Highest levels of radiation reported by TEPCO from Fukushima power plant

Tokyo Electric Power Company (TEPCO) announced the highest documented radiation levels ever recorded in reactor 2 of the damaged Fukushima  No. 1 power plant.  Based on its analysis of measurements and pictures taken by a remote controlled sensor and camera instrument, radiation levels recorded were the highest ever documented since the triple core meltdown in March 2011. TEPCO also reported close to a 3 foot hole in the metal grating under the pressure vessel of reactor 2 of the damaged Fukushima No. 1 power plant.

According to the Japan Times the power plant has reached a maximum of 530 sieverts per hour.  At 530 sieverts, a person could die from even the briefest exposure.  This highlights the difficulties that lie ahead for TEPCO and the Japanese Government as they try to figure out a way to dismantle all three reactors that were damaged by the March, 2011 9.0 earthquake and giant tsunami that killed almost 16,000 people.

Officials had never taken into account for the “unimaginable” radiation levels that are being seen.  Experts say that 1 sievert could lead to infertility, loss of hair and cataracts.  Cancer risks increase substantially with any radiation levels above the 100 millisieverts or 1 sievert mark.

In a report by the Washington Post, TEPCO recorded radiation near the reactor core using a stick-like robot equipped with a camera and a device designed to measure radiation levels and has suggested that some melted fuel escaped.  Officials state that this was the first time this kind of device has been able to get into this part of the reactor, which explains the unprecedented amount of radiation recorded.  TEPCO said that at this level of radiation, a robot would only operate for less than two hours before it was destroyed.

If deposits that have been seen on portions of the grating are proven to be melted fuel, it would be the first time they have found even a trace of any sign of the fuel rods since the core meltdowns occurred. Levels of radiation are too high to check the actual condition of the fuel, which they believe has melted through their pressure vessels and is pooled at the bottom of their containment units.  This fuel MUST be discovered and removed before the plants can be decommissioned.

Reuters reports that TEPCO has been developing robots that can swim under water and navigate obstacles in damaged tunnels and piping to search for the melted fuel rods.  But as soon as the robots get close to the reactors, the radiation destroys their wiring and renders them useless.  TEPCO does plan to send this robot into Reactor 1 but are still unsure regarding Reactor 2 because of the very intense radiation levels.

Officials still state that these levels may not actually be rising but because they have not been tested so closely to the reactor, they are just now getting a better idea of the true levels recorded. TEPCO does report a 30% margin of error in the tests.

The effects of the radiation on the rest of the world have been in constant discussion and arguments among government officials and environmental scientists.  One year ago, PBS reported that more than 80 percent of the radioactivity from the damaged reactors ended up in the Pacific, far more than ever reached the ocean from Chernobyl or Three Mile Island.  A small fraction is currently on the seafloor, but the rest was swept up by the Kuroshio current, a western Pacific version of the Gulf Stream, and carried out to sea.  Recently, radioactive contamination has been documented near British Columbia and California.

 

Powerful quake strikes off Papua New Guinea, tsunami alert wound back

SYDNEY (Reuters) – A 7.9 magnitude earthquake struck off Papua New Guinea (PNG) on Sunday, but there were no reports of casualties or damage after a potential tsunami did not occur.

The United States Geological Survey (USGS) downgraded the quake from an initial measurement of magnitude 8. It struck some 47 kms (29 miles) west of Arawa on the north coast of Bougainville Island at a depth of 154 km (96 miles), the USGS reported.

An initial tsunami alert for several Pacific islands was wound back to cover just PNG and the neighboring Solomon Islands and the Pacific Tsunami Warning Center later said the tsunami threat had passed safely for those countries.

Quakes are common in Papua New Guinea, which sits on the Pacific’s “Ring of Fire”, a hotspot for seismic activity due to friction between tectonic plates.

Loti Yates, the director of the Solomon Islands National Disaster Management Office, said people had been told to move to higher ground in Choiseul and Western Province.

Chris McKee, assistant director at PNG’s Geophysical Observatory Office in Port Moresby, said there were no initial reports of damage or casualties from near the epicenter of the quake, which is sparsely populated.

Australia and New Zealand both said they had assessed the threat and there was no danger to their coastlines.

Bougainville Island is one of the islands that make up the Autonomous Region of Bougainville within Papua New Guinea (PNG) which is home to around 300,000 people.

