North Korea fires missile into sea off east coast in unusual night test

SEOUL (Reuters) – North Korea fired a ballistic missile on Friday in an unusual late-night test launch from its northern Jangang province that landed in the sea off its east coast, possibly in Japan’s exclusive economic zone, South Korea and Japan said.

The launch took place at 11:41 p.m. (1441 GMT), an official at South Korea’s Office of the Joint Chiefs of Staff said. The U.S. Defense Department also confirmed the launch as a ballistic missile, saying it was making further assessments.

South Korean President Moon Jae-in called a National Security Council meeting for 1 a.m. Saturday, his office said, and Japanese Prime Minister Shinzo Abe also said a National Security Council meeting would be convened.

Japanese Chief Cabinet Secretary Yoshihide Suga said that the North Korean missile flew for about 45 minutes.

North Korea could carry out missile test soon: U.S. officials

WASHINGTON (Reuters) – U.S. officials said on Tuesday they have seen increased North Korean activity that could be preparations for another missile test within days.

The officials, speaking on condition of anonymity, said that over the past week intelligence has spotted equipment, possibly for launching an intercontinental ballistic missile (ICBM) or an intermediate-range missile, moving into a site in the western city of Kusong.

Earlier this month, reclusive North Korea, which regularly threatens to destroy the United States and South Korea, said it had conducted its first test of an ICBM and mastered the technology needed to deploy a nuclear warhead via the missile.

Pyongyang’s state media said the test verified the atmospheric re-entry of the warhead, which experts say may be able to reach the U.S. state of Alaska.

However, the vice chairman of the U.S. Joint Chiefs of Staff recently said the July 4 test stopped short of showing North Korea has the ability to strike the United States “with any degree of accuracy.”

The Washington Post reported on Tuesday that the Defense Intelligence Agency (DIAL), the Pentagon spy agency, has assessed that North Korea will be able to field a nuclear-capable ICBM by next year, earlier than previously thought.

According to two U.S. officials, however, some other analysts who study North Korea’s missile program do not agree with the DIAL assessment.

“DIA and the South Koreans tend to be at the leading edge of estimates on North Korea’s military programs, and that’s understandable,” said one of the U.S. officials, who both agreed to speak only on the condition of anonymity. “There is no question that the DPRK has moved further and faster with its effort to develop a reliable, nuclear-capable ICBM that can be built in quantity, but there are still doubts about whether it can cross that threshold in a year.”

DPRK stands for North Korea’s official name, the Democratic People’s Republic of Korea.

A second U.S. official familiar with the science of ICBMs said, also on the condition of anonymity, that North Korea still has not demonstrated the ability to design and build nuclear warheads small enough to be delivered on its long-range missiles and tough enough to survive re-entry into the atmosphere.

A third official, who also spoke on condition of anonymity, said that even if Pyongyang develops a workable ICBM from its “tinker-toy mix of old Russian missiles,” it would pose a threat to the United States and its allies only if North Korean leader Kim Jong Un’s regime is suicidal.

The North has made no secret of its plans to develop a nuclear-tipped missile capable of striking the United States and has ignored calls to halt its weapons programs, even from its lone major ally, China. It says the programs, which contravene U.N. Security Council resolutions, are necessary to counter U.S. aggression.

Speaking in Beijing, Chinese Foreign Ministry spokesman Lu Kang said on Wednesday he was aware of the reports of a possible new North Korean missile test.

U.N. resolutions were clear when it came to North Korean missile launches and China opposed any move that ran counter to them, Lu told reporters.

“We hope all sides can bear in mind the broad situation of peace and stability on the Korean peninsula and exercise restraint,” he added.

No Korean military talks after North snubs South’s call

SEOUL (Reuters) – South Korea’s proposed military talks aimed at easing tension between the two Koreas planned for Friday failed to happen after the North snubbed the call, a setback for new President Moon Jae-in’s hopes for dialogue.

The North has remained silent on the South Korean proposal, made on Monday, for talks on ways to avoid hostilities along their heavily fortified border.

Moon took office in May pledging to engage the North in dialogue, as well as to bring pressure on it to impede its nuclear and missile programs.

The proposal for talks came after the North said it conducted its first test of an intercontinental ballistic missile on July 4, and said it had mastered the technology to mount a nuclear warhead on it.

South Korean defense ministry spokesman Moon Sang-gyun told a briefing the military talks proposed for Friday were practically impossible as the North had not responded.

