In first under Trump, U.S. warship challenges Beijing’s claims in South China Sea

WASHINGTON (Reuters) – A U.S. Navy warship sailed within 12 nautical miles of an artificial island built up by China in the South China Sea, U.S. officials said on Wednesday, the first such challenge to Beijing in the strategic waterway since U.S. President Donald Trump took office.

The officials, speaking on condition of anonymity, said the USS Dewey traveled close to the Mischief Reef in the Spratly Islands, among a string of islets, reefs and shoals over which China has territorial disputes with its neighbors.

China said its warships had warned the U.S. ship and it lodged “stern representations” with the United States. China said it remained resolutely opposed to so-called freedom of navigation operations.

The U.S. patrol, the first of its kind since October, marked the latest attempt to counter what Washington sees as Beijing’s efforts to limit freedom of navigation in the strategic waters, and comes as Trump is seeking China’s cooperation to rein in ally North Korea’s nuclear and missile programs.

Territorial waters are generally defined by U.N. convention as extending at most 12 nautical miles from a state’s coastline.

One U.S. official said it was the first operation near a land feature which was included in a ruling last year against China by an international arbitration court in The Hague. The court invalidated China’s claim to sovereignty over large swathes of the South China Sea.

The United States has criticized China’s construction of islands and build-up of military facilities in the sea, and is concerned they could be used to restrict free movement.

U.S. allies and partners in the region had grown anxious as the Trump administration held off on carrying out South China Sea operations during its first few months in office.

Last month, top U.S. commander in the Asia-Pacific region, Admiral Harry Harris, said the United States would likely carry out freedom of navigation operations in the South China Sea soon.

Still, the U.S. military has a long-standing position that the operations are carried out throughout the world, including in areas claimed by allies, and they are separate from political considerations.

“We operate in the Asia-Pacific region on a daily basis, including in the South China Sea. We operate in accordance with international law,” Pentagon spokesman Captain Jeff Davis said in a statement.

The Pentagon gave no details of the latest mission.

‘ERRANT WAYS’

Chinese defense ministry spokesman Ren Guoqiang told a monthly briefing two Chinese guided-missile warships had warned the U.S. vessel to leave the waters, and China had complained to the United States.

“The U.S. side’s errant ways have caused damage to the improving situation in the South China Sea, and are not conducive to peace and stability,” Ren said.

Ren was referring to a recent of easing of tension between China and other claimants, in particular the Philippines.

China’s extensive claims to the South China Sea, which sees about $5 trillion in ship-borne trade pass every year, are challenged by Brunei, Malaysia, the Philippines, and Vietnam, as well as Taiwan.

Chinese Foreign Ministry spokesman Lu Kang said such patrols were “very likely to cause unexpected sea and air accidents”.

Under the previous U.S. administration, the Navy conducted several such voyages through the South China Sea. The last operation was approved by then-President Barack Obama.

The latest U.S. patrol is likely to exacerbate U.S.-China tensions that had eased since Trump hosted Chinese President Xi Jinping for a summit in Florida resort last month.

Trump lambasted China during the 2016 presidential campaign, accusing it of stealing U.S. jobs with unfair trade policies, manipulating its currency and militarizing parts of the South China Sea.

In December, after winning office, he upended protocol by taking a call from the president of self-ruled Taiwan, which China regards as its own sacred territory.

But since meeting Xi, Trump has praised him for efforts to restrain North Korea, though it has persisted with ballistic missile tests.

U.S.-based South China Sea expert Greg Poling of the Center for Strategic and International Studies, said the operation was the first conducted by the United States close to an artificial feature built by China not entitled to a territorial sea under international law.

Previous freedom of navigation operations have gone within 12 nautical miles of Subi and Fiery Cross reefs, two other features in the Spratlys built up by China, but both of those features are entitled to a territorial sea.