Bitter lessons of Japan’s 2011 tsunami put to use with latest quake

TOKYO, Nov 22 (Reuters) – Massive tsunami waves slammed into Japan’s northeastern coast more than five years ago, killing about 18,000 people and prompting authorities to revise warning systems and evacuation plans to try to save more lives.

On Tuesday, when a magnitude 7.4 quake hit the same area, the country swung into action, using lessons learned in the March 11, 2011, disaster to ensure coastal residents evacuated well before the much smaller waves hit.

In 2011, warning broadcasts were mostly limited to television, radio, and city officials on loudspeakers, with volunteer firemen in trucks roaming the roads, telling residents to flee to higher ground.

But on the day now known as “3/11,” some of these failed due to power outages after the magnitude 9.0 quake, while many firefighters were killed when the waves – 30 metres (100 feet) high in places – rushed ashore.

“A lot of people told us they weren’t able to hear any of the broadcasts, the waves were bigger than expected, and many went back after the first one to check things out,” said Tsunetaka Omine, a disaster official in Iwaki, a city where around 460 residents died in 2011.

Iwaki now blasts warnings to every mobile phone in the area, sends email messages and broadcasts on local radio in addition to the older methods.

Previous elaborate systems designating specific evacuation centres have also been abandoned along the coast in many cases as too complicated. Some designated areas were too low and became death traps where scores seeking safety drowned.

“Now, we basically just tell people to stay away from the sea, to head to the highest possible ground,” Omine said.

As a result, as sirens wailed shortly after dawn on Tuesday, ships headed out of harbours to deeper water and lines of cars snaked up nearby hills.

Public broadcaster NHK, a key player in disaster prevention, revamped its broadcasts after 2011 in response to criticism that it had been too calm in its reporting, leading some to take
warnings less seriously.

So on Tuesday, announcers abandoned their usual careful modulation for an unsettling note of urgency, repeatedly telling listeners, “Do not go near the water, a tsunami is coming!” as messages flashed on the screen in red saying “Tsunami! Run!”

And in a nod to a growing number of foreign residents, a dubbed version of the NHK channel broadcast warnings in English, Chinese and Korean. Several young foreign English teachers died in 2011, prompting speculation they had not known of the danger.

Kathy Krauth, a teacher with a Tokyo international school leading a dozen students on a study tour, was staying at a traditional Japanese inn in the coastal town of Ofunato and was evacuated to higher ground soon after the quake struck.

Four hours later, the group was finally allowed back to their inn – and were promptly relocated to a hotel at a higher, safer elevation.

“I felt like the lessons of 3/11 were really taken to heart,” Krauth said. “The feeling was, we just don’t know, but we’re going to be as cautious as we can.”

Tsunami hits Japan after strong quake, nuclear plant briefly disrupted

TOKYO (Reuters) – A powerful earthquake rocked northern Japan on Tuesday, briefly disrupting cooling functions at a nuclear plant and generating a tsunami that hit the same region devastated by a massive quake, tsunami and nuclear disaster in 2011.

The earthquake, which was felt in Tokyo, had a magnitude of 7.4, the Japan Meteorological Service said, and was centered off the coast of Fukushima prefecture at a depth of about 10 km (6 miles).

There were no reports of deaths or serious injuries several hours after the quake hit at 5:59 a.m. (2059 GMT Monday).

A tsunami of up to 1.4 meters (4.5 feet) had been observed around Sendai, about 70 km (45 miles) north of Fukushima, with smaller waves hitting ports elsewhere along the coast, public broadcaster NHK said.

Television footage showed ships moving out to sea from harbors as tsunami warning signals wailed, after warnings of waves of up to 3 meters (10 feet) were issued.

“We saw high waves but nothing that went over the tidal barriers,” a man in the city of Iwaki told NTV television network.

The Pacific Tsunami Warning Center in Hawaii said the tsunami threat had now largely passed.

“Sea level fluctuations may continue along some coasts of Japan over the next few hours,” it said.

The U.S. Geological Survey measured Tuesday’s quake at magnitude 6.9, down from an initial 7.3.

All Japan’s nuclear power plants on the coast threatened by the tsunami are shut down in the wake of the March 2011 disaster, which knocked out Tokyo Electric Power Co’s Fukushima Daiichi nuclear plant, spilling radiation into the air and sea.

