Exclusive: Yahoo secretly scanned customer emails for U.S. intelligence – sources

SAN FRANCISCO (Reuters) – Yahoo Inc last year secretly built a custom software program to search all of its customers’ incoming emails for specific information provided by U.S. intelligence officials, according to people familiar with the matter.

The company complied with a classified U.S. government demand, scanning hundreds of millions of Yahoo Mail accounts at the behest of the National Security Agency or FBI, said three former employees and a fourth person apprised of the events.

Some surveillance experts said this represents the first case to surface of a U.S. Internet company agreeing to an intelligence agency’s request by searching all arriving messages, as opposed to examining stored messages or scanning a small number of accounts in real time.

It is not known what information intelligence officials were looking for, only that they wanted Yahoo to search for a set of characters. That could mean a phrase in an email or an attachment, said the sources, who did not want to be identified.

Reuters was unable to determine what data Yahoo may have handed over, if any, and if intelligence officials had approached other email providers besides Yahoo with this kind of request.

According to two of the former employees, Yahoo Chief Executive Marissa Mayer’s decision to obey the directive roiled some senior executives and led to the June 2015 departure of Chief Information Security Officer Alex Stamos, who now holds the top security job at Facebook Inc.

“Yahoo is a law abiding company, and complies with the laws of the United States,” the company said in a brief statement in response to Reuters questions about the demand. Yahoo declined any further comment.

Through a Facebook spokesman, Stamos declined a request for an interview.

The NSA referred questions to the Office of the Director of National Intelligence, which declined to comment.

The request to search Yahoo Mail accounts came in the form of a classified edict sent to the company’s legal team, according to the three people familiar with the matter.

U.S. phone and Internet companies are known to have handed over bulk customer data to intelligence agencies. But some former government officials and private surveillance experts said they had not previously seen either such a broad demand for real-time Web collection or one that required the creation of a new computer program.

“I’ve never seen that, a wiretap in real time on a ‘selector,'” said Albert Gidari, a lawyer who represented phone and Internet companies on surveillance issues for 20 years before moving to Stanford University this year. A selector refers to a type of search term used to zero in on specific information.

“It would be really difficult for a provider to do that,” he added.

Experts said it was likely that the NSA or FBI had approached other Internet companies with the same demand, since they evidently did not know what email accounts were being used by the target. The NSA usually makes requests for domestic surveillance through the FBI, so it is hard to know which agency is seeking the information.

Alphabet Inc’s Google and Microsoft Corp, two major U.S. email service providers, separately said on Tuesday that they had not conducted such email searches.

“We’ve never received such a request, but if we did, our response would be simple: ‘No way’,” a spokesman for Google said in a statement.

A Microsoft spokesperson said in a statement, “We have never engaged in the secret scanning of email traffic like what has been reported today about Yahoo.” The company declined to comment on whether it had received such a request.

CHALLENGING THE NSA

Under laws including the 2008 amendments to the Foreign Intelligence Surveillance Act, intelligence agencies can ask U.S. phone and Internet companies to provide customer data to aid foreign intelligence-gathering efforts for a variety of reasons, including prevention of terrorist attacks.

Disclosures by former NSA contractor Edward Snowden and others have exposed the extent of electronic surveillance and led U.S. authorities to modestly scale back some of the programs, in part to protect privacy rights.

Companies including Yahoo have challenged some classified surveillance before the Foreign Intelligence Surveillance Court, a secret tribunal.

Some FISA experts said Yahoo could have tried to fight last year’s demand on at least two grounds: the breadth of the directive and the necessity of writing a special program to search all customers’ emails in transit.

Apple Inc made a similar argument earlier this year when it refused to create a special program to break into an encrypted iPhone used in the 2015 San Bernardino massacre. The FBI dropped the case after it unlocked the phone with the help of a third party, so no precedent was set.

“It is deeply disappointing that Yahoo declined to challenge this sweeping surveillance order, because customers are counting on technology companies to stand up to novel spying demands in court,” Patrick Toomey, an attorney with the American Civil Liberties Union, said in a statement.

