Russia, China sow disinformation to undermine trust in Western vaccines, EU report says

BRUSSELS (Reuters) – Russian and Chinese media are systematically seeking to sow mistrust in Western COVID-19 vaccines in their latest disinformation campaigns aimed at dividing the West, a European Union report said on Wednesday.

From December to April, the two countries’ state media outlets pushed fake news online in multiple languages sensationalizing vaccine safety concerns, making unfounded links between jabs and deaths in Europe and promoting Russian and Chinese vaccines as superior, the EU study said.

The Kremlin and Beijing deny all disinformation allegations by the EU, which produces regular reports and seeks to work with Google, Facebook, Twitter and Microsoft to limit the spread of fake news.

Russian and Chinese vaccine diplomacy “follows a zero-sum game logic and is combined with disinformation and manipulation efforts to undermine trust in Western-made vaccines,” said the EU study released by the bloc’s disinformation unit, part of its EEAS foreign policy arm.

“Both Russia and China are using state-controlled media, networks of proxy media outlets and social media, including official diplomatic social media accounts, to achieve these goals,” the report said, citing 100 Russian examples this year.

The EU and NATO regularly accuse Russia of covert action, including disinformation, to try to destabilize the West by exploiting divisions in society.

Vaccine supply issues with AstraZeneca, as well as very rare side effects with Astra and the Johnson & Johnson vaccines have been seized upon, the report said.

“Both Chinese official channels and pro-Kremlin media have amplified content on alleged side-effects of the Western vaccines, misrepresenting and sensationalizing international media reports and associating deaths to the Pfizer/BioNTech vaccine in Norway, Spain and elsewhere,” the report said.

“VACCINE CHAOS”

Russia denies any such tactics and President Vladimir Putin has accused foreign foes of targeting Russia by spreading fake news about coronavirus.

Last year, China sought to block an EU report alleging that Beijing was spreading disinformation about the coronavirus outbreak, according to a Reuters investigation.

While the EU has not vaccinated its 450 million citizens as fast as Britain, which is no longer a member of the bloc, shots are now gaining speed, led by U.S. drugmaker Pfizer’s shots and its German partner BioNTech.

But Russian media reported that “Brexit saved the UK from the ‘vaccine chaos’ engulfing the EU,” the EU said. “Such narratives indicate an effort to sow division within the EU,” it added.

In the report, released online, the EU said Russia’s official Sputnik V Twitter account sought to undermine public trust in the European Medicines Agency.

China meanwhile promoted its vaccines as a “global public good” and “presenting them as more suitable for developing countries and also the Western Balkans,” the report found. Western Balkan countries are seen as future EU members.

‘You are no longer my mother’: How the election is dividing American families

LOS ANGELES (Reuters) – When lifelong Democrat Mayra Gomez told her 21-year-old son five months ago that she was voting for Donald Trump in Tuesday’s presidential election, he cut her out of his life.

“He specifically told me, ‘You are no longer my mother, because you are voting for Trump’,” Gomez, 41, a personal care worker in Milwaukee, told Reuters. Their last conversation was so bitter that she is not sure they can reconcile, even if Trump loses his re-election bid.

“The damage is done. In people’s minds, Trump is a monster. It’s sad. There are people not talking to me anymore, and I’m not sure that will change,” said Gomez, who is a fan of Trump’s crackdown on illegal immigrants and handling of the economy.

Gomez is not alone in thinking the bitter splits within families and among friends over Trump’s tumultuous presidency will be difficult, if not impossible, to repair, even after he leaves office – whenever that is.

In interviews with 10 voters – five Trump supporters and five backing Democratic candidate Joe Biden – few could see the wrecked personal relationships caused by Trump’s tenure fully healing, and most believed them destroyed forever.

Throughout his nearly four-year norm-smashing presidency Trump has stirred strong emotions among both supporters and opponents. Many of his backers admire his moves to overhaul immigration, his appointment of conservative judges, his willingness to throw convention to the wind and his harsh rhetoric, which they call straight talk.