A spokeswoman for Tokyo Electric Power, known as Tepco, said the cooling system for a storage pool for spent nuclear fuel at the reactor at its Fukushima Daini Plant had been halted. A spokesman said the cooling system had restarted soon after.

No other damage from the quake has been confirmed at any of its power plants, although there have been blackouts in some areas, the spokeswoman said.

Only two reactors are operating in Japan, both in the southwest. Even when in shutdown, nuclear plants need cooling systems operating to keep spent fuel cool.

Tohoku Electric Power Co said there was no damage to its Onagawa nuclear plant, while the Kyodo news agency reported there were no irregularities at the Tokai Daini nuclear plant in Ibaraki prefecture.

COAST EVACUATED

One woman suffered cuts to her head from falling dishes, Kyodo news agency reported, citing fire department officials. Japanese Minister for Disaster Management Jun Matsumoto told reporters about three hours after the quake that there had been no reports of significant injuries so far.

NHK showed footage of residents of Ishinomaki, a city badly hit in 2011, standing on a hill dressed in hats and heavy coats, staring down at the ocean. Several thousand people along the coast evacuated or were told to evacuate.

Earthquakes are common in Japan, one of the world’s most seismicaly active areas. Japan accounts for about 20 percent of the world’s earthquakes of magnitude 6 or greater.

The March 11, 2011, quake was magnitude 9, the strongest quake in Japan on record. The massive tsunami it triggered caused the world’s worst nuclear crisis since Chernobyl a quarter of a century earlier.

Nissan Motor Co said it would suspend work at its engine factory in Fukushima at least until the latest tsunami warning was lifted. A spokesman said there were no injuries or damage at the plant, which was badly damaged in the 2011 disaster.

Separately, Toyota Motor Corp said all its factories in northeastern Japan were operating as usual.

An Iwaki city fire department official said there was smoke or fire at Kureha’s research center in a petrochemical complex in Iwaki city at 6:17 a.m. (2117 GMT Monday) but it was extinguished soon after.  Other details were not clear, he said, but no other major damage had been reported in the city so far.

Japan’s famous Shinkansen bullet trains were halted along one stretch of track and some other train lines were also stopped.

One hotel in Ofunato, also badly hit by the 2011 quake, initially told guests to stay in the facility but later bussed them to higher ground.

Japanese financial markets were little affected, with Nikkei futures recovering after a brief fall and the yen up a touch against the U.S. dollar, although still near a five-month low hit earlier in the session.

‘Utter devastation’ after major quake, aftershocks hit New Zealand

WELLINGTON (Reuters) – A powerful 7.8 magnitude earthquake pummeled central New Zealand early on Monday, killing at least two people, damaging roads and buildings and setting off hundreds of strong aftershocks.

Emergency response teams flew by helicopter to the region at the epicenter of the tremor, which struck just after midnight some 91 km (57 miles) northeast of Christchurch in the South Island, amid reports of injuries and collapsed buildings.

“It’s just utter devastation, I just don’t know … that’s months of work,” New Zealand Prime Minister John Key told Civil Defence Minister Gerry Brownlee after flying over the coastal town of Kaikoura, according to Brownlee’s Twitter account.

He described landslips in the area as “just horrendous”. In a statement seen by Reuters, Key said of the likely damage bill: “You’ve got to believe it’s in the billions of dollars to resolve.”

Powerlines and telecommunications were down, with huge cracks in roads, land slips and other damage to infrastructure making it hard to reach the worst-affected areas.

A tsunami warning that led to mass evacuations after the original quake was downgraded after large swells hit New Zealand’s capital Wellington, in the North Island, and Christchurch.

Wellington was a virtual ghost town with workers ordered to stay away while the city council assessed the risk to buildings, several of which were damaged by the tremor. There were concerns that loose glass and masonry could be dislodged by severe weather hitting the capital, with 140 km per hour (85 mph) winds forecast.

Hundreds of aftershocks, the strongest a 6.2 quake at about 1.45 p.m. local time (0045 GMT), rattled the South Pacific country, fraying nerves in an area where memories of a deadly 2011 quake are still fresh.

Christchurch, the largest city on New Zealand’s ruggedly beautiful South Island, is still recovering from the 6.3 quake in 2011 that killed 185 people.

New Zealand’s Civil Defence declared a state of emergency for the Kaikoura region, centered on a tourist town about 150 km (90 miles) northeast of Christchurch, soon after Monday’s large aftershock.