“It is an urgent needed task for peace and stability on the Korean peninsula to restore dialogue in the military area and to ease military tension between the South and the North,” he said.

Moon said the proposal for talks still stood and he urged the North to respond.

It was the first formal overture by South Korea since cross-border ties broke down early last year under the government of Moon’s predecessor, who imposed unilateral sanctions on the North for its nuclear tests and missile launches.

The North has conducted its fourth and fifth nuclear tests and a quick succession of missile-related activities since the beginning of 2016, after leader Kim Jong Un had pledged to improve ties with the South in a New Year’s address.

The South had proposed talks to discuss ways to end activities on the border that have fueled tension.

By that, South Korea usually refers to loudspeaker propaganda broadcasts by both sides, while North Korea wants an end to joint U.S.-South Korea military exercises.

Russia, U.S. duel at U.N. over whether North Korea fired long-range missile

UNITED NATIONS (Reuters) – The United States and Russia are waging rival campaigns at the United Nations Security Council over the type of ballistic missile fired by North Korea earlier this month as the U.S. pushes to impose stronger sanctions on Pyongyang over the test.

U.S. Ambassador Nikki Haley held an intelligence briefing for her council colleagues on Monday to argue that Pyongyang fired an intercontinental ballistic missile (ICBM), diplomats said, which was attended by Russia and North Korean ally China.

U.N. diplomats said Russia had suggested that Russian and U.S. military experts exchange information on the launch.

The U.S. briefing came after Russia sent a brief letter and diagram on July 8 to the 15-member Security Council, seen by Reuters, asserting that its radars determined that the missile launched by Pyongyang on July 4 was medium-range.

Russia’s contention that North Korea did not fire an ICBM hinders Washington’s push for the Security Council to impose stronger sanctions on North Korea. The United States, Russia, China, Britain and France are veto-wielding council members.

Typically the council has condemned medium-range ballistic missiles launches by North Korea with a statement. Diplomats say China and Russia only view a long-range missile test or nuclear weapon test as a trigger for further possible U.N. sanctions.

North Korean leader Kim Jong Un has described the missile launch as an ICBM test, which completes his country’s strategic weapons capability that includes atomic and hydrogen bombs, the state KCNA news agency said.

North Korea has been under U.N. sanctions since 2006 over its ballistic missile and nuclear programs and the Security Council had ratcheted up the measures in response to five nuclear weapons tests and two long-range missile launches.

The United States gave China a draft resolution two weeks ago to impose stronger sanctions on North Korea over the July 4 missile launch. Haley had been aiming for a vote within weeks, but a senior U.N. diplomat, speaking on condition of anonymity, described the U.S. negotiations with China as “slow-going.”

Traditionally, the United States and China have negotiated sanctions on North Korea before formally involving other council members. Diplomats said Washington informally keeps Britain and France in the loop, while China was likely talking to Russia.

Haley said on July 5 that some options to strengthen U.N. sanctions were to restrict the flow of oil to North Korea’s military and weapons programs, increasing air and maritime restrictions and imposing sanctions on senior officials.

Following a nuclear weapons test by North Korea in September, while U.S. President Barack Obama was still in office, it took the U.N. Security Council three months to agree to strengthened sanctions.

Shortly after North Korea’s July 4 missile launch Russia objected to a Security Council condemnation because a U.S.-drafted press statement labeled it an ICBM. Diplomats said negotiations on the statement stalled.

North Korea may have more nuclear bomb material than thought: U.S. think tank

WASHINGTON (Reuters) – Thermal images of North Korea’s main nuclear site show Pyongyang may have reprocessed more plutonium than previously thought that can be used to enlarge its nuclear weapons stockpile, a U.S. think tank said on Friday.

The analysis by 38 North, a Washington-based North Korean monitoring project, was based on satellite images of the radiochemical laboratory at the Yongbyon nuclear plant from September until the end of June, amid rising international concerns over North Korea’s nuclear and missile programs.

The think tank said images of the uranium enrichment facility at Yongbyon could also indicate operation of centrifuges that could be used to increase North Korea’s stock of enriched uranium, its other source of bomb fuel.

There were signs too of at least short-term activity at North Korea’s Experimental Light Water Reactor that could be cause for concern, 38 North said.

The images of the radiochemical laboratory showed there had been at least two reprocessing cycles not previously known aimed at producing “an undetermined amount of plutonium that can further increase North Korea’s nuclear weapons stockpile,” something that would worry U.S. officials who see Pyongyang as one of the world’s top security threats.