Democrats and other critics see the former real estate developer and reality show personality as a threat to American democracy, a serial liar and a racist who mismanaged the novel coronavirus pandemic that has killed more than 230,000 people in the United States so far. Trump dismisses those characterizations as “fake news.”

Now, with Trump trailing Biden in opinion polls, people are beginning to ask whether the fractures caused by one of the most polarizing presidencies in U.S. history could be healed if Trump loses the election.

“Unfortunately, I don’t think national healing is as easy as changing the president,” said Jaime Saal, a psychotherapist at the Rochester Center for Behavioral Medicine in Rochester Hills, Michigan.

“It takes time and it takes effort, and it takes both parties – no pun intended – being willing to let go and move forward,” she said.

Saal said tensions in people’s personal relationships have spiked given the political, health and social dynamics facing the United States. Most often she sees clients who have political rifts with siblings, parents or in-laws, as opposed to spouses.

NEIGHBOR VS NEIGHBOR

Trump’s election in 2016 divided families, tore up friendships and turned neighbor against neighbor. Many have turned to Facebook and Twitter to deliver no-holds-barred posts bashing both Trump and his many critics, while the president’s own freewheeling tweets have also inflamed tensions.

A September report by the non-partisan Pew Research Center found that nearly 80% of Trump and Biden supporters said they had few or no friends who supported the other candidate.

A study by the Gallup polling organization in January found that Trump’s third year in office set a new record for party polarization. While 89% of Republicans approved of Trump’s performance in office in 2019, only 7% of Democrats thought he was doing a good job.

Gayle McCormick, 77, who separated from her husband William, 81, after he voted for Trump in 2016, said, “I think the legacy of Trump is going to take a long time to recover from.”

The two still spend time together, although she is now based in Vancouver, he in Alaska. Two of her grandchildren no longer speak to her because of her support for Democrat Hillary Clinton four years ago. She has also become estranged from other relatives and friends who are Trump supporters.

She is not sure those rifts with friends and family will ever mend, because each believes the other to have a totally alien value system.

Democratic voter Rosanna Guadagno, 49, said her brother disowned her after she refused to support Trump four years ago. Last year her mother suffered a stroke, but her brother – who lived in the same California city as her mother – did not let her know when their mother died six months later. She was told the news after three days in an email from her sister-in-law.

“I was excluded from everything that had to do with her death, and it was devastating,” said Guadagno, a social psychologist who works at Stanford University, California.

Whoever wins the election, Guadagno is pessimistic that she can reconcile with her brother, although she says she still loves him.

UNCERTAIN POST-TRUMP WORLD

Sarah Guth, 39, a Spanish interpreter from Denver, Colorado, said she has cut several Trump-supporting friends out of her life. She could not reconcile herself to their support for issues such as separating immigrant children from parents at the southern border, or for Trump himself after he was caught on tape bragging about groping women.

Guth and her Trump-voting father did not speak to each other for several months after the 2016 election. The two now do speak, but avoid politics.

Guth says some of her friends cannot accept her support for a candidate – Joe Biden – who is pro-choice on the question of abortion.

“We had such fundamental disagreements about such basic stuff. It showed both sides that we really don’t have anything in common. I don’t believe that will change in the post-Trump era.”

Fervent Trump supporter Dave Wallace, 65, a retired oil industry sales manager in West Chester, Pennsylvania, is more optimistic about feuding families in a post-Trump world.

Wallace says his support for Trump has caused tensions with his son and daughter-in-law.

“The hatred for Trump among Democrats, it’s just amazing to me,” Wallace said. “I think it’s just Trump, the way he makes people feel. I do think the angst will decrease when we’re back to a normal politician who doesn’t piss people off.”

Jay J. Van Bavel, a professor of psychology and neural science at New York University, said this “political sectarianism” has become not only tribal, but moral.

“Because Trump has been one of the most polarizing figures in American history around core values and issues, people are unwilling to compromise and that is not something you can make go away,” Van Bavel said.