Kaikoura, a popular spot for whale watching, appeared to have borne the brunt of the quake.

“Our immediate priority is ensuring delivery of clean water, food and other essentials to the residents of Kaikoura and the estimated 1,000 tourists in the town,” Brownlee said.

The Navy’s multi-role vessel HMNZS Canterbury was heading to the area, he said.

Urban Search and Rescue (USAR) said a 20-person rescue team and two sniffer dogs had arrived in the town. A second team was on standby in Christchurch, USAR said in a statement.

Police in the area around Christchurch reported 19 burglaries of homes and commercial properties after the quake as residents headed for higher ground.

“It is extremely disappointing that at a time when people are facing such a traumatic event and communities are coming together to support one another, there are others who are only interested in taking advantage,” Canterbury District Commander Superintendent John Price said in a statement.

TWIN QUAKES

Hours after the quake, officials said a slip dam caused by the quakes that had blocked the Clarence River north of the town had breached, sending a wall of water downstream.

A group of kayakers missing on the river was later reported safe.

New Zealand’s Geonet measured Monday’s first quake at magnitude 7.5, while the U.S. Geological Survey put it at 7.8. The quakes and aftershocks rattled buildings and woke residents across the country, hundreds of kilometers from the epicenter.

Geonet said four faults had ruptured, with one at the coast appearing to have slipped as much as 10 meters (33 feet).

Government research unit GNS Science said the overnight tremor appeared to have been two simultaneous quakes which together lasted more than two minutes.

New Zealand lies in the seismically active “Ring of Fire”, a 40,000 km arc of volcanoes and oceanic trenches that partly encircles the Pacific Ocean. Around 90 percent of the world’s earthquakes occur within this region.

Stock exchange operator NZX Ltd said markets traded normally, although many offices in the capital were closed. The New Zealand dollar initially fell to a one-month low before mostly recovering.

Fonterra, the world’s biggest dairy exporter, said some its farms were without power and would likely have to dump milk.

Prime Minister Key postponed a trip to Argentina, where he had planned to hold a series of trade meetings ahead of the Asia-Pacific Economic Cooperation (APEC) leaders’ summit in Peru this week, as he met disaster officials.

At least one of those killed was found in a house in Kaikoura that “collapsed like a stack of cards”, Kaikoura Hospital’s Dr Christopher Henry told Fairfax media. Two other people were pulled alive from the same building.

New Zealand media reported one of the pilots taking rescuers to the area was Richie McCaw, the recently retired captain of New Zealand’s world champion All Blacks rugby team.

“At one point, the railway was way out over the sea – it had been pushed out by (land) slips. It would not have been a nice place to be at midnight last night,” McCaw told the New Zealand Herald after helping fly the USAR team to Kaikoura.

Washington state ‘grossly’ unprepared for major quake: report

(Reuters) – Washington state is grossly unprepared for a large earthquake and tsunami that may strike in the coming decades, putting it at risk for a humanitarian disaster, the Seattle Times reported on Sunday, citing a draft government report.

Anticipating a poor response to such a disaster, the state’s emergency managers will begin asking residents to stock enough food and other supplies to survive on their own for two weeks, the newspaper said.

The Pacific Northwest region was once thought to be a low risk for a massive earthquake, compared with its coastal neighbor California.

Researchers, however, have come to believe that an 8.0 to 9.0 magnitude temblor has shaken Oregon and Washington every 230 years or so. The last struck about 315 years ago, according to the U.S. Geological Survey, so one is overdue.

To prepare for that possibility, Washington officials organized a four-day exercise called “Cascadia Rising” in June, and the results were laid out in a draft report, the Seattle Times reported.

“The state’s current mindset and approach to disaster response is not suitable to a catastrophic scale incident,” the assessment says, according to a copy the newspaper published online.

The draft report recommends expanding the emergency authority of Washington’s governor and putting in place plans for mass sheltering and feeding, among other steps.

The state Emergency Management Division wants to spend $750,000 a year urging people to have emergency kits that would last up to two weeks, the Seattle Times said.

On the Olympic Peninsula, which is vulnerable to being cut off if roads and bridges are damaged, people may be on their own for twice that long, an official told the newspaper.

“What you have on hand when this occurs is how you’re going to survive,” said Clallam County emergency coordinator Penny Linterman.