It was unclear if the thermal activity detected at the uranium plant was the result of centrifuge operations or maintenance.

It said the thermal patterns at the plant’s isotope/tritium production facility suggested it was not operational and was therefore not producing tritium, an essential isotope used in boosted yield and hydrogen weapons.

North Korea manufactures atomic bombs using uranium and plutonium and has tested five nuclear bombs. Officials and experts say it could test a sixth at any time, despite U.S.-led international efforts to curb its program.

Pyongyang said its penultimate test in January 2016 was of a hydrogen bomb, something experts have treated with skepticism.

North Korea has been working to develop a nuclear-tipped missile capable of hitting the United States and last week tested its first intercontinental ballistic missile, which experts said could hit all of Alaska and parts of the U.S. Pacific Northwest.

Frustrated that China, North Korea’s main trading partner, has not done more to rein in Pyongyang, the Trump administration could impose new sanctions on small Chinese banks and other companies doing business with Pyongyang within weeks, two senior U.S. officials told Reuters this week.

U.S. ambassador to the United Nations Nikki Haley has been seeking to overcome resistance from China and Russia to a U.N. Security Council resolution imposing stiffer international sanctions on Pyongyang.

Experts at 38 North estimated in April that North Korea could have as many as 20 nuclear bombs and could produce one more each month.

China says ‘China responsibility theory’ on North Korea has to stop

BEIJING (Reuters) – China hit back on Tuesday in unusually strong terms at repeated calls from the United States to put more pressure on North Korea, urging a halt to what it called the “China responsibility theory”, and saying all parties needed to pull their weight.

U.S President Trump took a more conciliatory tone at a meeting with Chinese President Xi Jinping on Saturday, but he has expressed some impatience that China, with its close economic and diplomatic ties to Pyongyang, is not doing enough to rein in North Korea.

That feeling has become particularly acute since Pyongyang launched an intercontinental ballistic missile that some experts believe could have the range to reach Alaska, and parts of the U.S. West Coast.

Asked about calls from the United States, Japan and others for China to put more pressure on North Korea, Chinese Foreign Ministry spokesman Geng Shuang said it was not China ratcheting up tension and the key to a resolution did not lie with Beijing.

“Recently, certain people, talking about the Korean peninsula nuclear issue, have been exaggerating and giving prominence to the so-called ‘China responsibility theory,'” Geng told a daily news briefing, without naming any parties.

“I think this either shows lack of a full, correct knowledge of the issue, or there are ulterior motives for it, trying to shift responsibility,” he added.

China has been making unremitting efforts and has played a constructive role, but all parties have to meet each other half way, Geng said.

“Asking others to do work, but doing nothing themselves is not OK,” he added. “Being stabbed in the back is really not OK.”

While China has been angered by North Korea’s repeated nuclear and missile tests, it also blames the United States and South Korea for worsening tension with their military exercises.

China has been upset with the U.S. deployment of an advanced anti-missile system in South Korea too, which it says threatens its own security and will do nothing to ease tensions.

Additionally, Beijing has complained about Washington putting unilateral sanctions on Chinese companies and individuals for their dealings with North Korea.

Geng questioned how China’s efforts could bear fruit if, while it tried to put out the flames, others added oil to the fire, and if, while it enforced U.N. resolutions, others harmed its interests.

Everyone needed to accept their responsibilities to get the North Korea issue back on the correct track of a peaceful resolution through talks, he added.

“The ‘China responsibility theory’ on the peninsula nuclear issue can stop,” Geng said.

Exclusive: U.S. plans to test THAAD missile defenses as North Korea tensions mount

WASHINGTON (Reuters) – The United States plans to carry out a new test of its THAAD missile defense system against an intermediate-range ballistic missile in the coming days, two U.S. officials told Reuters on Friday, as tensions with North Korea climb.

Despite being planned months ago, the U.S. missile defense test will gain significance in the wake of North Korea’s launch of an intercontinental ballistic missile (ICBM) on July 4 that has heightened concerns about the threat from Pyongyang.

The test will be the first of the Terminal High Altitude Area Defense (THAAD) to defend against a simulated attack by an intermediate-range ballistic missile (IRBM), one of the officials said. The THAAD interceptors will be fired from Alaska.

The United States has THAAD interceptors in Guam that are meant to help guard against a missile attack from a country such as North Korea.

The officials who disclosed to Reuters the precise nature and timing of the upcoming test spoke on condition of anonymity.