Jacquelyn Hammond, 47, a bartender in Asheville, North Carolina, no longer speaks to her Trump-supporting mother Carol, and is also discouraging her son from speaking to her.

She said she would like to heal the relationship, but believes that will be difficult, even if Trump loses the election.

“Trump is like the catalyst of an earthquake that just divided two continents of thought. Once the Earth divides like that, there’s no going back. This is a marked time in our history where people had to jump from one side to the other. And depending on what side you choose, that is going to be the trajectory for the rest of your life,” she said.

Hammond said she first realized her relationship with her mother was in trouble shortly after the 2016 election when she defended Clinton while driving with her mother.

“She stopped the car and told me not to disrespect her politics. And if I don’t want to respect her politics, I can get out of the car.”

Bonnie Coughlin, 65, has voted mostly Republican all her life, except in 2016 when she backed a third party candidate. This time she is all in for Biden, even holding a small rally for him on the side of a highway near Gilbertsville, Pennsylvania.

Raised in a Republican, religiously conservative family in Missouri, she says her relationships with her sister, father and some cousins – all ardent Trump supporters – have soured.

Coughlin says she still loves them, but “I look at them differently. It’s because they have willingly embraced someone who is so heartless and just shows no empathy to anyone in any circumstances.”

She added: “And if Biden wins, I don’t think they will go quietly into the night and accept it.”

Don’t let impact of coronavirus breed hate, urges EU human rights agency

BARCELONA (Thomson Reuters Foundation) – The global outbreak of coronavirus will impinge on people’s freedom and other human rights but steps must be taken to stop “unacceptable behaviour” including discrimination and racial attacks, said the head of a European human rights watchdog.

Michael O’Flaherty, director of the European Union Agency for Fundamental Rights, said he was shocked when a waiter told him the best way to tackle coronavirus would be to stop migrants coming into his country because they have poor hygiene.

He noted other media reports of people being beaten up in the street for looking Chinese and others stopped at airports based on similar prejudices around ethnicity.

“That’s the sort of really worrying fake news-based spreading of hate and distrust which further undermines the ability to be welcoming, inclusive, respectful societies,” the Irish human rights lawyer told the Thomson Reuters Foundation.

The U.N.’s children’s agency UNICEF on Wednesday also said that fear of the virus was contributing to “unacceptable” discrimination against vulnerable people, including refugees and migrants, and it would “push pack against stigmatisation”.

O’Flaherty said it was necessary for public health responses to limit human rights to stem the coronavirus spread, but warned governments should not “use a sledgehammer to break a nut”.

“It’s about doing just enough to achieve your purpose and not an exaggerated response,” he added.

His Vienna-based agency, which advises EU and national decision makers on human rights issues, is working with teams of researchers across the European Union to prepare a report this month on ways to protect rights in a time of global turmoil.

“I am not saying everything that’s being done there is wrong … but there is an impact: a reduction in the enjoyment of human rights,” he said.

The World Health Organization described the coronavirus outbreak as a pandemic on Wednesday, with its chief urging the global community to redouble efforts to contain the outbreak.

As well as curtailing people’s freedom of movement, O’Flaherty said there was bound to be a ripple effect from the virus that has so far infected more than 119,000 people and killed nearly 4,300, according to a Reuters tally.

This would range from poor children being deprived of their main daily meal as schools closed, to gig economy workers being laid off with little access to social welfare, he noted.

In response, some governments – from Britain to Ireland and Spain – have introduced measures to boost social security payments or help small businesses stay afloat.

Governments may also need to tackle price inflation and profiteering from in-demand medicines and equipment like face masks, as well as ensure equal access to any treatments or vaccines that may be developed in future, he added.

Extra care was required to protect marginalised social groups from the virus, such as the homeless and refugees living in crowded conditions without decent shelter or healthcare.

O’Flaherty urged states to cooperate and learn from each other’s experiences while urging the private sector to do its bit, for example, by clamping down on hate speech and fake news on social media or attempts to market false cures.

If dealt with in the right way, the coronavirus epidemic could help Europeans understand the importance of safeguarding human rights for everyone, especially in tough times, he said.

