Facebook, Google, Twitter asked to testify on Russian meddling

WASHINGTON (Reuters) – Executives from Facebook, Alphabet Inc’s Google and Twitter have been asked to testify to the U.S. Congress in coming weeks as lawmakers probe Russia’s alleged interference in the 2016 U.S. election, committee sources said on Wednesday.

A Senate aide said executives from the three firms had been asked by the Senate Intelligence Committee to appear at a public hearing on Nov. 1.

The leaders of the House of Representatives Intelligence Committee said the panel would hold an open hearing next month with representatives from unnamed technology companies in an effort to “better understand how Russia used online tools and platforms to sow discord in and influence our election.”

Representatives for Facebook and Google confirmed they had received invitations from the Senate committee but did not say whether the companies would attend. Twitter did not immediately respond to requests for comment.

The House panel did not immediately identify any companies, but a committee source said lawmakers expected to hear from the same three firms the Senate had asked to testify.

The requests are the latest move by congressional investigators to gain information from internet companies as they probe the extent of Moscow’s alleged efforts to disrupt last year’s U.S. election. Lawmakers in both parties have grown increasingly concerned that social networks may have played a key role in Russia’s influence operation.

Facebook revealed this month that suspected Russian trolls purchased more than $100,000 worth of divisive ads on its platform during the 2016 election cycle, a revelation that has prompted calls from some Democrats for new disclosure rules for online political ads.

On Wednesday, Trump attacked Facebook in a tweet and suggested the world’s largest social network had colluded with other media outlets that opposed him. The president has been skeptical of the conclusions of U.S. intelligence agencies that Russia interfered in the election and has denied his campaign colluded with Moscow.

The salvo prompted a lengthy rebuke from Facebook Chief Executive Mark Zuckerberg, who said both Trump and liberals were upset about ideas and content on Facebook during the campaign.

“That’s what running a platform for all ideas looks like,” Zuckerberg wrote on his personal Facebook page.

Other internet firms besides Facebook are also facing rising scrutiny over how Russia may have leveraged their platforms. Twitter is expected to privately brief the Senate panel on Thursday.

Republican Senator James Lankford, who has received classified information about Russia’s interference as a member of the Senate Intelligence Committee, said on Wednesday that the country’s attempts to sow discord in U.S. domestic affairs had not abated.

Russian internet trolls over the weekend fueled the debate ignited by Trump over whether NFL players should have the right to kneel during the national anthem, Lankford said.

Also on Wednesday, the Daily Beast, citing unnamed sources, reported that a Facebook group named “United Muslims of America” was a fake account linked to the Russian government and that it was used to push false claims about U.S. politicians, including Democratic presidential candidate Hillary Clinton.

The group bought Facebook ads to reach targeted audiences, promoting political rallies aimed at Muslims, the website reported.

The Senate and House intelligence committees are two of the main congressional panels probing allegations that Russia sought to interfere in the U.S. election to boost Trump’s chances at winning the White House, and possible collusion between Trump associates and Russia.

Russia tells Facebook to localize user data or be blocked

MOSCOW (Reuters) – Russia will block access to Facebook next year unless the social network complies with a law that requires websites which store the personal data of Russian citizens to do so on Russian servers, Russian news agencies reported on Tuesday.

The threat was made by Russia’s communications watchdog Roskomnadzor, agencies said, the organization which blocked access to LinkedIn’s website last November in order to comply with a court ruling that found the social networking firm guilty of violating the same data storage law.

That case set a precedent for the way foreign Internet firms operate in Russia and other companies are now under pressure from the regulator to comply with the law, which was approved by President Vladimir Putin in 2014 and entered into force in September 2015.

“Everyone needs to abide by the law,” the Interfax news agency cited Roskomnadzor head Alexander Zharov as telling reporters on Tuesday. “In 2018, everything will be as it should be for sure,” he said, referring to Facebook.

“In any case, we will either get the law implemented or the company will cease to work on the territory of the Russian Federation as unfortunately happened to LinkedIn. There can’t be any exceptions here.”