Asked by Reuters, the U.S. Missile Defense Agency (MDA) confirmed that it aimed to carry out a THAAD flight test “in early July.”

Chris Johnson, an MDA spokesman, said the THAAD weapon system at the Pacific Spaceport Complex Alaska in Kodiak, Alaska, would “detect, track and engage a target with a THAAD interceptor.”

“The test is designated as Flight Test THAAD (FTT)-18,” Johnson said. He did not elaborate.

Still, in recent testimony to Congress, Vice Admiral James Syring, then the director of the Missile Defense Agency, said FTT-18 would aim to demonstrate THAAD’s ability to intercept a separating IRBM target.

MDA said THAAD had a 100 percent successful track record in its 13 flight tests since 2006. After previous tests, the U.S. military has publicly disclosed the results.

SOUTH KOREAN DEPLOYMENT

THAAD is a ground-based missile defense system designed to shoot down short-, medium- and intermediate-range ballistic missiles.

Lockheed Martin Corp, the prime contractor for the THAAD system, said it has the ability to intercept incoming missiles both inside and outside the Earth’s atmosphere.

This year’s U.S. deployment of THAAD in South Korea to guard against North Korea’s shorter-range missiles has also drawn fierce criticism from China, which says the system’s powerful radar can probe deep into its territory.

Earlier this month Moscow and Beijing, in a joint statement, called on Washington to immediately halt deployment of THAAD in South Korea.

The statement said Washington was using North Korea as a pretext to expand its military infrastructure in Asia and risked upsetting the strategic balance of power in the region.

THAAD’s success rate in testing is far higher than the one for America’s Ground-based Midcourse Defense system (GMD), the system specifically designed to shoot down an ICBM headed for the U.S. mainland.

That GMD system has only a 55 percent success rate over the life of the program. But advocates note that the technology has improved dramatically in recent years.

In a key development, the GMD system successfully shot down an incoming, simulated North Korean ICBM in a test in May.

That led the Pentagon to upgrade its assessment of America’s ability to defend against a small number of ICBMs, according to an internal memo seen by Reuters.

MDA told Congress in June that it plans to deliver 52 more THAAD interceptors to the U.S. Army between October 2017 and September 2018, for a total of 210 since May 2011.

In a sign of U.S. congressional concern about missile defense, several lawmakers filed amendments to a sweeping defense policy bill on Friday that addressed North Korea. Republican Representative Don Young, whose home state Alaska is seen as especially vulnerable to the North Korea threat, asked for more ground-based interceptors for his state, and a study of potential additional sites on the East Coast or Midwest.

Democratic Representatives John Conyers and Sheila Jackson Lee, along with Republican Walter Jones, filed an amendment to the annual National Defense Authorization Act saying that nothing in the bill should be construed as authorizing the use of force against North Korea.

The full House of Representatives is due to consider the bill, and its amendments, next week.

Hawaii, Alaska contemplate coming into North Korean missile range

KAILUA-KONA, Hawaii/WILLOW, Alaska (Reuters) – Disused military tunnels snake beneath the crater of Diamond Head, out of sight of the tourists lounging near the volcano on Waikiki Beach but very much on the mind of Gene Ward, a state representative from Honolulu.

Alarmed by North Korea’s latest missile tests and claims that its newly developed intercontinental ballistic missile (ICBM) can carry a large nuclear warhead, Ward believes it is time to refurbish the tunnels as civilian shelters in case of a North Korean attack.

“We’ve had wake-up calls before but what happened on July 3 is shaking us out of bed,” said Ward, referring to Pyongyang’s latest missile test.

North Korea’s state media said the missile reached an altitude of 2,802 km (1,741 miles), and some Western experts said that meant it might have a range of more than 8,000 km (4,970 miles), which would put Hawaii and Alaska within striking distance.

Americans from the Alaskan tundra to the tropics of Hawaii have had years to contemplate North Korea’s accelerating missile program, which has generated both angst and shrugs given that the reclusive government’s true capabilities and intentions remain unknown.

Ward, a Republican in a Democratic-majority state, said he supports reviving state legislation that would reopen the bunkers built by the U.S. military even before the Japanese attack on Pearl Harbor in 1941 that prompted U.S. entry into World War Two.

The tunnels are among many military bunkers and batteries carved into Oahu as part of a buildup that began after Hawaii became a U.S. territory in 1898 and continued through World War Two.

If Hawaiians have a stronger sense of vulnerability stemming from Pearl Harbor, then some Alaskan seem largely unperturbed.