“My feeling is that if we engage this crisis smartly, it can be an opportunity to help promote the sense, across our societies, that human rights is about all of us,” he said

Fake news makes disease outbreaks worse, study finds

LONDON (Reuters) – The rise of “fake news” – including misinformation and inaccurate advice on social media – could make disease outbreaks such as the COVID-19 coronavirus epidemic currently spreading in China worse, according to research published on Friday.

In an analysis of how the spread of misinformation affects the spread of disease, scientists at Britain’s East Anglia University (UEA) said any successful efforts to stop people sharing fake news could help save lives.

“When it comes to COVID-19, there has been a lot of speculation, misinformation and fake news circulating on the internet – about how the virus originated, what causes it and how it is spread,” said Paul Hunter, a UEA professor of medicine who co-led the study.

“Misinformation means that bad advice can circulate very quickly – and it can change human behavior to take greater risks,” he added.

In their research, Hunter’s team focused on three other infectious diseases – flu, monkeypox and norovirus – but said their findings could also be useful for dealing with the COVID-19 coronavirus outbreak.

“Fake news is manufactured with no respect for accuracy, and is often based on conspiracy theories,” Hunter said.

For the studies – published on Friday in separate peer-reviewed journals – the researchers created theoretical simulations of outbreaks of norovirus, flu and monkeypox.

Their models took into account studies of real behavior, how different diseases are spread, incubation periods and recovery times, and the speed and frequency of social media posting and real-life information sharing.

They also took into account how lower trust in authorities is linked to tendency to believe conspiracies, how people interact in “information bubbles” online, and the fact that “worryingly, people are more likely to share bad advice on social media than good advice from trusted sources,” Hunter said.

The researchers found that a 10% reduction in the amount of harmful advice being circulated has a mitigating impact on the severity of an outbreak, while making 20% of a population unable to share harmful advice has the same positive effect.

Facebook and eBay pledge to better tackle fake reviews

LONDON (Reuters) – Facebook and eBay have promised to better identify, probe and respond to fake and misleading reviews, Britain’s Competition and Markets Authority (CMA) said on Wednesday after pressing the online platforms to tackle the issue.

Customer reviews have become an integral part of online shopping on several websites and apps but the regulator has expressed concerns that some comments may not be genuine.

Facebook has removed 188 groups and disabled 24 user accounts whilst eBay has permanently banned 140 users since the summer, according to the CMA.

The CMA has also found examples via photo-posting app Instagram which owner Facebook has promised to investigate.

“Millions of people base their shopping decisions on reviews, and if these are misleading or untrue, then shoppers could end up being misled into buying something that isn’t right for them – leaving businesses who play by the rules missing out,” said CMA Chief Executive Andrea Coscelli.

The CMA said neither company was intentionally allowing such content and both had committed to tackle the problem.

“We maintain zero tolerance for fake or misleading reviews and will continue to take action against any seller that breaches our user polices,” said a spokeswoman at eBay.

Facebook said it was working to stop such fraudulent activity, including exploring the use of automated technology to help remove content before it was seen.

“While we have invested heavily to prevent this kind of activity across our services, we know there is more work to do and are working with the CMA to address this issue.”

(Reuters) – Online platforms including Facebook and Alphabet Inc.’s Google face growing pressure to stop carrying political ads that contain false or misleading claims ahead of the U.S. presidential election.

In the United States, the Communications Act prevents broadcast stations from rejecting or censoring ads from candidates for federal office once they have accepted advertising for that political race, although this does not apply to cable networks like CNN, or to social media sites, where leading presidential candidates are spending millions to target voters in the run-up to the November 2020 election.

The following is how social media platforms have decided to handle false or misleading claims in political ads:

FACEBOOK

Facebook exempts politicians from its third-party fact-checking program, allowing them to run ads with false claims.

The policy  has been attacked by regulators and lawmakers who say it could spread misinformation and cause voter suppression. Critics including Democratic presidential candidate Elizabeth Warren have also run intentionally false Facebook ads to highlight the issue.