Magnitude 6.4 quake strikes Ecuador’s northwest coast, no deaths reported

QUITO (Reuters) – A shallow earthquake with a magnitude of 6.4 struck Ecuador’s northwest coast on Sunday, in the region of April’s deadly quake, the U.S. Geological Survey (USGS) said.

The quake was centered near the town of Esmeraldas, northwest of the capital Quito, at a depth of about 35 km (22 miles), the USGS said.

The Pacific Tsunami Warning Center did not issue a tsunami warning immediately after the quake.

President Rafael Correa said authorities had not received any reports of casualties or material damage.

“We must remain calm,” Correa said during a telephone call to a state-run television station.

“These are normal replicas, though the fear that people feel is understandable – especially the victims of the April 16 quake.”

The tremor was felt in Quito and the coastal business hub of Guayaquil, with residents streaming out of buildings into the streets, according to witnesses.

Calm quickly returned to both cities after residents saw that no damage had been done.

The coastal region has been hit by a series of quakes since the April 7.8 tremor that killed more than 650 people, the nation’s strongest quake in decades.

In May, two successive quakes measuring 6.7 and 6.8 in magnitude killed one person and caused minor damage.

‘Hearts are in pieces’ five years after tsunami hits Japan

RIKUZENTAKATA, Japan (Reuters) – Japan on Friday mourned the thousands who lost their lives in a massive earthquake and tsunami five years ago that turned towns to matchwood and triggered the world’s worst nuclear disaster since Chernobyl in 1986.

The nine-magnitude quake struck offshore on a chilly Friday, sparking huge black waves along a vast swathe of coastline and killing nearly 20,000 people.

The tsunami crippled the Fukushima Dai-ichi nuclear plant, where meltdowns in three reactors spewed radiation over a wide area of the countryside, contaminating water, food and air.

Naoto Kan, the prime minister at the time, has said he feared he would have to evacuate the Japanese capital Tokyo and that Japan’s very existence could have been in peril.

More than 160,000 people were evacuated from nearby towns and some 10 percent still live in temporary housing across Fukushima prefecture. Most have settled outside their hometowns and have begun new lives.

Some areas remain no-go zones due to high radiation. Demonstrators in front of plant operator Tokyo Electric Power Co (Tepco) bore signs saying, “Give me back my hometown!”

At cemeteries along the devastated coastline, in front of buildings hollowed out by the wave, and on beaches, families gathered to offer flowers and incense, bowing their heads and wiping away tears.

Flags at central government buildings were at half-mast, some draped in black.

In coastal Rikuzentakata, which was flattened by a wave as much as 56 feet high and lost seven percent of its population along with its entire downtown, pain remains strong.

“The reality is that we still feel the scars here, and there are still many struggling to restart their lives,” said 65-year-old Yashichi Yanashita, a retired city hall official. The four-story city hall was inundated by the wave.

A MOMENT OF SILENCE

At 2:46 p.m., the moment the quake hit, bells rang out in downtown Tokyo and people around the nation bowed their heads in a moment of silence. All the trains on Tokyo’s vast underground paused for a minute.

Prime Minister Shinzo Abe and Emperor Akihito bowed in front of a stage laden with white and yellow flowers in a Tokyo ceremony attended by 1,200 people, including survivors from the stricken area.

“Father, that day, I called your mobile phone so many times, but you didn’t answer … ” said Masakiyo Kimura, who lost his parents to the wave in the city of Onagawa.

“Our house was completely torn from its foundation. Nothing remained except for the pair of matching teacups father and mother used, lying on top of each other.”

Billions of dollars in government spending have helped stricken communities rise from the ruins, including elevating the earth to protect them from future waves and cleaning radiation-contaminated land, but much remains to be done for thousands still languishing in barracks-like temporary housing.

“I get the feeling that the number of people who don’t know what to do, who aren’t even trying, is increasing,” said Kazuo Sato, a former fisherman from Rikuzentakata. “Their hearts are in pieces.”

RECONSTRUCTION CONTINUES

Government spending on reconstruction is set to dip from the start of the new fiscal year in April. But Abe pledged continued support.

“Many people are still leading uncomfortable lives in the affected areas. There are many who cannot return to their beloved homes because of the accident at the nuclear power plant,” he said at the ceremony.

“We commit ourselves to … providing care for their minds and bodies, forming new local communities and supporting industrial development of the affected areas.”