Some FISA experts defended Yahoo’s decision to comply, saying nothing prohibited the surveillance court from ordering a search for a specific term instead of a specific account. So-called “upstream” bulk collection from phone carriers based on content was found to be legal, they said, and the same logic could apply to Web companies’ mail.

As tech companies become better at encrypting data, they are likely to face more such requests from spy agencies.

Former NSA General Counsel Stewart Baker said email providers “have the power to encrypt it all, and with that comes added responsibility to do some of the work that had been done by the intelligence agencies.”

SECRET SIPHONING PROGRAM

Mayer and other executives ultimately decided to comply with the directive last year rather than fight it, in part because they thought they would lose, said the people familiar with the matter.

Yahoo in 2007 had fought a FISA demand that it conduct searches on specific email accounts without a court-approved warrant. Details of the case remain sealed, but a partially redacted published opinion showed Yahoo’s challenge was unsuccessful.

Some Yahoo employees were upset about the decision not to contest the more recent edict and thought the company could have prevailed, the sources said.

They were also upset that Mayer and Yahoo General Counsel Ron Bell did not involve the company’s security team in the process, instead asking Yahoo’s email engineers to write a program to siphon off messages containing the character string the spies sought and store them for remote retrieval, according to the sources.

The sources said the program was discovered by Yahoo’s security team in May 2015, within weeks of its installation. The security team initially thought hackers had broken in.

When Stamos found out that Mayer had authorized the program, he resigned as chief information security officer and told his subordinates that he had been left out of a decision that hurt users’ security, the sources said. Due to a programming flaw, he told them hackers could have accessed the stored emails.

In a separate incident, Yahoo last month said “state-sponsored” hackers had gained access to 500 million customer accounts in 2014. The revelations have brought new scrutiny to Yahoo’s security practices as the company tries to complete a deal to sell its core business to Verizon Communications Inc for $4.8 billion.

Tiny fitbits to keep tabs on the body from within

BERKELEY, Calif. (Reuters) – Scientists are developing dust-sized wireless sensors implanted inside the body to track neural activity in real-time, offering a potential new way to monitor or treat a range of conditions including epilepsy and control next-generation prosthetics.

The tiny devices have been demonstrated successfully in rats, and could be tested in people within two years, the researchers said.

“You can almost think of it as sort of an internal, deep-tissue Fitbit, where you would be collecting a lot of data that today we think of as hard to access,” said Michel Maharbiz, an associate professor of electrical engineering and computer science at the University of California, Berkeley.

Fitbit Inc sells wearable fitness devices that measure data including heart rate, quality of sleep, number of steps walked and stairs climbed, and more.

Current medical technologies employ a range of wired electrodes attached to different parts of the body to monitor and treat conditions ranging from heart arrhythmia to epilepsy. The idea here, according to Maharbiz, is to make those technologies wireless.

The new sensors have no need for wires or batteries. They use ultrasound waves both for power and to retrieve data from the nervous system.

The sensors, which the scientists called “motes,” are about the size of a grain of sand. The scientists used them to monitor in real time the rat peripheral nervous system – the part of the body’s nervous system that lies outside the brain and spinal cord, according to findings published last month in the journal Neuron.

The sensors consist of components called piezoelectric crystals that convert ultrasound waves into electricity that powers tiny transistors in contact with nerve cells in the body. The transistors record neural activity and, using the same ultrasound wave signal, send the data outside the body to a receiver.

The researchers said such wireless sensors potentially could give human amputees or quadriplegics a more efficient means of controlling future prosthetic devices.

“It’s a meaningful advancement in recording data from inside the body,” said Dr. Eric Leuthardt, a professor of neurosurgery at Washington University in St. Louis. “Demonstrations of capability are one thing, but making something for clinical use, to be used as a medical device, is still going to have to be worked out.”