Mischief Reef was not entitled to a territorial sea as it was underwater at high tide before it was built up by China and was not close enough to another feature entitled to such a territorial sea, said Poling.

He said the key question was whether the U.S. warship had engaged in a real challenge to the Chinese claims by turning on radar or launching a helicopter or boat – actions not permitted in a territorial sea under international law.

Otherwise, critics say, the operation would have resembled what is known as “innocent passage” and could have reinforced rather than challenged China’s claim to a territorial limit around the reef.

Trump-backed Navy expansion would boost costs some $400 billion over 30 years: study

WASHINGTON (Reuters) – Expanding the U.S. Navy to 355 ships as recommended by military leaders and backed by President Donald Trump would cost some $400 billion more over the next 30 years than the currently planned 308-ship fleet, according to a study released on Monday.

The annual cost to build, crew and operate a 355-ship fleet would be about $102 billion, or 13 percent more than the $90 billion needed for the currently planned Navy, according to the study by the nonpartisan Congressional Budget Office.

The $102 billion cost of the 355-ship fleet is 33 percent more than Congress appropriated in 2016 for the current 275-ship Navy, the CBO said.

To achieve the larger force, the Navy would need $26.6 billion annually for ship construction, which is 60 percent more than the average amount that Congress has appropriated for shipbuilding in the past 30 years, the CBO study said.

The Navy’s 2017 shipbuilding plan called for boosting the size of the fleet to 308 ships, which was expected to cost $21.2 billion per year to implement over 30 years.

With Trump pressing for an expansion of the fleet to 350 ships during the presidential campaign last year, the Navy released a new force structure assessment in December seeking a 355-ship Navy.

Taking into consideration older ships being retired, creating a 355-ship fleet would require the Navy to buy about 329 new ships over 30 years, compared with 254 under its previous plan for a 308-ship fleet, the CBO study found. The Navy would have to buy about 12 ships per year under the larger fleet plan, versus about eight per year under the earlier plan.

The larger fleet would require more civilian and uniformed personnel and more aircraft, pushing up overall operating costs, the CBO said.

The increase in shipbuilding would force all seven U.S. shipyards to expand their work forces and improve their infrastructure in order to meet the demand for vessels, the CBO said. The greatest challenge would be building submarines to meet the force structure requirements, the report said.

The study said the earliest the Navy could achieve a 355-ship fleet would be the year 2035, or 18 years from now.

Philippines checks report of ‘harassment’ near China-controlled reef

MANILA (Reuters) – The Philippines has ordered an inquiry into reports that “foreign vessels” near China’s manmade islands harassed Filipino fishermen in the disputed South China Sea, the military chief said on Thursday.

In an interview with reporters, General Eduardo Ano said the armed forces had received sketchy reports of a group of Filipinos being driven away from Union Bank in the Spratlys, near Gaven Reef, on which China has built an island.

A Philippines television channel had earlier reported the fishermen had been fired upon, but the military, in a statement, described the events as “alleged harassment”.

China claims sovereignty over almost the entire South China Sea, through which about $5 trillion worth of goods pass annually. Malaysia, the Philippines, Taiwan and Vietnam also have claims, and occupy some islets and reefs in the Spratly archipelago.

Philippine authorities are trying to locate the fishermen, believed to have returned to land, who have been encouraged to report to police or coastguard officials.

China’s foreign ministry did not immediately respond to a request for comment on whether it was aware of the incident or if the foreign ships in question were Chinese.

Reports of altercations between the Philippines and China have been rare since President Rodrigo Duterte took office last year and sought to patch up differences between the two countries and encourage business ties. He frequently heaps praise on China President Xi Jinping.

Duterte has refrained from criticizing China’s activities in the South China Sea and tends to blame the United States for letting the problem escalate, by failing to stop Beijing from building and arming its artificial islands.