Doyle Holmes, a retired U.S. Navy pilot and hardware store owner who lives about 50 miles (80 km) north of Anchorage, sums up his advice to fellow Alaskans this way: “Go back to sleep and don’t keep worrying about it.”

Holmes, 79, a Republican Party activist who retired in March from the Alaska State Defense Force, said his attitude is rooted in his abiding faith in the U.S. military’s ability to counter any attempt by North Korea to strike American soil.

“It would be self-annihilation if they launch a missile at the United States,” Holmes said.

“I think we are going to be OK. I went through the nuclear fallout classes and the bomb shelter stuff in the 1950s and 1960s,” he said, referring to U.S. preparations for a potential Cold War-era Soviet attack that never came.

Last week the U.S. Senate’s Armed Services Committee proposed $8.5 billion of funding for the Missile Defense Agency to strengthen homeland, regional and space missile defenses.

Some of this would pay for 28 missile interceptors to augment 32 already at a base in Fort Greely, Alaska, a Hill staffer said. The department already had plans to place 40 interceptors at the Ground-based Midcourse Defense (GMD) battery by the end of 2017.

Some experts on Northeast Asian political and security issues believe political leaders and the media have been too quick to qualify North Korea as a nuclear power, questioning whether it can genuinely delivery a functional nuclear warhead with accuracy or whether North Korea would risk certain U.S. retaliation.

But Denny Roy, a senior fellow with the East-West Center think tank in Honolulu, said the public discourse had definitely changed with the latest episode.

“The milestone is that Americans seem to believe that North Korea can hit the U.S. homeland, whereas up until now it was all theoretical and potential,” Roy said.

Hawaiians are mindful that the islands could make an enticing target given their large concentration of U.S. military power, including the Pacific Command responsible for U.S. forces in Asia.

“I’m not building a bunker yet, but we definitely have to stay vigilant,” said Reece Bonham, 24, a retail manager in the city of Kailua-Kona on the Big Island of Hawaii.

Caelen McHale, 21, a University of Hawaii business management major, was skeptical of North Korea’s claims and confident in U.S. military power, but still worried how the United States might respond.

“Our administration is scarier than North Korea’s,” she said.

Trump pledges to act on North Korean threat

WARSAW (Reuters) – U.S. President Donald Trump vowed on Thursday to confront North Korea “very strongly” following its latest missile test and urged nations to show Pyongyang that there would be consequences for its weapons program.

North Korea on Tuesday test-launched an intercontinental ballistic missile that some experts believe has the range to reach the U.S. states of Alaska and Hawaii and perhaps the U.S. Pacific Northwest. North Korea said it could carry a large nuclear warhead.

Speaking at a news conference with Polish President Andrzej Duda, Trump said Korea was “a threat, and we will confront it very strongly”.

He said the United States was considering “severe things” for North Korea, but that he would not draw a “red line” of the kind that his Democratic predecessor, Barack Obama, had drawn but not enforced on the use of chemical weapons in Syria.

Trump added: “… they are behaving in a very, very dangerous manner and something will have to be done.”

The issue presents Trump, who took office in January, with perhaps his biggest foreign policy challenge. It has put pressure on his relationship with Chinese President Xi Jinping, whom Trump had pressed without success to rein in Pyongyang.

The United States said on Wednesday that it was ready to use force if necessary to stop North Korea’s nuclear missile program. But China on Thursday called for restraint and made clear it did not want to be targeted by U.S. sanctions.

Meeting in Germany ahead of a G20 summit, Xi told South Korean President Moon Jae-in that “China upholds the denuclearization of the peninsula, maintaining its peace and stability, resolving the issue via dialogue and consultation, and that all sides strictly abide by relevant resolutions of the U.N. Security Council”, according to the Chinese Foreign Ministry.

And Chinese Vice Finance Minister Zhu Guangyao said that, while China would implement relevant U.N. resolutions, “the U.S. should not use their domestic laws as excuses to levy sanctions against Chinese financial institutions”.

“BAD BEHAVIOR”

Trump flew on to Hamburg on Thursday to attend the summit, and was due to meet with Xi there.

His frustration that Beijing has not done more to clamp down on North Korea prompted him to tweet on Wednesday: “Trade between China and North Korea grew almost 40% in the first quarter. So much for China working with us – but we had to give it a try!”

Trump did not mention China specifically in his remarks in Poland, but his message that other countries needed to do more was clearly meant for Beijing.