Twitter Inc had already notified Roskomnadzor that it would aim to localize the personal data of its users by the middle of 2018, Zharov said.

“We understand clearly that Facebook has a significant number of users on the territory of the Russian Federation,” Zharov was cited as saying. “On the other hand, we understand that this is not a unique service, and that there are other social media.”

Asked to comment on the regulator’s demands for Facebook to localize the data of its Russian users, Kremlin spokesman Dmitry Peskov said the U.S. firm had to comply with the law like everyone else.

Russia causing cyber mayhem, should face retaliation: ex-UK spy chief

LONDON (Reuters) – Russia is causing cyberspace mayhem and should face retaliation if it continues to undermine democratic institutions in the West, the former head of Britain’s GCHQ spy agency said on Monday.

Russia denies allegations from governments and intelligence services that it is behind a growing number of cyber attacks on commercial and political targets around the world, including the hackings of recent U.S. and French presidential election campaigns.

Asked if the Russian authorities were a threat to the democratic process, Robert Hannigan, who stepped down as head of the UK’s intelligence service in March, said: “Yes … There is a disproportionate amount of mayhem in cyberspace coming from Russia from state activity.”

In his first interview since leaving GCHQ, Hannigan told BBC radio that it was positive that French President Emmanuel Macron and German Chancellor Angela Merkel had publicly “called this out recently”.

Standing alongside Russian President Vladimir Putin in May, Macron said state-funded Russian news outlets had sought to destabilize his campaign while the head of Germany’s domestic intelligence agency said last week it was expecting Russia to try to influence the German election in September.

“Ultimately people will have to push back against Russian state activity and show that it’s unacceptable,” he said.

“It doesn’t have to be by cyber retaliation, but it may be that is necessary at some time in the future. It may be sanctions and other measures, just to put down some red lines and say that this behavior is unacceptable.”

Hannigan also said it would be a mistake to force social media companies to allow intelligence agencies to access services protected by encryption through so-called “back door” access.

“The best you can do with end-to-end encryption is work with companies in a cooperative way to find ways around it frankly,” he said. He said such “back doors” would weaken systems.

Hannigan also said governments should wait to see how a global working group on tackling online extremism established by Facebook, Google’s YouTube, Twitter and Microsoft performed before seeking new laws.

“Legislation is a blunt last resort because frankly extremism is very difficult to define in law and you could spend all your time in court arguing about whether a particular video crosses the line or not,” he said.

Last month, Germany approved a plan to fine social media networks up to 50 million euros ($57 million) if they failed to remove hateful postings promptly. Britain has also mooted bringing in possible sanctions for tech firms that failed to remove extremist content.

Facebook beats privacy lawsuit in U.S. over user tracking

(Reuters) – A U.S. judge has dismissed nationwide litigation accusing Facebook Inc of tracking users’ internet activity even after they logged out of the social media website.

In a decision late on Friday, U.S. District Judge Edward Davila in San Jose, California said the plaintiffs failed to show they had a reasonable expectation of privacy, or that they suffered any “realistic” economic harm or loss.

The plaintiffs claimed that Facebook violated federal and California privacy and wiretapping laws by storing cookies on their browsers that tracked when they visited outside websites containing Facebook “like” buttons.

But the judge said the plaintiffs could have taken steps to keep their browsing histories private, and failed to show that Menlo Park, California-based Facebook illegally “intercepted” or eavesdropped on their communications.

“The fact that a user’s web browser automatically sends the same information to both parties,” meaning Facebook and an outside website, “does not establish that one party intercepted the user’s communication with the other,” Davila wrote.

Lawyers for the plaintiffs did not immediately respond on Monday to requests for comment. Facebook did not immediately respond to a similar request.

Davila said the plaintiffs cannot bring their privacy and wiretapping claims again, but can try to pursue a breach of contract claim again. He had dismissed an earlier version of the 5-1/2-year-old case in October 2015.