In what appeared to be an olive branch to the Philippines, China’s coastguard in October started allowing Filipino fishermen to return and fish at the strategic Scarborough Shoal, which Beijing seized in June 2012. Chinese in the past have fired water cannon at vessels of other countries in the area.

Reuters journalists visited the coral atoll this month and saw a substantially larger Chinese coastguard and fishing presence than usual, although it was allowing Filipinos to fish inside the shoal for the first time since the blockade.

BEIRUT (Reuters) – A U.S. Navy ship changed course toward Iranian Revolutionary Guard vessels in the Strait of Hormuz on Saturday, a guard commander was quoted as saying on Wednesday while issuing a warning.

A U.S. official told Reuters on Monday that multiple fast-attack vessels from the Revolutionary Guard had come within 600 yards (550 meters) of the USNS Invincible, a tracking ship, forcing it to change direction.

But guard commander Mehdi Hashemi said the incident, the first of note between the countries’ navies in those waters since January, was the fault of the U.S. ship, telling the Fars news agency: “The unprofessional actions of the Americans can have irreversible consequences,”

Years of mutual animosity eased when Washington lifted sanctions on Tehran last year after a deal to curb Iran’s nuclear ambitions. But major differences remain over Iran’s ballistic missile program and conflicts in Syria and Iraq.

Iranian president Hassan Rouhani, without referring to the Hormuz incident, also gave a warning on Wednesday.

“If Iran’s ignorant enemies think about invading Iran they should know that our armed forces are much stronger than 1980 when Iraq attacked,” he said in a speech broadcast live on state TV.

While still a U.S. presidential candidate in September, Donald Trump vowed that any Iranian vessels that harassed the U.S. Navy in the Gulf would be “shot out of the water.”

Trump’s administration said on Tuesday it would show “great strictness” over restrictions on Iran’s activities under the nuclear deal with major powers, but gave little indication of what that might mean.

The last serious naval incident was in January when a U.S. destroyer fired three warning shots at four Iranian fast-attack vessels near the Strait after they closed in at high speed and disregarded repeated requests to slow down.

Pentagon spokesman Captain Jeff Davis said in Washington on Monday that dangerous interactions were of concern because they could lead to a “miscalculation or an accidental provocation.”

“We actually had seen quite an improvement in Iran’s behavior until recently,” he said.

ABOARD THE USS CARL VINSON, South China Sea (Reuters) – The flight deck of the USS Carl Vinson shakes as a succession of F-18 fighter jets are catapulted into take-off, emitting a thunderous noise and leaving white mist in their wake.

Crewmen aboard the aircraft carrier scramble to prepare for the next arrival in a frenetic cycle of take-offs and landings involving dozens of aircraft, a dramatic display of American power in the hotly contested South China Sea.

The USS Carl Vinson led a carrier strike group on Friday in waters some 400 nautical miles east of China’s Hainan Island and northeast of the Paracels, the island chain occupied by Beijing since it seized control from Vietnam in the 1970s.

China claims most of the South China Sea through which about $5 trillion in ship-borne trade passes every year. Neighbors Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims.

China’s growing military presence in the waters has fueled concern in the West, with the United States criticizing its militarization of maritime outposts and holding regular air and naval patrols to ensure freedom of navigation.

Tension between the United States and China over trade and territory under U.S. President Donald Trump has been stepped up of late, with fear in the region that the South China Sea, vital to global trade, could become a battleground between the two rival powers.

Some 30 fighter jets, helicopters and other aircraft took to the sky on Friday and crew in color-coded uniform raced to service them, check their instruments and fit weapons. An overpowering smell of aircraft fuel lingered in the air.

At any given time, between eight and 25 aircraft are in the air, day and night, with 15-20 on standby.

USS Carl Vinson has been on patrol since Feb. 19 in the South China Sea, amid some confusion about U.S. staying power in the region under a Trump administration with policies skewed heavily towards a domestic agenda.