Before implanting wireless sensors into the brain, the science of understanding how the brain processes and shares information needs to advance further, Leuthardt said.

To deliver motes, currently one millimeter in size, into the brain, the researchers would need to miniaturize the sensors further to about 50 microns, about the width of a human hair.

“It’s not impossible,” Maharbiz said. “The math is there.”

China says cyber rules no cause for foreign business concern

BEIJING (Reuters) – China’s pending cyber security law will not create obstacles for foreign business, China’s Foreign Ministry said, responding to concerns by international business lobbies over the planned rules.

More than 40 global business groups last week petitioned Premier Li Keqiang, according to a copy of a letter seen by Reuters, urging China to revise draft cyber rules they believe are vague and discriminate against foreign enterprises.

The groups say the pending rules, including a cyber security law that could be passed this year, include provisions for invasive government security reviews and onerous requirements to keep data in China.

They say the regulations would impede China’s economic growth, create barriers to market entry and impair the country’s security by isolating it technologically.

The ministry, in a faxed statement to Reuters late on Tuesday night, said the law will not be used to “carry out differential treatment and will not create obstacles and barriers for international trade and foreign businesses investing in China.”

It said companies would be able to transfer data required for business purposes outside China’s borders after passing a security evaluation.

“These evaluations are for supervising and guaranteeing that the security of this data accords with China’s security standards,” the ministry said.

“As for the legal requirement for internet operators to provide relevant data in the course of enforcement agencies’ counter-terrorism and criminal investigations, this is necessary for safeguarding national security and investigating crimes. All countries do this,” the ministry said.

‘UNNECESSARY’ CONCERNS

“The concerns of foreign investors and businesses invested in China are unnecessary,” it said.

Some foreign businesses in China are becoming increasingly pessimistic, in part due to rules companies think could make it harder to operate there.

The cyber rules have added to tensions between China and its trade partners, who have been concerned about Beijing’s Made in China 2025 plan. The proposal calls for a progressive increase in domestic components in sectors such as advanced information technology and robotics.

Business lobbies also say requirements to hand over sensitive data or source code to the government could put business secrets at risk and boost the capabilities of domestic competitors.

How much technology firms should cooperate with governments has been a contentious issue in many countries, not just in China.

Apple Inc <AAPL.O> was asked by Chinese authorities within the past two years to hand over its source code but refused, the company’s top lawyer said this year, even as U.S. law enforcement tried to get the company to unlock encrypted data from an iPhone linked to a mass shooting.

Spiders, snakes and scorpions join fight against superbugs

(Reuters) – A British lab is searching for new medicines in the poisonous secretions of some of the world’s deadliest creatures, addressing the increasingly desperate challenge of finding viable new drugs.

Over-prescription and over-use in farming of antibiotics has given rise to so-called ‘superbugs’, multi-drug resistant infections that can evade even the medicines designed to kill them. Experts have warned since the 1990s that lethal super-bugs were on the horizon, but few drug makers have attempted to develop drugs against them.

Venomtech, based in south-east England, believe help could be found in the unlikeliest of sources; the venom of spiders, scorpions and snakes that is often fatal to humans. Millions of years of evolution has given these creature’s venom the ability to target and attack their prey while avoiding the body’s defenses. Venomtech scientists hope that an injected drug could perform the same function.

When broken down at the molecular level a tiny droplet of venom contains hundreds of individual components that could eventually be made into new drugs, explained Venomtech founder Steven Trim.

“The principle of Venomtech is separating venoms out into their component parts and targeting them to the right disease area,” Trim told Reuters.

He added that his drug discovery team was “putting the right venom for the right drug target so we maximize the hits – and a hit is an interesting peptide that might make it to a drug.”

Around 400 animals are kept at his lab in Kent, including about 70 species of tarantula and 30 species of scorpion. Many of these kill their prey with venoms that contain hundreds of protein molecules, some of which block nerve activity. Venomtech keep a number of invertebrates which can be deadly to humans, namely the black widow spider and deathstalker scorpion.