Full recovery will take still longer.

“Infrastructure is recovering, hearts are not. I thought time would take care of things,” said Eiki Kumagai, a Rikuzentakata volunteer fireman who lost 51 colleagues, many killed as they guided others to safety.

“I keep seeing the faces of those who died… There’s so much regret, I can’t express it.”

Fukushima’s ground zero: No place for man or robot

(Reuters) – The robots sent in to find highly radioactive fuel at Fukushima’s nuclear reactors have “died”; a subterranean “ice wall” around the crippled plant meant to stop groundwater from becoming contaminated has yet to be finished. And authorities still don’t know how to dispose of highly radioactive water stored in an ever mounting number of tanks around the site.

Five years ago, one of the worst earthquakes in history triggered a 10-metre high tsunami that crashed into the Fukushima Daiichi nuclear power station causing multiple meltdowns. Nearly 19,000 people were killed or left missing and 160,000 lost their homes and livelihoods.

Today, the radiation at the Fukushima plant is still so powerful it has proven impossible to get into its bowels to find and remove the extremely dangerous blobs of melted fuel rods.

The plant’s operator, Tokyo Electric Power Co (Tepco), has made some progress, such as removing hundreds of spent fuel roads in one damaged building. But the technology needed to establish the location of the melted fuel rods in the other three reactors at the plant has not been developed.

“It is extremely difficult to access the inside of the nuclear plant,” Naohiro Masuda, Tepco’s head of decommissioning said in an interview. “The biggest obstacle is the radiation.”

The fuel rods melted through their containment vessels in the reactors, and no one knows exactly where they are now. This part of the plant is so dangerous to humans, Tepco has been developing robots, which can swim under water and negotiate obstacles in damaged tunnels and piping to search for the melted fuel rods.

But as soon as they get close to the reactors, the radiation destroys their wiring and renders them useless, causing long delays, Masuda said.

Each robot has to be custom-built for each building.“It takes two years to develop a single-function robot,” Masuda said.

IRRADIATED WATER

Tepco, which was fiercely criticized for its handling of the disaster, says conditions at the Fukushima power station, site of the worst nuclear disaster since Chernobyl in Ukraine 30 years ago, have improved dramatically. Radiation levels in many places at the site are now as low as those in Tokyo.

More than 8,000 workers are at the plant at any one time, according to officials on a recent tour. Traffic is constant as they spread across the site, removing debris, building storage tanks, laying piping and preparing to dismantle parts of the plant.

Much of the work involves pumping a steady torrent of water into the wrecked and highly radiated reactors to cool them down. Afterward, the radiated water is then pumped out of the plant and stored in tanks that are proliferating around the site.

What to do with the nearly million tonnes of radioactive water is one of the biggest challenges, said Akira Ono, the site manager. Ono said he is “deeply worried” the storage tanks will leak radioactive water in the sea – as they have done several times before – prompting strong criticism for the government.

The utility has so far failed to get the backing of local fishermen to release water it has treated into the ocean.

Ono estimates that Tepco has completed around 10 percent of the work to clear the site up – the decommissioning process could take 30 to 40 years. But until the company locates the fuel, it won’t be able to assess progress and final costs, experts say.

The much touted use of X-ray like muon rays has yielded little information about the location of the melted fuel and the last robot inserted into one of the reactors sent only grainy images before breaking down.

ICE WALL

Tepco is building the world’s biggest ice wall to keep  groundwater from flowing into the basements of the damaged reactors and getting contaminated.

First suggested in 2013 and strongly backed by the government, the wall was completed in February, after months of delays and questions surrounding its effectiveness. Later this year, Tepco plans to pump water into the wall – which looks a bit like the piping behind a refrigerator – to start the freezing process.

Stopping the ground water intrusion into the plant is critical, said Arnie Gunderson, a former nuclear engineer.

“The reactors continue to bleed radiation into the ground water and thence into the Pacific Ocean,” Gunderson said. “When Tepco finally stops the groundwater, that will be the end of the beginning.”

While he would not rule out the possibility that small amounts of radiation are reaching the ocean, Masuda, the head of decommissioning, said the leaks have ended after the company built a wall along the shoreline near the reactors whose depth goes to below the seabed.

“I am not about to say that it is absolutely zero, but because of this wall the amount of release has dramatically dropped,” he said.