Comments so far by Washington have caused alarm, most notably those by Secretary of State Rex Tillerson, who suggested during his Senate hearing that China be blocked from accessing the islands it has built and fortified with surface-to-air missiles.

Rear Admiral James Kilby, the strike group commander, said the patrol was not a show of power, but a demonstration of U.S. commitment to the Asia-Pacific.

“We wanted to reassure our friends and allies and our belief in the freedom of navigation and security operations that we always conducted,” he reporters flown out to the carrier on Friday.

“We have operated in the past, and we will continue to operate in the future. We continued to demonstrate that the international waters are waters where everyone can sail.”

TESTING THE WATERS

Under former President Barack Obama’s pivot to Asia, Washington sought to challenge China’s growing assertiveness through FONOPS, or Freedom of Navigation Operations, which routinely riled Beijing, particularly those close to its seven artificial islands.

Some critics say the FONOPS have been both provocative and fruitless, having failed to deter China from building up what it considers legitimate defenses.

A top Chinese official last year warned that FONOPS could “end in disaster”.

Friday’s exercise was far from the disputed areas of the waterway, rich fishing grounds which contain largely unexplored oil and gas deposits. Kilby there were “contacts” with merchant, fishing and military vessels in the past two weeks, though no “incidents”. He did not elaborate.

China has been guarded in its response to the latest U.S. mission, which started one day after Beijing finished its own aircraft carrier exercises.

It said it respected freedom of navigation and hoped the United States could “contribute positive energy towards this good situation”.

The crew aboard Carl Vinson will spend five months in Asia.

During Friday’s drills, one fighter missed its landing, or “recovery”, and was made to repeat the exercise, circling the vast ship before making a perfect landing.

Captain Douglas Verissimo, the skipper of Vinson, said the exercises included rigorous checks. Aircraft were simulating combat and bombing runs, performing over and over until flaws were ironed out.

“Every time they land, there’s someone grading them,” he said.

China warns U.S. against fresh naval patrols in South China Sea

BEIJING (Reuters) – China’s Foreign Ministry on Wednesday warned Washington against challenging its sovereignty, responding to reports the United States was planning fresh naval patrols in the disputed South China Sea.

On Sunday, the Navy Times reported that U.S. Navy and Pacific Command leaders were considering freedom of navigation patrols in the busy waterway by the San Diego-based Carl Vinson carrier strike group, citing unnamed defense officials.

Chinese Foreign Ministry spokesman Geng Shuang said tension in the South China Sea had stabilized due to the hard work between China and Southeast Asia countries, and urged foreign nations including the U.S. to respect this.

“We urge the U.S. not to take any actions that challenge China’s sovereignty and security,” Geng told a regular news briefing on Wednesday.

The United States last conducted a freedom of navigation operation in the area in October, when it sailed the guided-missile destroyer USS Decatur near the Paracel Islands and within waters claimed by China.

Dave Bennett, a spokesman for Carrier Strike Group One, said it did not discuss future operations of its units.

“The Carl Vinson Strike Group is on a regularly scheduled Western Pacific deployment as part of the U.S. Pacific Fleet-led initiative to extend the command and control functions of the U.S. 3rd Fleet,” he said.

“U.S. Navy aircraft carrier strike groups have patrolled the Indo-Asia-Pacific regularly and routinely for more than 70 years,” he said.

China lays claim to almost all of the resource-rich South China Sea, through which about $5 trillion worth of trade passes each year.

Brunei, Malaysia, the Philippines, Taiwan and Vietnam also claim parts of the waters that command strategic sea lanes and have rich fishing grounds, along with oil and gas deposits.

The United States has criticized Beijing’s construction of man-made islands and build-up of military facilities in the sea, and expressed concern they could be used to restrict free movement.

U.S., China military planes come inadvertently close over South China Sea

WASHINGTON (Reuters) – A U.S. Navy P-3 plane and a Chinese military aircraft came close to each other over the South China Sea in an incident the Navy believes was inadvertent, a U.S. official told Reuters on Thursday.