The case is In re: Facebook Internet Tracking Litigation, U.S. District Court, Northern District of California, No. 12-md-02314.

Facebook launches features to connect U.S. users to elected officials

WASHINGTON (Reuters) – Facebook Inc <FB.O> announced a set of three new features on Wednesday intended to boost civic engagement among users in the United States on its platform by connecting them more easily with their elected representatives.

The new offerings come as the social media juggernaut has sought to rehabilitate its image as a credible source of information following a wave of criticism after last November’s presidential election that the company did too little to combat misleading or wholly fabricated political news stories during the campaign.

Among the features, Facebook will now allow users to turn on “Constituent Badges” to identify them as living in their elected officials’ district. The opt-in badge will be visible when a user comments on content shared by their federal, state and local representatives.

Facebook also announced “Constituent Insights,” which allows elected officials and other users to find local news stories that are popular in their district.

“District Targeting” creates a new preset audience selection that lets politicians’ pages target posts to people likely to be their constituents.

Facebook has continued to come under attack from prominent Democrats and some technology experts despite a raft of changes it has made in recent months that seek to help users consume more legitimate political news.

Hillary Clinton, who ran for president as a Democrat last year but lost to President Donald Trump, a Republican, said last week that Facebook was flooded with false information about her during the campaign and that people were understandably misled. She said she wanted Facebook to curate its network more aggressively.

Facebook warns of fake news danger ahead of British election

LONDON (Reuters) – Facebook has launched a British newspaper advertising campaign to warn users of the dangers of fake news, in the latest drive by the social media giant to tackle malicious information ahead of a national election.

Facebook has come under intense pressure to tackle the spread of false stories, which came to prominence during the U.S. presidential election last year when many inaccurate posts were widely shared on it and other social media services.

Ahead of the June 8 parliamentary election in Britain, it urged its users in the country to be skeptical of headlines that look unbelievable and to check other sources before sharing news that may not be credible. It said it would also delete bogus profiles and stop promoting posts that show signs of being implausible.

“We have developed new ways to identify and remove fake accounts that might be spreading false news so that we get to the root of the problem,” said Simon Milner, Facebook’s director of policy for the UK.

The effort builds on the company’s recently expanded campaigns to identify fake news and crack down on automated profile pages that post commercial or political spam.

Facebook suspended 30,000 accounts in France ahead of the first round of its presidential election last month and uses outside fact-checkers in the country. It has also previously taken out full-page ads in German newspapers to educate readers on how to spot fake news.

With the headline “Tips for spotting false news”, the adverts in Britain listed 10 ways to identify whether a story was genuine or not, including looking closely at a URL, investigating the source, looking for unusual formatting and considering the authenticity of the photo.

Facebook said it had taken action against tens of thousands of fake accounts in Britain after identifying patterns of activity such as whether the same content is being repeatedly posted.

“With these changes, we expect we will also reduce the spread of material generated through inauthentic activity, including spam, misinformation, or other deceptive content that is often shared by creators of fake accounts,” Facebook said.

Social media sites including Twitter and YouTube are also facing pressure in Europe where governments are threatening new laws and fines unless the companies move more quickly to remove extremist content.

Facebook has hired more staff to speed up the removal of videos showing murder, suicide and other violent acts.

Families of San Bernardino shooting sue Facebook, Google, Twitter

LOS ANGELES (Reuters) – Family members of three victims of the December 2015 shooting rampage in San Bernardino, California, have sued Facebook, Google and Twitter, claiming that the companies permitted Islamic State to flourish on social media.

The relatives assert that by allowing Islamic State militants to spread propaganda freely on social media, the three companies provided “material support” to the group and enabled attacks such as the one in San Bernardino.

“For years defendants have knowingly and recklessly provided the terrorist group ISIS with accounts to use its social networks as a tool for spreading extremist propaganda, raising funds and attracting new recruits,” family members of Sierra Clayborn, Tin Nguyen and Nicholas Thalasinos charge in the 32-page complaint, which was filed in U.S. District Court in Los Angeles on Wednesday.