Trim, who worked for pharmaceutical company Pfizer before founding Venomtech, stressed that the venom extraction process causes no discernible harm to the creatures.

“We anesthetize the invertebrates, just to temporarily put them to sleep, it makes it safer for us because if they’re immobile they can’t bite us. But also it’s better for the animals as well. And using a very tiny electrical stimulation, just to contract the muscle and squeeze the gland we get a small amount of venom produced,” he said.

The venom extracted from each creature can be measured in micro-liters; a thousandth of a milliliter. Nevertheless, this tiny volume holds hundreds of useful molecules.

“The average scorpion will only produce 2 or 3 micro-liters. So it’s a really small amount. But in that small amount there’s a lot of interesting peptides; several hundred different components and several micro-grams of protein in there, so there’s plenty for us to work with,” Trim said. “We separate that out in a two phase process called high pressure liquid chromatography. And that gives us typically about a hundred fractions per venom, and each one of those fractions may contain 1 to 5 individual peptides. And it’s those individual peptides and proteins that are the real interesting things; these are the molecules that convey the biological activity of the venom.”

Working with scientists from nearby Canterbury Christ Church University, they’ve been screening their venom-derived ‘chemical library’ against different diseases.

Trim said they’ve had some extremely encouraging results.

“Some of them we found can kill bacteria, bacteria like E.Coli and Staphylococcus, so very relevant at the moment where modern medicines are failing. And we’re also finding venoms that are modifying and killing cancer cells,” he said, adding that Venomtech is now working with pharmaceutical companies to turn their venom discoveries into the next generation of drugs.

Shackled remains at ancient Greek site tell tale of intrigue

ATHENS (Reuters) – At least 80 skeletons lie in a mass grave in an ancient Greek cemetery, their wrists clamped by iron shackles.

They are the victims, say archaeologists, of a mass execution. But who they were, how they got there and why they appear to have been buried with a measure of respect – that all remains a mystery.

They were found earlier this year in part of the Falyron Delta necropolis – a large ancient cemetery unearthed during the construction of a national opera house and library between downtown Athens and the port of Piraeus.

Few people have been able to get in to have a close look.

But on a rare tour of the site, archaeologists carefully showed Reuters the skeletons, some lying in a long neat row in the dug-out sandy ground, others piled on top of each other, arms and legs twisted with their jaws hanging open.

“They have been executed, all in the same manner. But they have been buried with respect,” Dr. Stella Chryssoulaki, head of excavations, said.

“They are all tied at the hands with handcuffs and most of them are very very young and in a very good state of health when they were executed.”

The experts hope DNA testing and research by anthropologists will uncover exactly how the rows of people died. Whatever happened was violent – most had their arms bound above their heads, the wrists tied together.

But the orderly way they have been buried suggest these were more than slaves or common criminals.

COUP PLOT?

The cemetery dates from between the 8th and 5th century BC.

“It is a period of great unrest for Athenian society, a period where aristocrats, nobles, are battling with each other for power,” said Chryssoulaki.

One of the strongest theories is that they were supporters of Cylon, an Athenian noble and Olympic champion who staged an attempted coup in Athens in 632 BC with the help of his father-in–law, the tyrant of Megara.

The coup failed and Cylon hid in a temple of the Acropolis. He managed to escape, but the people who backed him were killed.

“Perhaps with the DNA tests that we will do on these skeletons we may confirm or not this hypothesis that these deceased, these young people could be … part of a coup … an attempt by a noble to take power by force,” said Chryssoulaki.

More than 1,500 bodies lie in the whole cemetery, some infants laid to rest in ceramic pots, other adults burned on funeral pyres or buried in stone coffins. One casket is made from a wooden boat.

Unlike Athens’ renowned ancient Kerameikos cemetery, the last resting place of many prominent ancient Greeks, these appear to be the inhabitants of regular neighborhoods.

