiers were killed as they tried to protect a flag on South Johnson reef – an incident still acutely felt in Hanoi.

BUILDING BURST

The United States has repeatedly called on claimants to avoid actions that increase tensions in the South China Sea, through which some $5 trillion in world trade is shipped every year.

Vietnam has emerged as China’s main rival in the South China Sea, actively asserting sovereignty over both the Paracel and the Spratly groupings in their entirety and undergoing its own naval modernisation. Taiwan also claims both, but its position is historically aligned with Beijing’s.

The Asia Maritime Transparency Initiative, run by the CSIS, says Vietnam has added about 120 acres (49 hectares) of land to its South China Sea holdings in recent years.

Regional military attaches say Vietnam’s key holdings are well fortified, some with tunnels and bunkers, appearing geared to deterring easy invasion.

Vietnam’s reclamation work remains modest by Chinese standards, however.

The United States, which has criticized China for militarizing the waterway, estimates Beijing has added more than 3,200 acres (1,300 hectares) of land on seven features in the South China Sea over the past three years, building runways, ports, aircraft hangars and communications equipment.

Beijing says it is entitled to “limited and necessary self-defensive facilities” on its territory and has reacted angrily to “freedom of navigation” operations by U.S. warships near Chinese-held islands.

CHINESE RECLAMATION WORK DAMAGED

In another image provided by Planet Labs, reclamation work in the Chinese-held Paracel Island chain appears to have been damaged by recent storms.

China began dredging and land filling earlier this year at North Island, about 12 km (7 miles) north of Woody Island, where it has a large military base and this year stationed surface-to-air missiles.

Satellite images in February and March showed dredging vessels working to build a 700 meter (2,300 ft) sand bridge connecting low-lying North Island with neighboring Middle Island.

But images taken after two powerful storms spun through the region in October show the narrow sand strip has been largely swept away.

The Paracels have been under Chinese control for more than 40 years after a battle towards the end of the Vietnam War, when Chinese forces removed the then-South Vietnamese navy. Analysts say they play a key part in protecting China’s nuclear armed submarine fleet on Hainan Island, to the north.

China has not commented publicly on the work at North Island and the foreign ministry did not respond to requests for comment.

WASHINGTON (Reuters) – A U.S. navy warship carried out a freedom-of-navigation operation on Friday near islands claimed by China and two other Asian countries in the South China Sea, U.S. officials told Reuters.

The guided-missile destroyer USS Decatur challenged “excessive maritime claims near the Paracel Islands,” specifically Triton and Woody Islands, claimed by China, Taiwan and Vietnam, the U.S. officials said, speaking on condition of anonymity.

The destroyer sailed within waters claimed by China, but not within the 12-nautical-mile territorial limits of the islands, the officials said. The U.S. military defines a freedom-of-navigation operation as one that challenges excessive maritime claims, officials said.

The Pentagon declined to comment.

One official said the U.S. destroyer was shadowed by three Chinese vessels and that all interactions were safe. The operation was first reported by Reuters.

It was the fourth challenge that the United States has made to what it considers overreaching maritime claims by China in the South China Sea in the past year, and the first since May.

China, Washington’s main strategic rival in Asia, claims almost the entire South China Sea, through which about $5 trillion worth of trade passes each year. The United States has criticized Beijing’s buildup of military facilities in the sea and expressed concerns they could be used to restrict free movement.

China has a runway on Woody Island, the site of the largest Chinese presence on the Paracels, and has placed surface-to-air missiles there, according to U.S. officials.

In the last three U.S. freedom-of-navigation operations in the South China Sea within the last year, U.S. warships cruised within 12 nautical miles of islands claimed by Beijing. The actions greatly angered China, which has accused the United States of stirring up trouble there.

The latest operation comes just after the volatile president of the Philippines announced his “separation” from Washington and realignment with China. The Philippines has been a key ally of the United States and a territorial rival of Beijing in the South China Sea.

Rodrigo Duterte’s announcement on Thursday was a significant turnaround after a tribunal in The Hague ruled that China did not have historic rights to the South China Sea in a case brought by the previous Philippine administration and strongly backed by the United States.

But in Washington a person close to the matter said the latest naval operation was not timed for Duterte’s China visit this week and that planning for the patrol had long been in the works.