“Without defendants Twitter, Facebook and Google (YouTube), the explosive growth of ISIS over the last few years into the most feared terrorist group in the world would not have been possible,” the complaint said.

Spokeswomen for Twitter and Google declined to comment on the lawsuit. Representatives for Facebook could not immediately be reached by Reuters on Thursday afternoon.

Syed Rizwan Farook and his wife, Tashfeen Malik, opened fire on a holiday gathering of Farook’s co-workers at a government building in San Bernardino on Dec. 2, 2015, killing 14 people and wounding 22 others.

Farook, the 28-year-old, U.S.-born son of Pakistani immigrants, and Malik, 29, a Pakistani native, died in a shootout with police four hours after the massacre.

Authorities have said the couple was inspired by Islamist militants. At the time, the assault ranked as the deadliest attack by Islamist extremists on U.S. soil since the Sept. 11, 2001, attacks. In June 2016, an American-born gunman pledging allegiance to the leader of Islamic State shot 49 people to death at the Pulse nightclub in Orlando, Florida, before he was killed by police.

In December 2016 the families of three men killed at the nightclub sued Twitter, Google and Facebook in federal court on allegations similar to those in the California lawsuit.

Federal law gives internet companies broad immunity from liability for content posted by their users. A number of lawsuits have been filed in recent years seeking to hold social media companies responsible for terror attacks, but none has advanced beyond the preliminary phases.

ERIE, Pa. (Reuters) – A murder suspect who police said posted a video on Facebook of the killing of a Cleveland man fatally shot himself after a “brief pursuit” by Pennsylvania State Police officers on Tuesday, police said.

Steve Stephens was accused of shooting Robert Godwin Sr., 74, on a sidewalk on Sunday before fleeing in a car and uploading a video of the murder to Facebook, becoming the focus of a nationwide manhunt.

Pennsylvania State Police officers found Stephens in Erie County, Pennsylvania, after getting a tip from the public that his white Ford Fusion was parked outside a McDonald’s fast-food restaurant, Calvin Williams, the Cleveland police chief, told a news conference.

After a brief chase, Stephens stopped his vehicle, Williams said.

“As the officers approached that vehicle Steve Stephens took his own life,” Williams said. “We would have preferred that it had not ended this way,” he added, saying he and the community would have had “a lot of questions” for Stephens.

Stephens, who had no prior criminal record, was not suspected in any other killings, Cleveland officials said. Stephens said in a separate video on Facebook on Sunday that he had already killed a dozen others.

The shooting marked the latest video clip of a violent crime to turn up on Facebook, raising questions about how the world’s biggest social media network moderates content.

The company will do all it can to prevent content like Stephens’ post, Chief Executive Mark Zuckerberg told Facebook’s annual conference for software developers on Tuesday in San Jose.

Facebook on Monday said it would review how it monitors violent footage and other objectionable material in response to the killing after Stephens’ post was visible on the social media site for about two hours.

Stephens is not believed to have known Godwin, a retired foundry worker who media reports said spent Easter Sunday morning with his son and daughter-in-law before he was killed.

Beech Brook, a behavioral health facility in a Cleveland suburb where Stephens had worked since 2008, said in a statement on Tuesday that Stephens had cleared an extensive background check.

In interviews before Stephens’ death, some of Godwin’s relatives forgave his killer.

“I forgive him because we are all sinners,” Robby Miller, Godwin’s son, said in an interview with CNN.

Others were less sympathetic.

“All I can say is that I wish he had gone down in a hail of 100 bullets,” Godwin’s daughter, Brenda Haymon, told CNN. “I wish it had gone down like that instead of him shooting himself.”

Facebook murder suspect remains at large as police ask public for help

(Reuters) – A murder suspect who police said posted a video of himself on Facebook shooting an elderly man in Cleveland remained on the loose on Tuesday as authorities appealed to the public for help in the case.

Police said they have received “dozens and dozens” of tips and possible sightings of the suspect, Steve Stephens, and tried to persuade him to turn himself in when they spoke with him via his cellphone on Sunday after the shooting.