The dig is within a 170,000 sq m landscaped park, shadowed by the vast new modern library and opera house buildings being built by the Stavros Niarchos philanthropic foundation.

High-rise apartments dot the skyline to the north while a noisy motorway snakes by the site’s east side.

Chryssoulaki wants to see a museum built on the spot, as a monument to the daily lives of Athenians from another era.

“A cemetery is a first and last photograph in antiquity of those people that pass from life to death,” she said.

Belgian scientists make novel water-from-urine machine

BRUSSELS (Reuters) – A team of scientists at a Belgian university say they have created a machine that turns urine into drinkable water and fertilizer using solar energy, a technique which could be applied in rural areas and developing countries.

While there are other options for treating waste water, the system applied at the University of Ghent uses a special membrane, is said to be energy-efficient and to be applicable in areas off the electricity grid.

“We’re able to recover fertilizer and drinking water from urine using just a simple process and solar energy,” said University of Ghent researcher Sebastiaan Derese.

The urine is collected in a big tank, heated in a solar-powered boiler before passing through the membrane where the water is recovered and nutrients such as potassium, nitrogen and phosphorus are separated.

Under the slogan #peeforscience, the team recently deployed the machine at a 10-day music and theater festival in central Ghent, recovering 1,000 liters of water from the urine of revelers.

The aim is to install larger versions of the machine in sports venues or airports but also to take it to a rural community in the developing world where fertilisers and reliable drinking water are short in supply, Derese said.

As was the case with previous projects the research team was engaged in, the water recovered from the city festival will be used to make one of Belgium’s most coveted specialties – beer.

“We call it from sewer to brewer,” Derese said.

Florida health department investigates possible local Zika transmission

(Reuters) – Florida health officials said on Tuesday they are investigating a case of Zika virus infection that does not appear to have stemmed from travel to another region with an outbreak.

The statement from the Florida Department of Health did not specify whether the Zika case was believed to have been transmitted via mosquito bite, sexual contact or other means.

The department said the case was reported in Miami-Dade County and that it is working with the U.S. Centers for Disease Control and Prevention on an epidemiological study.

The department also reiterated guidance to Florida residents on protecting themselves from mosquitoes that may carry the virus.

“Zika prevention kits and repellant will be available for pickup … and distributed in the area under investigation,” the health department said in a statement. “Mosquito control has already conducted reduction and prevention activities in the area of investigation.”

Zika, which can cause a rare birth defect and other neurological conditions, has spread rapidly through the Americas. A small number of cases of Zika transmitted between sexual partners have also been documented.

There has yet to be a case of local transmission by mosquitoes in the continental United States, though more than 1,300 people in the country have reported infections after traveling to a Zika outbreak area.

U.S. officials have predicted local outbreaks to begin as the weather warms, particularly in southern states such as Florida and Texas.

U.S. GMO food labeling bill passes Senate

(Reuters) – The U.S. Senate on Thursday approved legislation that would for the first time require food to carry labels listing genetically-modified ingredients, which labeling supporters say could create loopholes for some U.S. crops.

The Senate voted 63-30 for the bill that would display GMO contents with words, pictures or a bar code that can be scanned with smartphones. The U.S. Agriculture Department (USDA) would decide which ingredients would be considered genetically modified.

The measure now goes to the House of Representatives, where it is expected to pass.

Drawing praise from farmers, the bill sponsored by Republican Senator Pat Roberts of Kansas and Democrat Senator Debbie Stabenow of Michigan is the latest attempt to introduce a national standard that would override state laws, including Vermont’s that some say is more stringent, and comes amid growing calls from consumers for greater transparency.

“This bipartisan bill ensures that consumers and families throughout the United States will have access, for the first time ever, to information about their food through a mandatory, nationwide label for food products with GMOs,” Stabenow said in a statement.

A nationwide standard is favored by the food industry, which says state-by-state differences could inflate costs for labeling and distribution. But mandatory GMO labeling of any kind would still be seen as a loss for Big Food, which has spent millions lobbying against it.

