Wildfire leaves historic, ‘quirky’ California town in smoldering ruins

GREENVILLE, Calif. (Reuters) -The main thoroughfare in a historic California gold-rush town was in smoldering ruins on Thursday, hours after the state’s largest wildfire engulfed the hamlet of Greenville in the Sierra Nevada Mountains.

Fire crews were still working on Thursday to extinguish fires in Greenville, about 160 miles (260 km) north of Sacramento, after the Dixie Fire roared through on the previous night.

As apocalyptic images from the burnt-out center of town spread, showing Greenville’s quaint main strip in heaps of ashes and debris as smoke rose into the hazy sky, people from the area grew emotional.

“We lost Greenville tonight. And there’s just no words for how us in government haven’t been able to get the job done,” U.S. Representative Doug LaMalfa, who represents the area, said in a video posted on Facebook, pausing to gather himself.

“My heart is just aching for what people are dealing with up there right now,” LaMalfa said, a huge billow of smoke appearing in the distance over his shoulder.

Greenville, population 800, was founded more than 150 years ago when nearby gold mines attracted settlers and merchants to the picturesque town in the Indian Valley.

“My defiantly quirky, beautiful adopted hometown turned into a ghost town last night,” wrote Meg Upton, a reporter for the Plumas News, in an online article.

The Dixie Fire has been raging in the area for three weeks, burning 322,000 acres (130,000 hectares), and was 35% contained as of Thursday morning, officials said.

It was among the more than 12 wildfires burning around the state.

The River Fire, which started on Wednesday and has charred 2,400 acres in Nevada and Placer Counties, forced thousands of people to evacuate including most of the town of Colfax. More than 50 homes or other structures were destroyed and another 30 damaged, while the fire was zero percent contained, Cal Fire said.

California, which typically experiences peak fire season later in the year, was on pace to suffer even more burnt acreage this year than last year, which was the worst fire season on record.

California’s five largest wildfires in history have all occurred in the last three seasons, burning more than 2.5 million acres and destroying 3,700 structures. The Dixie Fire is the sixth-largest in state history.

It was unclear how many structures were destroyed in Greenville as fire crews were still assessing the damage, Cal Fire spokesperson Mitch Matlow told Reuters. There were no injuries or deaths reported, he said.

But one man was missing after he told his sister he was evacuating, the Plumas News reported. The Plumas County Sheriff’s Office had ordered Greenville residents to evacuate on Wednesday.

The Dixie Fire started on July 14 in the area of the Feather River Canyon, about 20 miles from Paradise, a town destroyed by a wildfire in 2018 that killed 86 people.

The California Office of Emergency Services said on Thursday that about 16,000 people had been evacuated from several fires burning across five counties in the northern part of the state.

Ontario hospitals may have to withhold care as COVID-19 fills ICUs

TORONTO (Reuters) – Doctors in the Canadian province of Ontario may soon have to decide who can and cannot receive treatment in intensive care as the number of coronavirus infections sets records and patients are packed into hospitals still stretched from a December wave.

Canada’s most populous province is canceling elective surgeries, admitting adults to a major children’s hospital and preparing field hospitals after the number of COVID-19 patients in ICUs jumped 31% to 612 in the week leading up to Sunday, according to data from the Ontario Hospital Association.

The sharp increase in Ontario hospital admissions is also straining supplies of tocilizumab, a drug often given to people seriously ill with COVID-19.

Hospital care is publicly funded in Canada, generally free at the point of care for residents. But new hospital beds have not kept pace with population growth, and shortages of staff and space often emerge during bad flu seasons.

Ontario’s hospitals fared relatively well during the first wave of the pandemic last year, in part because the province quickly canceled elective surgeries.

The College of Physicians and Surgeons of Ontario told doctors last Thursday that the province was considering “enacting the critical care triage protocol,” something that was not done during earlier waves of the virus. Triage protocols help doctors decide who to treat in a crisis.

“Everybody’s under extreme stress,” said Eddy Fan, an ICU doctor at Toronto’s University Health Network. He said no doctor wants to contemplate a triage protocol but there are only so many staff.

“There’s going to be a breaking point, a point at which we can’t fill those gaps any longer.”

In a statement, the health ministry said Ontario has not activated the protocol. A September draft suggested doctors could withhold life-sustaining care from patients with a less than 20% chance of surviving 12 months. A final version has not been made public.

Ontario’s Science Advisory Table had been forecasting the surge for months, said member and critical care physician Laveena Munshi. During a recent shift she wanted to call the son of a patient only to discover he was in an ICU across the street.

“The horror stories that we’re seeing in the hospital are like ones out of apocalyptic movies,” she said. “They’re not supposed to be the reality we’re seeing one year into a pandemic.”

More than 200,000 flee “apocalyptic” conflict in Central African Republic

GENEVA (Reuters) – More than 200,000 people have fled fighting in the Central African Republic (CAR) since violence erupted over a December election result, the U.N. refugee agency (UNHCR) said on Friday, with nearly half crossing into the Democratic Republic of Congo.

The CAR army, backed by U.N., Russian and Rwandan troops, has been battling rebels seeking to overturn a Dec. 27 vote in which President Faustin-Archange Touadera was declared the winner.

“Refugees have told UNHCR that they fled in panic when they heard gun shots, leaving their belongings behind,” spokesman Boris Cheshirkov told journalists in Geneva.