But Stephens remained at large as the search for him expanded nationwide, police said.

The shooting marked the latest video clip of a violent crime to turn up on Facebook, raising questions about how the world’s biggest social media network moderates content.

The company on Monday said it would begin reviewing how it monitors violent footage and other objectionable material in response to the killing.

Police said Stephens used Facebook Inc’s service to post video of him killing Robert Godwin Sr., 74.

Stephens is not believed to have known Godwin, a retired foundry worker who media reports said spent Easter Sunday morning with his son and daughter-in-law before he was killed.

“I want him to know what he took from us. He took our dad,” Godwin’s daughter Tammy told CNN on Monday night. “My heart is broke.”

During the same interview, his son Robby Miller said that he wanted the shooter brought to justice and for his family to have closure.

“I forgive him because we are all sinners,” he said. “If you are out there, if you’re listening, turn yourself in.”

Facebook vice president Justin Osofsky said the company was reviewing the procedure that users go through to report videos and other material that violates the social media platform’s standards. The shooting video was visible on Facebook for nearly two hours before it was reported, the company said.

Stephens, who has no prior criminal record, is not suspected in any other murders, police said.

The last confirmed sighting of Stephens was at the scene of the homicide. Police said he might be driving a white or cream-colored Ford Fusion, and asked anyone who spots him or his car to call police or a special FBI hotline (800-CALLFBI).

Major internet providers say will not sell customer browsing histories

WASHINGTON (Reuters) – Comcast Corp, Verizon Communications Inc and AT&T Inc said Friday they would not sell customers’ individual internet browsing information, days after the U.S. Congress approved legislation reversing Obama administration era internet privacy rules.

The bill would repeal regulations adopted in October by the Federal Communications Commission under former President Barack Obama requiring internet service providers to do more to protect customers’ privacy than websites like Alphabet Inc’s Google or Facebook Inc.

The easing of restrictions has sparked growing anger on social media sites.

“We do not sell our broadband customers’ individual web browsing history. We did not do it before the FCC’s rules were adopted, and we have no plans to do so,” said Gerard Lewis, Comcast’s chief privacy officer.

He added Comcast is revising its privacy policy to make more clear that “we do not sell our customers’ individual web browsing information to third parties.”

Verizon does not sell personal web browsing histories and has no plans to do so in the future, said spokesman Richard Young.

Verizon privacy officer Karen Zacharia said in a blog post Friday the company has two programs that use customer browsing data. One allows marketers to access “de-identified information to determine which customers fit into groups that advertisers are trying to reach” while the other “provides aggregate insights that might be useful for advertisers and other businesses.”

Republicans in Congress Tuesday narrowly passed the repeal of the rules with no Democratic support and over the objections of privacy advocates.

The vote was a win for internet providers such as AT&T Inc, Comcast and Verizon. Websites are governed by a less restrictive set of privacy rules.

The White House said Wednesday that President Donald Trump plans to sign the repeal of the rules, which had not taken effect.

Under the rules, internet providers would have needed to obtain consumer consent before using precise geolocation, financial information, health information, children’s information and web browsing history for advertising and marketing. Websites do not need the same affirmative consent.

Some in Congress suggested providers would begin selling personal data to the highest bidder, while others vowed to raise money to buy browsing histories of Republicans.

AT&T says in its privacy statement it “will not sell your personal information to anyone, for any purpose. Period.” In a blog post Friday, AT&T said it would not change those policies after Trump signs the repeal.

Websites and internet service providers do use and sell aggregated customer data to advertisers. Republicans say the rules unfairly would give websites the ability to harvest more data than internet providers.

Trade group USTelecom CEO Jonathan Spalter said in an op-ed Friday for website Axios that individual “browser history is already being aggregated and sold to advertising networks – by virtually every site you visit on the internet.”

This week, 46 Senate Democrats urged Trump not to sign the bill, arguing most Americans “believe that their private information should be just that.”