Farmers lobbied against the Vermont law, worrying that labeling stigmatizes GMO crops and could hurt demand for food containing those ingredients, but have applauded this law.

Critics like Senator Bernie Sanders, an independent from Vermont, say the bill’s vague language and allowance for electronic labels for scanning could limit its scope and create confusion.

“When parents go to the store and purchase food, they have the right to know what is in the food their kids are going to be eating,” Sanders said on the floor of the Senate ahead of the vote.

He said at a news conference this week that major food manufacturers have already begun labeling products with GMO ingredients to meet the new law in his home state.

Another opponent of the bill, Democratic Senator Jeff Merkley of Oregon, said it would institute weak federal requirements making it virtually impossible for consumers to access information about GMOs.

LOOPHOLES

Food ingredients like beet sugar and soybean oil, which can be derived from genetically-engineered crops but contain next to no genetic material by the time they are processed, may not fall under the law’s definition of a bioengineered food, critics say.

GMO corn may also be excluded thanks to ambiguous language, some said.

The U.S. Food and Drug Administration (FDA) raised concerns about the involvement of the USDA in a list of worries sent in a June 27 memo to the Senate Agriculture Committee.

In a letter to Stabenow last week, the USDA’s general counsel tried to quell those worries, saying it would include commercially-grown GMO corn, soybeans, sugar and canola crops.

The vast majority of corn, soybeans and sugar crops in the United States are produced from genetically-engineered seeds. The domestic sugar market has been strained by rising demand for non-GMO ingredients like cane sugar.

The United States is the world’s largest market for foods made with genetically altered ingredients. Many popular processed foods are made with soybeans, corn and other biotech crops whose genetic traits have been manipulated, often to make them resistant to insects and pesticides.

“It’s fair to say that it’s not the ideal bill, but it is certainly the bill that can pass, which is the most important right now,” said American Soybean Association’s (ASA) director of policy communications Patrick Delaney.

The association was part of the Coalition for Safe and Affordable Food, which lobbied for what labeling supporters termed the Deny Americans the Right to Know, or DARK Act, that would have made labeling voluntary. It was blocked by the Senate in March.

NASA’s Juno spacecraft loops into orbit around Jupiter

CAPE CANAVERAL, Fla. (Reuters) – NASA’s Juno spacecraft capped a five-year journey to Jupiter late Monday with a do-or-die engine burn to sling itself into orbit, setting the stage for a 20-month dance around the biggest planet in the solar system to learn how and where it formed.

“We’re there. We’re in orbit. We conquered Jupiter,” lead mission scientist Scott Bolton, with the Southwest Research Institute in San Antonio, told reporters on Tuesday. “Now the fun begins.”

Juno will spend the next three months getting into position to begin studying what lies beneath Jupiter’s thick clouds and mapping the planet’s gargantuan magnetic fields.

Flying in egg-shaped orbits, each one lasting 14 days, Juno also will look for evidence that Jupiter has a dense inner core and measure how much water is in the atmosphere, a key yardstick for figuring out how far away from the sun the gas giant formed.

Jupiter’s origins, in turn, affected the development and position of the rest of the planets, including Earth and its fortuitous location conducive to the evolution of life.

“The question I’ve had my whole life that I’m hoping we get an answer to is ‘How’d we get here?’ That’s really pretty fundamental to me,” Bolton said.

Jupiter orbits five times farther from the sun than Earth, but it may have started out elsewhere and migrated, jostling its smaller sibling planets as it moved.

Jupiter’s immense gravity also diverts many asteroids and comets from potentially catastrophic collisions with Earth and the rest of the inner solar system.

Launched from Florida nearly five years ago, Juno needed to be precisely positioned, ignite its main engine at exactly the right time and keep it firing for 35 minutes to become only the second spacecraft to orbit Jupiter.

If anything had gone even slightly awry, Juno would have sailed helplessly past Jupiter, unable to complete a $1 billion mission.