Facebook’s chief executive Mark Zuckerberg has defended the company’s stance, arguing that it does not want to stifle political speech, but he also said the company was considering ways to refine the policy.

Facebook does fact-check content from political groups. The company also says it fact-checks politicians if they share previously debunked content and does not allow this content in ads.

TWITTER

Twitter Inc  has banned political ads. On Friday it said this will include ads that reference a political candidate, party, election or legislation, among other limits.

The company also said it will not allow ads that advocate for a specific outcome on political or social causes.

“We believe political message reach should be earned, not bought,” said Twitter CEO Jack Dorsey in a statement last month.

Some lawmakers praised the ban but critics said Twitter’s decision would benefit incumbent and hurt less well-known candidates.

Officials from the Trump campaign, which is out-spending its Democratic rivals on Facebook and Google ads, called the ban “dumb” but also said it would have little effect on the president’s strategy.

The overall political ad spend for the 2018 U.S. midterm elections on Twitter was less than $3 million, Twitter’s Chief Financial Officer Ned Segal said.

“Twitter from an advertising perspective is not a player at all. Facebook and Google are the giants in political ads,” said Steve Passwaiter, vice president of the Campaign Media Analysis Group at Kantar Media.

GOOGLE

Google and its video-streaming service YouTube prohibit certain kinds of misrepresentation  in ads, such as misinformation about public voting procedures or incorrect claims that a public figure has died.

However, Google does not have a wholesale ban on politicians running false or misleading ads.

In October, when former Vice President Joe Biden’s campaign asked the company to take down a Trump campaign ad that it said contained false claims, a Google spokeswoman told Reuters it did not violate the site’s policies.

YouTube has started adding links and information from Wikipedia to give users more information around sensitive content such as conspiracy theory videos, but a spokeswoman said this program does not relate to ads.

SNAP

Snap Inc allows political advertising unless the ads are misleading, deceptive or violate the terms of service on its disappearing message app Snapchat.

The company, which recently joined Facebook, Twitter and Google in launching a public database of its political ads, defines political ads as including election-related, advocacy and issue ads.

Snap does not ban “attack” ads in general, but its policy  does prohibit attacks relating to a candidate’s personal life.

TIKTOK

The Chinese-owned video app popular with U.S. teenagers does not permit political advertising on the platform.

In an October blog pos, TikTok said that the company wants to make sure the platform continues to feel “light-hearted and irreverent.”

“The nature of paid political ads is not something we believe fits the TikTok platform experience,” wrote Blake Chandlee, TikTok’s vice president of global business solutions.

The app, which is owned by Beijing-based tech giant ByteDance, has recently come under scrutiny from U.S. lawmakers over concerns the company may be censoring politically sensitive content, and raising questions about how it stores personal data.

REDDIT

Social network Reddit allows ads related to political issues and it allows ads from political candidates at the federal level, but not for state or local elections.

It also does not allow ads about political issues, elections or candidates outside of the United States.

The company says all political ads must abide by its policies that forbid “deceptive, untrue or misleading advertising” and that prohibit “content that depicts intolerant or overly contentious political or cultural topics or views.”

LINKEDIN

LinkedIn, which is owned by Microsoft Corp, banned political ads last year. It defines political ads as including “ads advocating for or against a particular candidate or ballot proposition or otherwise intended to influence an election outcome.”

Search engine Bing, which is also owned by Microsoft, does not allow ads with political or election-related content.

PINTEREST

Photo-sharing site Pinterest Inc also banned political campaign ads last year.

This includes advertising for political candidates, political action committees (PACs), legislation, or political issues with the intent to influence an election, according to the site’s ads policy.

“We want to create a positive, welcoming environment for our Pinners and political campaign ads are divisive by nature,” said Pinterest spokeswoman Jamie Favazza, who told Reuters the decision was also part of the company’s strategy to address misinformation.

TWITCH

A spokeswoman for Twitch told Reuters the live-streaming gaming network does not allow political advertising.