The official, speaking on condition of anonymity, said the aircraft came within 1,000 feet (305 meters) of each other on Wednesday in the vicinity of the Scarborough Shoal, between the Philippines and the Chinese mainland.

The official added that such incidents involving Chinese and American aircraft are infrequent, with only two having taken place in 2016.

The U.S. aircraft was “on a routine mission operating in accordance with international law,” U.S. Pacific Command told Reuters in a statement.

“On Feb. 8, an interaction characterized by U.S. Pacific Command as ‘unsafe’ occurred in international air space above the South China Sea, between a Chinese KJ-200 aircraft and a U.S. Navy P-3C aircraft,” it said.

The KJ-200 is a propeller airborne early warning and control aircraft based originally on the old Soviet-designed An-12.

“The Department of Defense and U.S. Pacific Command are always concerned about unsafe interactions with Chinese military forces,” Pacific Command added.

“We will address the issue in appropriate diplomatic and military channels.”

In Beijing, China’s defense ministry told state media the Chinese pilot responded with “legal and professional measures”.

“We hope the U.S. side keeps in mind the present condition of relations between the two countries and militaries, adopts practical measures, and eliminates the origin of air and sea mishaps between the two countries,” the Global Times cited an unnamed defense ministry official as saying.

Separately, China’s Defense Ministry said in a statement on Friday three ships had left port for drills taking in the South China Sea, eastern Indian Ocean and Western Pacific.

China’s blockade of Scarborough Shoal, a prime fishing spot, prompted the previous Philippine government to file a legal case in 2013 at the Permanent Court of Arbitration in the Hague, infuriating Beijing, which refused to take part.

While the court last year largely rejected China’s claims, new Philippine president Rodrigo Duterte has sought to mend ties with Beijing and the situation around the shoal has largely calmed down.

China is deeply suspicious of any U.S. military activity in the resource-rich South China Sea.

In December, a Chinese naval vessel picked up a U.S. underwater drone in the South China Sea near the Philippines, triggering a U.S. diplomatic protest. China later returned it.

The United States has previously criticized what it called China’s militarization of its maritime outposts in the South China Sea, and stressed the need for freedom of navigation with periodic air and naval patrols nearby, angering Beijing.

U.S. says Navy ship fired warning shots at Iranian vessels

WASHINGTON (Reuters) – A U.S. Navy destroyer fired three warning shots at four Iranian fast-attack vessels after they closed in at a high rate of speed near the Strait of Hormuz, two U.S. defense officials told Reuters on Monday.

The incident, which occurred Sunday and was first reported by Reuters, comes as U.S. President-elect Donald Trump prepares to take office on Jan. 20. In September, Trump vowed that any Iranian vessels that harass the U.S. Navy in the Gulf would be “shot out of the water.”

The officials, speaking on the condition of anonymity, said the USS Mahan established radio communication with the Islamic Revolutionary Guard Corps boats but they did not respond to requests to slow down and continued asking the Mahan questions.

The Navy destroyer fired warning flares and a U.S. Navy helicopter also dropped a smoke float before the warning shots were fired.

The Iranian vessels came within 900 yards (800 meters) of the Mahan, which was escorting two other U.S. military ships, they said.

The IRGC and Trump transition team were not immediately available for comment.

Years of mutual animosity eased when Washington lifted sanctions on Tehran last year after a deal to curb Iran’s nuclear ambitions. But serious differences still remain over Iran’s ballistic missile program as well as conflicts in Syria and Iraq.

One official said similar incidents occur occasionally.

Most recently in August, another U.S. Navy ship fired warning shots towards an Iranian fast-attack craft that approached two U.S. ships.

In January 2016, Iran freed 10 U.S. sailors after briefly detaining them in the Gulf.

The official added that the warning shots fired on Sunday were just one of seven interactions the Mahan had with Iranian vessels over the weekend, but the others were judged to be safe.