The risky maneuver began as planned at 11:18 p.m. EDT as Juno soared through the vacuum of space at more than 160,000 mph (257,500 kph).

NASA expects Juno to be in position for its first close-up images of Jupiter on Aug. 27, the same day its science instruments are turned on for a test run.

Only one other spacecraft, Galileo, has ever circled Jupiter, which is itself orbited by 67 known moons. Bolton said Juno is likely to discover even more.

Seven other U.S. space probes have sailed past the gas giant on brief reconnaissance missions before heading elsewhere in the solar system.

The risks to the spacecraft are not over. Juno will fly in highly elliptical orbits that will pass within 3,000 miles (4,800 km) of the tops of Jupiter’s clouds and inside the planet’s powerful radiation belts.

Juno’s computers and sensitive science instruments are housed in a 400-pound (180-kg) titanium vault for protection. But during its 37 orbits around Jupiter, Juno will be exposed to the equivalent of 100 million dental X-rays, said Bill McAlpine, radiation control manager for the mission.

The spacecraft, built by Lockheed Martin, is expected to last for 20 months. On its final orbit, Juno will dive into Jupiter’s atmosphere, where it will be crushed and vaporized.

Like Galileo, which circled Jupiter for eight years before crashing into the planet in 2003, Juno’s demise is designed to prevent any hitchhiking microbes from Earth from inadvertently contaminating Jupiter’s ocean-bearing moon Europa, a target of future study for extraterrestrial life.

Human flights to Mars still at least 15 years off: ESA head

DARMSTADT, Germany (Reuters) – Dreaming of a trip to Mars? You’ll have to wait at least 15 years for the technology to be developed, the head of the European Space Agency (ESA) said, putting doubt on claims that the journey could happen sooner.

“If there was enough money then we could possibly do it earlier but there is not as much now as the Apollo program had,” ESA Director-General Jan Woerner said, referring to the U.S. project which landed the first people on the moon.

Woerner says a permanent human settlement on the moon, where 3D printers could be used to turn moon rock into essential items needed for the two-year trip to Mars, would be a major step toward the red planet.

U.S. space agency NASA hopes to send astronauts to Mars in the mid-2030s and businessman Elon Musk, head of electric car maker Tesla Motors, says he plans to put unmanned spacecraft on Mars from as early as 2018 and have humans there by 2030.

The ESA’s Woerner said it would take longer.

A spacecraft sent to Mars would need rockets and fuel powerful enough to lift back off for the return trip and the humans would need protection from unprecedented physical and mental challenges as well as deep-space radiation.

Woerner would like to see a cluster of research laboratories on the moon, at what he calls a “moon village”, to replace the International Space Station when its lifetime ends and to test technologies needed to make the trip to Mars.

That could be funded and operated by a collection of private and public bodies from around the world, he said in an interview at the ESA’s Operations Centre.

“There are various companies and public agencies asking to join the club now, so they want to do different things, resource mining, in situ research, tourism and that kind of stuff. There is a big community interested,” he told Reuters.

“The moon village is a pit stop on the way to Mars,” Woerner said, adding that new 3D printing technology could be used to build material and structures out of rocks and dust, doing away with the cost of transporting everything needed for a mission.

“To test how to use lunar material to build some structures, not only houses, but also for a telescope or whatever, will teach us also how to do it on Mars,” he said.

The ESA, working with Russia, in March sent a spacecraft on a seven-month journey as part of the agency’s ExoMars mission, which will use an atmospheric probe to sniff out signs of life on Mars and deploy a lander to test technologies needed for a rover scheduled to follow in 2020.

Woerner said Europe was looking at ways to lower the cost of launches but did not plan to copy Elon Musk’s SpaceX, which is trying to develop relatively cheap, reusable launch vehicles.

“We should not copy. To follow and copy does not bring you into the lead. We are looking for totally different approaches,” Woerner said, adding the ESA was examining all manner of new technologies, including air-breathing engines that do not need to tap into oxygen from a spacecraft’s tank.