“President Duda and I call on all nations to confront this global threat and publicly demonstrate to North Korea that there are consequences for their very, very bad behavior,” he said.

U.S. Ambassador to the United Nations Nikki Haley told the U.N. Security Council on Wednesday that the United States would propose new U.N. sanctions in coming days, and that if Russia and China did not support the move, then “we will go our own path”.

Some diplomats say Beijing has not been fully enforcing existing international sanctions on its neighbor and has resisted tougher measures, such as an oil embargo, bans on the North Korean airline and guest workers, and measures against Chinese banks and other firms doing business with the North.

U.S. officials have said the United States might specifically seek unilaterally to sanction more Chinese companies that do business with North Korea, especially banks – echoing a tactic it used to pressurize to Iran to curb its nuclear program.

South Korean presidential spokesman Park Su-hyun gave a somewhat different account of the Xi-Moon meeting. He told reporters that the two men had agreed North Korea’s missile test was “unforgivable”, and had discussed stepping up pressure and sanctions.

WASHINGTON (Reuters) – Not everybody asserts as confidently as the Pentagon that the U.S. military can defend the United States from the growing threat posed by North Korea’s intercontinental ballistic missile capability.

Pyongyang’s first test on Tuesday of an ICBM with a potential to strike the state of Alaska has raised the question: How capable is the U.S. military of knocking down an incoming missile or barrage of missiles?

Briefing reporters on Wednesday, Pentagon spokesman Navy Captain Jeff Davis said: “We do have confidence in our ability to defend against the limited threat, the nascent threat that is there.”

Davis cited a successful test in May in which a U.S.-based missile interceptor knocked down a simulated incoming North Korean ICBM. But he acknowledged the test program’s track program was not perfect.

“It’s something we have mixed results on. But we also have an ability to shoot more than one interceptor,” Davis said.

An internal memo seen by Reuters also showed that the Pentagon upgraded its assessment of U.S. defenses after the May test.

Despite hundreds of billions of dollars spent on a multi-layered missile defense system, the United States may not be able to seal itself off entirely from a North Korean intercontinental ballistic missile attack.

Experts caution that U.S. missile defenses are now geared to shooting down one, or perhaps a small number of basic, incoming missiles. Were North Korea’s technology and production to keep advancing, U.S. defenses could be overwhelmed unless they keep pace with the threat.

“Over the next four years, the United States has to increase its current capacity of our deployed systems, aggressively push for more and faster deployment,” said Riki Ellison, founder of the Missile Defense Advocacy Alliance.

MIXED RESULTS

The test records of the U.S. Missile Defense Agency (MDA), charged with the mission to develop, test and field a ballistic missile defense system, also show mixed results.

MDA systems have multiple layers and ranges and use sensors in space at sea and on land that altogether form a defense for different U.S. regions and territories.

One component, the Ground-based Midcourse Defense system (GMD), demonstrated a success rate just above 55 percent. A second component, the Aegis system deployed aboard U.S. Navy ships and on land, had about an 83 percent success rate, according to the agency.

A third, the Terminal High Altitude Area Defense, or THAAD, anti-missile system, has a 100 percent success rate in 13 tests conducted since 2006, according to the MDA.

Lockheed Martin Corp is the prime contractor for THAAD and Aegis. Boeing Co is the lead contractor for GMD.

Since President Ronald Reagan’s administration in the 1980s, the U.S. government has spent more than $200 billion to develop and field a range of ballistic missile defense systems ranging from satellite detection to the sea-based Aegis system, according to the Congressional Research Service.

Funding for MDA was on average $8.12 billion during President Barack Obama’s administration that ended on Jan. 20. President Donald Trump has requested $7.8 billion for fiscal year 2018.

‘ANOTHER YEAR OR TWO’

Last month, Vice Admiral James Syring, then director of the Missile Defense Agency, told a congressional panel that North Korean advancements in the past six months had caused him great concern.

U.S.-based missile expert John Schilling, a contributor to the Washington-based North Korea monitoring project 38 North said the pace of North Korea’s missile development was quicker than expected.

“However, it will probably require another year or two of development before this missile can reliably and accurately hit high-value continental U.S. targets, particularly if fired under wartime conditions,” he said.

Michael Elleman, a fellow for Missile Defence at the International Institute for Strategic Studies, said that although North Korea was several steps from creating a dependable ICBM, “There are absolutely no guarantees” the United States can protect itself.

In missile defense, “Even if it had a test record of 100 percent, there are no guarantees.”