The nation of nearly five million people, larger than mainland France, Belgium and Luxemburg combined and rich in diamonds, timber and gold, has struggled to find stability since a 2013 rebellion ousted former president Francois Bozize.

The current fighting between a coalition of militias on the one side and the national army and its backers on the other was sparked by a Constitutional Court decision to bar Bozize’s candidacy in the Dec. 27 presidential election.

Former prime minister Martin Ziguele, who came third in the Dec. 21 election, said on Friday there was fighting across the country every day, preventing movement between towns, and pushing more people to flee.

“Everyone is focused on the main transport route between the capital and eastern Cameroon for supplies, but inside the country, there is no movement,” Ziguele told Reuters by phone from Bangui.

“I cannot leave Bangui and go 90 km (60 miles) without a heavily-armed army escort. Imagine then the population. Add the curfew and the state of emergency, it is really an apocalyptic situation,” Ziguele said.

About 92,000 refugees have reached DRC and more than 13,000 have crossed into Cameroon, Chad and the Republic of Congo. The rest are displaced inside the Central African Republic, the UNHCR said.

Ongoing attacks has hampered humanitarian access and the main road used to bring supplies has been forced shut inside the country and many are now facing “dire conditions,” UNHCR’s Cheshirkov said.

Some of the displaced are so desperate they have agreed to sex in return for food, he added. Malaria, respiratory tract infections, and diarrhea have become common.

He also voiced concern about the reported presence of armed groups in the Batangafo and Bria camps for the displaced.

“Those armed groups are trying in some cases to restrict movements and in some cases forcibly recruit. So this is a very concerning situation,” he told the briefing.

Ziguele said that while a substantial increase in peacekeepers, as requested by the U.N. envoy in Bangui, was welcomed, a dialogue between all parties was urgently needed.

“A military surge is not the only solution to tackle the security, humanitarian and economic crisis that is threatening to put one of the world’s least developed countries into a complete coma,” he said.

GENOA, Italy (Reuters) – At least 35 people were killed when a motorway bridge collapsed in torrential rains on Tuesday morning over buildings in the northern Italian port city of Genoa, Italy’s ANSA news agency cited fire brigade sources as saying.

A 50-meter high section of the bridge, including one set of the supports that tower above it, crashed down in the rain onto the roof of a factory and other buildings, crushing vehicles below and plunging huge slabs of reinforced concrete into the nearby riverbed.

“People living in Genoa use this bridge twice a day, we can’t live with infrastructures built in the 1950s and 1960s,” Deputy Transport Minister Edoardo Rixi said on SkyNews24, speaking from Genoa.

Within hours of the disaster, the anti-establishment government which took office in June said it showed Italy needed to spend more to improve its dilapidated infrastructure, ignoring EU budget constraints if necessary.

“We should ask ourselves whether respecting these (budget) limits is more important than the safety of Italian citizens. Obviously, for me it is not,” said Deputy Prime Minister Matteo Salvini, who leads the right-wing League which governs with the 5-Star Movement.

Helicopter footage on social media showed trucks and cars stranded on either side of the 80-meter long collapsed section of the Morandi Bridge, built on the A10 toll motorway in the late 1960s. One truck was shown just meters away from the broken end of the bridge.

Motorist Alessandro Megna told RAI state radio he had been in a traffic jam below the bridge and seen the collapse.

“Suddenly the bridge came down with everything it was carrying. It was really an apocalyptic scene, I couldn’t believe my eyes,” he said.

BRIDGE ‘CONSTANTLY MONITORED’

Transport Minister Danilo Toninelli told Italian state television the disaster pointed to a lack of maintenance, adding that “those responsible will have to pay.”

But Stefano Marigliani, the motorway operator Autostrade’s official responsible for the Genoa area, told Reuters the bridge was “constantly monitored and supervised well beyond what the law required.”

He said there was “no reason to consider the bridge was dangerous.”

Restructuring work was carried out in 2016 on the 1.2 km-long bridge, first completed in 1967. The motorway is a major artery to the Italian Riviera and to France’s southern coast.

Autostrade, a unit of Atlantia, said work to shore up its foundation was being carried out at the time of the collapse.

But the head of the civil protection agency, Angelo Borrelli, said he was not aware that any maintenance work was being done on the bridge.

Borrelli said there were 30-35 vehicles on the bridge when the middle section came down, including three lorries. He said 13 people had been hospitalized, including five in a critical condition.

Some 200 firefighters were on the scene, the fire service said, and Sky Italia television said four people had been pulled from the rubble.

Police footage showed firemen working to clear debris around a crushed truck, while other firemen nearby scaled some of the huge broken slabs of reinforced concrete that had supported the bridge.

The government has pledged to increase public investments and lobby the European Commission to have the extra spending excluded from EU deficit calculations.

“The tragic facts in Genoa remind us of the public investments that we so badly need,” said Claudio Borghi, the League’s economy spokesman.

The office of Prime Minister Giuseppe Conte said he was heading to Genoa in the evening and would remain there on Wednesday. Defense minister Elisabetta Trenta said the army was ready to offer manpower and vehicles to help with the rescue operations.

Train services around Genoa have been halted.

Shares in Atlantia, the toll road operator which runs the motorway, were suspended after falling 6.3 percent.