The site does not strictly ban all issue-based advertising but the company considers whether an ad could be seen as “political” when it is reviewed, the spokeswoman said.

Twitch, which is owned by Amazon.com Inc, is primarily a video gaming platform but also has channels focused on sports, music and politics. In recent months, political candidates such as U.S. President Donald Trump and Senator Bernie Sanders have joined the platform ahead of the 2020 election.

BANGKOK (Reuters) – Thailand unveiled an “anti-fake news” center on Friday, the Southeast Asian country’s latest effort to exert government control over a sweeping range of online content.

The move came as Thailand is counting on the digital economy to drive growth amid domestic political tensions, following a March election that installed its junta leader since 2014 as a civilian prime minister.

Thailand has recently pressed more cybercrime charges for what it says is misinformation affecting national security. Such content is mostly opinion critical of the government, the military or the royal family.

Minister of Digital Economy and Society Puttipong Punnakanta broadly defined “fake news” as any viral online content that misleads people or damages the country’s image. He made no distinction between non-malicious false information and deliberate disinformation.

“The center is not intended to be a tool to support the government or any individual,” Puttipong said on Friday before giving reporters a tour.

The center is set up like a war room, with monitors in the middle of the room showing charts tracking the latest “fake news” and trending Twitter hashtags.

It is staffed by around 30 officers at a time, who will review online content – gathered through “social listening” tools – on a sweeping range of topics from natural disasters, the economy, health products and illicit goods.

The officers will also target news about government policies and content that broadly affects “peace and order, good morals, and national security,” according to Puttipong.

If they suspect something is false, they will flag it to relevant authorities to issue corrections through the center’s social media platforms and website and through the press.

Rights groups and media freedom advocates were concerned the government could use the center as a tool for censorship and propaganda.

“In the Thai context, the term ‘fake news’ is being weaponized to censor dissidents and restrict our online freedom,” said Emilie Pradichit, director of the Thailand-based Manushya Foundation, which advocates for online rights.

Pradichit said the move could be used to codify censorship, adding the center would allow the government to be the “sole arbiter of truth”.

Transparency reports from internet companies such as Facebook and Google show Thai government requests to take down content or turn over information have ramped up since the military seized power in 2014.

A law prohibiting criticism of the monarchy has often been the basis for such requests for Facebook. In Google’s cases, government criticism was the main reason cited for removal of content.

Instagram adds tool for users to flag false information

SAN FRANCISCO (Reuters) – Instagram is adding an option for users to report posts they think are false, the company announced on Thursday, as the Facebook-owned photo-sharing site tries to stem misinformation and other abuses on its platform.

Posting false information is not banned on any of Facebook’s suite of social media services, but the company is taking steps to limit the reach of inaccurate information and warn users about disputed claims.

Facebook started using image-detection on Instagram in May to find content debunked on its flagship app and also expanded its third-party fact-checking program to the app.

Results rated as false are removed from places where users seek out new content, like Instagram’s Explore tab and hashtag search results.

Facebook has 54 fact-checking partners working in 42 languages, but the program on Instagram is only being rolled out in the United States.

“This is an initial step as we work toward a more comprehensive approach to tackling misinformation,” said Stephanie Otway, a Facebook company spokeswoman.

Instagram has largely been spared the scrutiny associated with its parent company, which is in the crosshairs of regulators over alleged Russian attempts to spread misinformation around the 2016 U.S. presidential election.

But an independent report commissioned by the Senate Select Committee on Intelligence found that it was “perhaps the most effective platform” for Russian actors trying to spread false information since the election.

Russian operatives appeared to shift much of their activity to Instagram, where engagement outperformed Facebook, wrote researchers at New Knowledge, which conducted the analysis.

“Our assessment is that Instagram is likely to be a key battleground on an ongoing basis,” they said.

It has also come under pressure to block health hoaxes, including posts trying to dissuade people from getting vaccinated.

Last month, UK-based charity Full Fact, one of Facebook’s fact-checking partners, called on the company to provide more data on how flagged content is shared over time, expressing concerns over the effectiveness of the program.