China armed forces warn Japan against South China sea patrols

BEIJING, Sept 29 (Reuters) – Japan is “playing with fire” with plans to step up activity in the contested South China Sea through joint training patrols with the United States, China’s Defence Ministry said on Thursday, warning it would not sit watching from the sidelines.

China claims virtually the entire South China Sea and has repeatedly denounced what it views as interference there by the United States and its ally, Japan.

Japan is strengthening its ties in the region, in particular with the Philippines and Vietnam, which contest China’s claims to parts of the sea, and it aims to help build the capacity of coastal states in the busy waterway, its defence minister said this month during a visit to Washington.

Chinese Defence Ministry spokesman Yang Yujun, asked about Japan’s plans, said it had constantly been trying to stir things up in the South China Sea for its own purposes.

“We must solemnly tell Japan this is a miscalculation. If Japan wants to have joint patrols or drills in waters under Chinese jurisdiction this really is playing with fire,” Yang told a monthly news briefing.

“China’s military will not sit idly by,” he added, without elaborating.

Ties between Asia’s two largest economies have long been overshadowed by arguments over their painful wartime history and a territorial spat in the East China Sea, among other issues.

Ships carrying about $5 trillion in trade pass through the South China Sea every year.

Brunei, Malaysia and Taiwan also have claims in the sea, which is also believed to be rich in energy resources and fish stocks.

In July, an arbitration court in the Hague said China’s claims to the waterway were invalid, after a case was brought by the Philippines. China has refused to recognise the ruling.

Boat migrant rescues surge as calm seas return to Mediterranean

ABOARD THE TOPAZ RESPONDER (Reuters) – Ships manned by humanitarian organizations, the Italian navy and coast guard helped rescue about 4,500 boat migrants on Thursday as calm seas returned to the Mediterranean, prompting a surge in departures from North Africa.

Rescue operations were continuing, an Italian coast guard spokesman said. The corpse of a woman was taken from a large rubber boat, and the migrants were collected from a total of about 40 different vessels, he said.

The Topaz Responder, a ship run by the Malta-based humanitarian group Migrant Offshore Aid Station (MOAS), said earlier in the day that around two dozen migrant boats had been spotted in the sea about 20 nautical miles from the Libyan port city of Sabratha.

Libya’s navy intercepted about 1,000 migrants on board eight rubber boats off Sabratha on Thursday morning, spokesman Ayoub Qassem said. He said the migrants were from Arab as well as sub-Saharan African countries.

“The mass movement is probably the result of week-long, unfavorable weather conditions” that have come to an end, MOAS said on Twitter.

The Topaz Responder picked up 382 sub-Saharan African migrants from three different large rubber boats. The Bourbon Argos, a ship run by humanitarian group Doctors without Borders, plucked 1,139 migrants from 10 boats, and two other humanitarian vessels picked up 156 more.

The Italian navy said it had rescued 515 from two dinghies, German humanitarian group Sea-Watch said it had 100 on board, and the Italian coast guard, which coordinates rescue operations, said it had deployed several boats.

An agreement between Turkey and the EU to stop migrant departures for the Greek islands has reduced boat arrivals by 98 percent during the first five months of the year from the same period of 2015, the International Organization for Migration (IOM) said.

But arrivals in Italy continue at about the same clip as last year, and the deadly central Mediterranean route has already claimed 2,438 lives, IOM said.

Italy has been on the front line of Europe’s worst immigration crisis since World War Two and now in its third year. More than 320,000 boat migrants came to Italy from North Africa in 2014-15.

As of Wednesday, 56,328 boat migrants had been brought to Italy in 2016, a 5.5 percent decrease on the same period of last year, according to the Interior Ministry.

Nigerians, Eritreans and Gambians were the top three migrant nationalities this year, the ministry said, and more than 125,000 are now living in Italian shelters.
